  • Electric vehicle charging: Lessor shall provide infrastructure for one (1) Government supplied and installed EVSE charging station.
  • All reserved parking shall be onsite.
  • Space shall not be considered where any living quarters are located within the building.
  • Space shall not be located adjacent to establishments whose primaer operation is the sale of alcoholic beverages, where firearms are sold or discharged, or where there are tenants related to drug treatment or detention facilities.
  • Sub leases shall not be considered.
  • First floor contiguous space is preferred and must be ABAAS compliant or can be made to be ABAAS compliant.
  • If incumbent, phased construction shall be required during renovations.

HOW TO OFFER

The Automated Advanced Acquisition Program (AAAP), located at https://lop.gsa.gov/aaap, will enable interested parties to offer space for lease to the Federal Government in response to the FY25 AAAP RLP.  In addition, the Government will use its AAAP to satisfy the above space requirement.

Offerors must go to the AAAP website, select the “Register to Offer Space” link and follow the instructions to register.  Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”. For technical assistance with AAAP, email LOP.help@gsa.gov.

The Open Period is the 1st through the 20th for the October, ending at 7:30 p.m. (ET) unless otherwise stated by the Government and unless the 20th falls on a weekend or Federal Holiday. Project Description:  Facility 20145 requires construction services for a Design-Bid-Build reconfiguration of an existing high-bay space by constructing new endo-skeleton structure within an existing facility and renovating existing space to create secure laboratory space.

  1. The project includes construction of 4 floors at the high-bay area in facility 20145 by providing three additional separate elevated floors (Total 17,941 SF) above the existing basement floor. These spaces will create additional secure laboratory space within the building envelope of the high bay existing footprint.

        2. Additionally, a renovation shall include 9,666 SF of existing space.

Space will include modeling, simulation & analysis (MS&A) laboratories, control rooms, and Network Operations Center (NOC) rooms. Repairs include necessary work to supporting Mechanical, Electrical & Plumbing (MEP) systems and applicable communications.

Project will comply with Intelligence Community Directive (ICD) 705 requirements, as well as standards established in UFC-3-410-01 (HVAC Systems), UFC 3-401-01 (Mechanical Engineering), UFC 3-520-01 (Design, Interior Electric Systems), UFC 3-530-01 (Design, Interior & Exterior Lighting and Controls), NFPA 13 (Standard for the installation of sprinkler systems), NFPA 101 (Life Safety Code), NFPA 70 (National Electrical Code).

Contract duration is estimated at 820 calendar days. Projects similar in Scope to this project included:  New steel frame multi-floor construction with Micro-Pilings.  Installation of Structural, Mechanical, Electrical, Fire Protection, building control systems and fixtures associated with new construction. Space will include modeling, simulation & analysis (MS&A) laboratories, control rooms, and Network Operations Center (NOC) rooms.  Renovations will consist of Mechanical, Electrical, Fire Protection, building control systems and fixtures associated with renovated lab facility construction. 

a. Projects similar in size to this project include:  New construction of at least 10,000 Square Foot endo-skeleton building within a building AND renovation of at least 6,000 Square Feet of lab space.

b. Based on definitions above, for each project submitted include:

  • Current percentage of construction complete and the date when it was or will be completed.  
  • Size of the project
  • Scope of the project
  • The dollar value of the construction contract
  • The percentage of work that was self-performed as project and/or construction management services or physical construction type work. Must be at least 15% self-performed.

5.Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm’s own employees for general construction-type procurement.
