Synopsis:

The Accelerometer Calibration Workstation that is being used by PMEL is manufactured by the Modal Shop. It is a highly specialized piece of equipment that is only manufactured by that vendor. The components for that workstation are also only manufactured by that vendor. Replacement components are only available through them. No other options are available. Providing minimum technical requirements is not relevant since no other vendor can be utilized. The following lists the manufacturer part numbers needed for the replacement Air Bearing Calibration Shaker.The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i).

This proposed procurement will be a Sole Source under North American Industry Classification System Code NAICS Code 334516- Analytical Laboratory Instrument Manufacturing.

Business size standard: 1,000 Employees.

The proposed source is PMEL Air Bearing Calibration Shaker. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 12:00 pm EST on Monday, 25 November 2024.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: This procurement will be awarded on a sole source basis to PAC, which is a large business. Market Research was conducted and it was determined that no other sources can provide the Automatic Distillation Instruments that can meet the full list of the Aerospace Fuels Laboratory requirements. This acquisition will not be a small business set aside since two or more small businesses cannot provide this requirement.

Project Name and Location: RA and SA Motor Controls Project at the John W. Peck Federal Building 550 Main Street Cincinnati, Ohio 45202

Project Summary Description: The U.S. General Services Administration (GSA) is seeking to contract to provide the construction services required for:

1. Replace the existing heating hot water coils for 3 of the existing dedicated outdoor air units. Existing piping and valves to be re-used. Pipe insulation to be replaced as necessary for coil installation.

2. Replace the existing chilled water coils for 3 of the existing dedicated outdoor air handling units. Existing piping and valves to be re-used. Pipe insulation to be replaced as necessary for coil installation.

3. Provide additional outside air system sensors to better control the outside air system (Munters units). The new sensors will be integrated with the existing building automation system (BAS) to open the dual duct VAV boxes when the spaces are occupied. Additional programming of the existing BAS will be required. Additional re-programming of the BAS system to be provided to allowing dual duct boxes to utilize their outside air systems to heat areas that need heat as necessary.

4. Provide new controllers to replace the factory-supplied controllers for the Munters dedicated outdoor air units. New controllers will be integrated with the existing Munters units and the existing BAS.

5. Replace main air handler supply fan motors 1 and 2. General fan maintenance is to be included.

6. Replace main air handler return fan motor 1. General fan maintenance is to be included.

The performance period is 12 weeks upon receipt to Notice to Proceed. The anticipated award is on or about May 2024.  The estimated construction cost range is between $1,000,000 and $5,000,000.  The NAICS code is 238220 with a small business size standard of $19 million.  No other information is available at this time.

Notice from the United States Air Force, Air Force Life Cycle Management Center (AFLCMC), Installation Contracting Division, Base Support Contracting Branch at Wright-Patterson Air Force Base (WPAFB), Ohio:

The AFLCMC Operational Contacting Branch, Wright-Patterson AFB, Ohio is seeking capabilities packages of potential sources including Small Businesses (SB). This sources sought synopsis is published for market research purposes only, to identify potential sources capable of delivering a solution that meets the requirement for a Benchtop Uniform Light Source per the Statement of Work (SOW) provided by AFIT.  This project is to provide materials and install a radiometrically accurate tunable light source solution that extends from the visible at 400 nm to the SWIR at 1700 nm. The system can be a single system or multiple systems to meet the minimum requirements.

The Government is seeking capabilities packages from all potential sources, including but not limited to: small business (SB), 8(a) participants, HUBZone Small Business, Economically Disadvantaged Women-Owned Small Business (EDWOSB), Women-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). Firms that respond shall review the attached instructions and technical requirements and submit responses that:

1. Specify that offered product(s) meet the specifications provided below; and

2. Provide detailed information to show clear technical compliance.

THIS SOURCES SOUGHT IS FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS/QUOTES.

All interested firms shall submit a response to the Primary Point of Contact, Ms. Jenna Sizemore, demonstrating their capability to provide a Benchtop Uniform Light Source, stipulated in Federal Acquisition Regulation (FAR) 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. A solicitation for this requirement does not exist, therefore, do not request a copy of the solicitation. The decision to solicit for a contract will be solely within the Government's discretion.

The North American Industry Classification System (NAICS) code assigned to this acquisition is 334516 – Analytical Laboratory Instrument Manufacturing with a small business size standard of 1000 employees. Firms responding should indicate socio-economic status (8(a) with Graduation Date, SDVOSB, EDWOSB, WOSB, small business, and/or HUBZone). Respondents are further requested to indicate their status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a Department of Defense (DoD) contract. Respondents should note the potential application of Limitations on Subcontracting (FAR 52.219-14) and the Non-Manufacturer Rule (FAR 52.219-33) to a future acquisition that may result from this Sources Sought. Respondents should consider how the primary tasks identified in this notice will be broken out between prime contractor and subcontractors and address subcontracting in their response, if applicable/necessary.

Any information submitted by respondents to this Sources Sought is voluntary. This Sources Sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any Government assessments. The Government's assessment of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small business or any particular small business program.

CAPABILITIES PACKAGE:

All interested firms shall submit a capabilities package for the Benchtop Uniform Light Source that explicitly demonstrates their capability to provide the required service. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. However, the response must not exceed five (5) pages. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR), Department of Defense Federal Acquisition Regulation Supplement (DFARS), and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS). AFMETCAL at Heath OH intends to award a firm-fixed price contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items, for the purchase of High Power Calorimeter.

Product offered shall be a commercial item or commercially available off-the shelf (COTS) item meeting the definitions in FAR Part 2.  Item proposed shall be a new unit.  Reconditioned, remanufactured, or used items are not acceptable and shall not be proposed.  The unit must meet the requirements of Purchase Description (PD) 25E-116A-RF Rev. 6, dated 05 November 2024.  The RFQ, PD, DD 1423 Data Requirements, and other applicable solicitation attachments are available for download at this site.  Please review ALL documents carefully.

The Air Force Research Laboratory (AFRL) Library has a requirement for a chemistry and chemical engineering/science literature collection that meets the laboratory's mission to "lead the discovery, development, and integration of warfighting technologies for our air, space and cyberspace forces." The AFRL library supports civilian, contractor, and military personnel, primarily scientists and engineers (S&Es), assigned to four AFRL technical directorates which include Aerospace Systems, Airman Systems, Materials and Manufacturing, and Sensors. The AFRL library provides research materials, including databases, electronic books, journals and other services, to all AFRL S&Es at Wright-Patterson AFB. This resource needs a highly-focused scope on the fields of chemistry and chemical engineering/science and to offer a tailored collection of electronic journals for scientists and engineers (S&Es) that provides access to full-text titles, primarily peer-reviewed articles. Due to the differing research missions of the individual AFRL technical directorates that the library supports, the required literature collection needs to be all-inclusive of the different materials and allow S&Es the ability to effectively and efficiently research the required transportation engineering topics. The resource needs to provide full-text access to the Royal Society of Chemistry (RSC) electronic journals. These resources need to be made available through the AFRL library's website via the EZproxy authentication service, as well as, provide their own interface that can be accessed through an independent website.  This resource needs to allow material to be downloaded to provide offline access in situations with low or no internet access. The resource needs to provide online research tools from professionally curated and/or peer-reviewed sources that offer trusted information in abstracts, articles, and electronic journals with a focus on the subject areas listed above.

This notice of intent is not a request for competitive quotations.  However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.  The Government will consider responses received within 5 days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement.

Fire main and fire protection piping construction is to be performed at the Anthony J. Celebrezze Federal Building at 1240 E. Ninth St. Cleveland, OH 44199. This project includes, but is not limited to the following work:

● Replacement of two underground fire mains from the connection at the street into the building, including two underground utility vaults, two fire department connections, and associated low pressure 8" fire protection piping interior to the building. Interior piping runs along the length of the parking garage beneath the building. The existing 6" service mains will be replaced with 8" piping. Two tamper switches with fire alarm addressable modules will be installed.

● Excavating portions of the street, curb, and sidewalk, and fixing to match the previous condition.

● Remediation of lead-based paint and asbestos-containing gaskets. The city water permit has been approved and the contractor will need to coordinate a sidewalk and road closure permit.

This synopsis is provisional and for a pre-solicitation notification only. Issuance of this provisional synopsis does not guarantee that a solicitation will be issued. The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue Request for Proposal (RFP) W912QR25R0015 to renovate 8,400 square feet across multiple laboratories in Facility 20071 to expand interior space, upgrade security, and modernize research space. The project includes construction of second floor areas in 1,2,6 & 7 STANDs. Existing machine shop equipment presently located in 2-STAND will be relocated to 7 STAND. Renovation of 6 & 7 STANDs includes removal/repair of concrete floors and installation of new vibration-isolated floors slabs in 7-STAND.


STAND = A research cell within a building and is the name used to differentiate between the respective labs/cells.


The mechanical support space located between 6 & 7 STANDs will be renovated to include the additional of new restrooms on the first floor and administrative space on the second floor. The second floor area will be extended to connect with the northern exterior wall. Upgrades to 6 & 7 STANDs includes installation of new HVAC and roof repairs.


Renovations also include upgrades to 1 & 2 STANDs and 6 & 7 STANDs as Special Access Program (SAP) areas in compliance with ICD 705 standards, including installation of Intrusion Detection Systems (IDS) and Access Control Systems (ACS).

To minimize the impact on operations, Building 71 will be renovated in two phases. Part 1 will include demolition and renovation of the 6 & 7 STANDs.and the 6-STAND administrative space shall be construction as a secure space with a single perimeter.


Part 2 will include demolition and renovation of 1 & 2 STANDs, the 1-STAND administrative space, the 2-STAND administrative space, and a new security office space in 3-STAND. These areas shall also be constructed as a secure space with a single SAP perimeter. The new SAP perimeter shall combine with the existing SAP perimeter, which includes 3 & 4 STANDs. Part 2 work may not begin until after Part 1 has been completed, turned over to the government, and the government has moved out of 1 & 2 STANDs.


The Contract Duration is estimated at eight hundred forty (840) calendar days from Contract Notice to Proceed. The actual Period of Performance will be identified in the solicitation.
