GA requires an increased standoff capability with greater threat detection in order to locate IP in diverse environments for recovery operations. GA must increase the ability to connect, sense, detect, share and enhance battlefield awareness for mission success.

This Announcement for Proposal (AFP) solicits proposals for lease of the Cryogenics Components Laboratory (CCL Complex) at NASA’s Neil Armstrong Test Facility (ATF) in Sandusky Ohio, an underutilized, non-excess test facility used for the development and qualification of cryogenic materials, components, and systems. This solicitation includes both the test facilities and the accompanying land parcels required for a tenant to perform operations onsite.
The available land (“Land”) consists of four (4) parcels (Base and Options 1-3) totaling approximately 44 acres. NASA will accept Proposals for prospective leases for the Base parcel, plus whatever additional Option parcels the proposer chooses and indicates in the proposal. The General Services Administration (GSA) Design Excellence Program seeks to commission architects, engineers, and construction professionals to maintain and modernize our legacy federal buildings for the next 50 to 100 years of service. These projects will demonstrate the value of integrated design that balances historic significance with current needs; balances aesthetics, cost, constructability, and reliability; and creates environmentally responsible and superior workplaces for civilian federal employees.
In this context, GSA announces an opportunity for Design and Construction Excellence in public architecture for performance of Architectural Engineering Design and Construction services in accordance with GSA quality standards and requirements. As required by law, regulation or Executive Order, all facilities will meet performance targets and security requirements. The project is funded under the Inflation Reduction Act.
The Design Build (DB) scope of work includes all labor and materials required to provide design and construction services for the replacement of the failing waterproofing system, refinishing and reinforcement of structural steel that supports the plaza, repairs to fireproofing, and fulfillment of an unconstructed plaza area originally intended for the site. The surface parking lots and retaining wall will be upgraded. The new construction will provide vital pedestrian access from the primary gateway from west-side neighborhoods (Detroit-Superior bridge) and mixed-use warehouse district to the North. The new construction will reconcile pedestrian accessibility with adjacent surface parking. Completing the plaza provides the opportunity to introduce renewable energy sources and a water reclamation system on the site. It will also harness wind-opportunities unique to the site and alleviate pressure on the city stormwater system by capturing rainwater in void space below the plaza.
The DB scope of work includes all labor and materials required to provide design and construction services for the project pursuant to the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures and incorporating Art in Architecture Program, and Design - Construction - Operational Excellence policies and procedures.
The purpose of Phase I (the request for qualifications) is to select the most highly qualified Offerors from Phase I to participate in Phase II (the request for proposals). At the conclusion of Phase I, GSA will invite the Short-Listed Offerors to submit Phase II proposals. Phase II proposals will require submission oftechnical and price proposals, which are evaluated separately in accordance with FAR Part 15. The AFRL libraries support civilian, contractor, and military personnel, primarily scientists and engineers (S&Es), assigned to the eight AFRL technical directorates which include Aerospace Systems, Airman Systems, Directed Energy, Information, Materials and Manufacturing, Munitions, Sensors, and Space Vehicles and the Air Force Office of Scientific Research (AFOSR). The AFRL libraries provide research materials, including databases, electronic books, journals and other services, to all AFRL S&Es. The AFRL Library Council is a consortium that exists to create partnerships among the libraries at the various sites hosting AFRL elements. The different locations are Arlington, VA, Edwards AFB, Eglin AFB, Fort Sam Houston, Kirtland AFB, Rome Research Site, and Wright-Patterson AFB. They cooperatively acquire materials that are made available to civilian, contractor, and military employees across the laboratory. The required database will help the AFRL Library Council meet the above mission by providing the library users with research materials to meet the requirements of the Air Force Research Laboratory's research and development goals.
This resource needs a highly-focused scope on the field of physics and allied areas and to offer a tailored collection of electronic reference resources for scientists and engineers (S&Es) that provides access to full-text titles, primarily peer-reviewed journals. Due to the differing research missions of the individual AFRL technical directorates that the libraries support, the required database needs to be all-inclusive of the different materials and allow S&Es the ability to effectively and efficiently research the required physics topics. The SAGE STM journal collection needs to be made available through the individual AFRL libraries' websites or intranet sites via the EZproxy authentication service, as well as, provide its own interface that can be accessed through an independent website (https://www.sagepub.com). This resource needs to allow material to be downloaded to provide offline access in situations with low or no internet access. The resource needs to provide online research tools from professionally curated and/or peer-reviewed sources that offer trusted information in abstracts, articles, and electronic journals with a focus on the subject areas listed above.

DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue Request for Proposal (RFP) W912QR25R0015 to renovate 8,400 square feet across multiple laboratories in Facility 20071 to expand interior space, upgrade security, and modernize research space. The project includes construction of second floor areas in 1,2,6 & 7 STANDs. Existing machine shop equipment presently located in 2-STAND will be relocated to 7 STAND. Renovation of 6 & 7 STANDs includes removal/repair of concrete floors and installation of new vibration-isolated floors slabs in 7-STAND.
STAND = A research cell within a building and is the name used to differentiate between the respective labs/cells.
The mechanical support space located between 6 & 7 STANDs will be renovated to include the additional of new restrooms on the first floor and administrative space on the second floor. The second floor area will be extended to connect with the northern exterior wall. Upgrades to 6 & 7 STANDs includes installation of new HVAC and roof repairs.
Renovations also include upgrades to 1 & 2 STANDs and 6 & 7 STANDs as Special Access Program (SAP) areas in compliance with ICD 705 standards, including installation of Intrusion Detection Systems (IDS) and Access Control Systems (ACS).
To minimize the impact on operations, Building 71 will be renovated in two phases. Part 1 will include demolition and renovation of the 6 & 7 STANDs and the 6-STAND administrative space shall be construction as a secure space with a single perimeter.
Part 2 will include demolition and renovation of 1 & 2 STANDs, the 1-STAND administrative space, the 2-STAND administrative space, and a new security office space in 3-STAND. These areas shall also be constructed as a secure space with a single SAP perimeter. The new SAP perimeter shall combine with the existing SAP perimeter, which includes 3 & 4 STANDs. Part 2 work may not begin until after Part 1 has been completed, turned over to the government, and the government has moved out of 1 & 2 STANDs.
The Contract Duration is estimated at eight hundred forty (840) calendar days from Contract Notice to Proceed. The actual Period of Performance will be identified in the solicitation.
TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction.
TYPE OF SET-ASIDE: This acquisition will be a 100% total Small Business set-aside competitive procurement.
SELECTION PROCESS: The proposals will be evaluated using a Single-Phase Best Value Tradeoff source selection.
CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000 in accordance with DFARS 236.204. The target ceiling for contract award is $11,000,000 based on the funds made available for this project. The Government cannot guarantee that additional funds will be available for award. Offerors are under no obligation to approach this ceiling.
ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 14 November 2024 and approximate closing date on or about 16 December 2024. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details can be found in the solicitation when it is posted.
PRE-PROPOSAL CONFERENCE: A pre-proposal conference will not be held following the issuance of the solicitation. Site visit information will be included in the solicitation.

The General Services Administration (GSA) is issuing a sources sought for the following project at the Carl B. Stokes U.S. Courthouse located at 801 West Superior Avenue in Cleveland, Ohio, to determine the interest, availability, and capability of all business concerns interested in pursuing this opportunity. The NAICS code for this procurement is 236220. The planned project delivery is Design-Build. The estimated design build cost of construction is between $30,000,000 and $40,000,000.
The GSA intends to design and construct a plaza extension as well as repair/replace the existing plaza. The scope includes replacement of the failing waterproofing system, refinishing and reinforcement of the structural steel supporting the plaza, repairs to fireproofing, and fulfillment of an unconstructed plaza area originally intended for the site. The surface parking lots and retaining wall will be upgraded. The new construction will provide vital pedestrian access from the primary gateway from west-side neighborhoods (Detroit-Superior bridge) and mixed-use warehouse district to the North. The new construction will reconcile pedestrian accessibility with adjacent surface parking. The project will also be introducing renewable energy sources to the site as well as adding a water reclamation system.
It is anticipated the Phase I Request For Proposal (RFP) will be posted to SAM.gov in September. The awardee will be required to undergo the security clearance process. The full extent of the work will be described in the solicitation when it is posted. No other information will be available before the solicitation is posted.
