The requirement is for two (2) live fish haul trucks utilizing a firm fixed price schedule. USACE eventually intends to solicit firms that are interested in submitting a competitive, firm-fixed price proposal for the fish trucks for use at the Dexter Fish Facility.
1. Sources Sought Objective

2. Background
The Dexter Fish Facility is located 1.5 miles west of Lowell on the north side of the Middle Fork Willamette River, just below Dexter Dam. It is operated by Oregon Department of Fish & Wildlife (ODFW) to mitigate for fishery losses caused by nearby hydroelectric/flood control projects. Some of the fish facility operations includes adult fish collection, handling, and transportation of salmon, steelhead, and trout. The U.S. Army Corps of Engineers (USACE), Portland District is rebuilding the fish facility, adding major new features, and expanding the project beyond the current footprint. The new facility design also incorporates modern fish collection, sorting, and truck transport features to the original facility.
3. Description of Contract Requirements
3.1. The requirement is for a Contractor to provide two (2) live-fish transporting trucks for Dexter Fish Facility to support fish hatchery operation. Both trucks are expected to be delivered to the facility by the end of May 2026.
3.2. Delivery. This requirement will be delivered to 40386 W Boundary Rd, Lowell, OR 97452.
4. Capabilities Statement
4.1. Please submit capabilities statements demonstrating the capability to meet the example Product Description attached to the Sources Sought to the below listed points of contact via email no later than 0800 PST, 2 December 2024.
4.1.1. The live fish transporting tanks shall be manufactured by an entity that regularly engages in the fabrication of custom stainless-steel tanks used for fish transportation. The fish haul truck (tank and chassis) shall be completely assembled by the tank manufacturer. The tank manufacturer shall submit manufacturer’s qualifications that show a past performance of fish haul tank manufacture. The qualifications shall also provide details on at least two (2) previous fish haul trucks, built by the manufacture, that are similar in size and scope to the fish haul trucks in this contract.

This is a SPECIAL NOTICE. No proposals are being requested or accepted with this notice. The Corps of Engineers Seattle District is soliciting comments from the construction community addressing the required use of PLA for large scale construction projects as defined by FAR 22.502 (Total estimated costs of the construction contract to the Federal Government is $35 million or more) within Riddle, Oregon.
DESCRIPTION OF WORK:
The U.S. Army Corps of Engineers (USACE) Seattle District has a requirement to implement the earthwork-related requirements of the Record of Decision for the Formosa Mine Superfund Site Operable Unit (OU) 1. This Project scope of work consists of activities necessary to implement the earthwork-related requirements of the Record of Decision for the Formosa Mine Superfund Site Operable Unit (OU) 1.
OU1 includes all surface and subsurface mine materials deposited outside of the underground mine workings and considered "source materials" for the Site. These include materials excavated during construction and operation of the mine such as waste rock, ore, tailings, construction rock, road surfaces, and contaminated soils.
The objectives of the OU1 remedial action are to remove, consolidate, and restrict or minimize the interaction of contaminant source materials with precipitation, surface water runoff, and groundwater. The remedial approach focuses on preventing direct exposure to mine waste with elevated concentrations of metals and reducing acid rock drainage (ARD) generation, thus, reducing impacts to groundwater and surface water.
This includes OU1 mine materials at the encapsulation mound (EM); former ore storage/million-gallon storage tank area; the Formosa Adit 2, Formosa Adit 3, and 1090 Raise waste rock dumps (WRDs); and roads containing mine materials adjacent to these areas.
The OU1 remedial action includes the following:
Stabilizing the steep EM slopes with gabion walls; Development of a clean materials borrow area and non-primary mine disturbance area (PDMA) mine material repository; Grading and consolidation of mine materials in the non-PMDA mine material repository; Impermeable Cover construction on the EM, former ore storage/million-gallon storage tank, and non-PMDA mine material repository; Grading, amendment and revegetation of mine materials at the area southwest of the EM, and Formosa Adit 2, Formosa Adit 3, and 1090 Raise WRDs; and Excavation of mine materials from roads and development and reconstruction of roads within the project limits.”
MAGNITUDE:
In accordance with DFARS 236.204, the magnitude of the estimated cost of construction (ECC) range for this project is between $25,000,000 and $100,000,000.
FACTORS TO BE CONSIDERED:
Some of the factors that may be considered regarding PLA use are:
(1) FAR 22.504(d)(i): Requiring a project labor agreement on the project would not advance the Federal Government's interests in achieving economy and efficiency in Federal procurement. The exception shall be based on one or more of the following factors:
(A) The project is of short duration and lacks operational complexity.
(B) The project will involve only one craft or trade.
(C) The project will involve specialized construction work that is available from only a limited number of contractors or subcontractors.
(D) The agency's need for the project is of such an unusual and compelling urgency that a project labor agreement would be impracticable.
(2) The unique and compelling schedule requirements of a particular project (e.g., projects that are tied to court-imposed deadlines or mission-critical schedules may provide a basis for a PLA requirement).
(3) Skilled labor shortages (e.g., projects located in a remote location where a contractor may encounter difficulties in recruiting and retaining a skilled workforce for an extended period, or projects where there may be competition within the contractor community due to concurrent large-scale construction contracts in the project vicinity).
FEDERAL ACQUISITION REGULATIONS (FAR):
PLAs are required for all construction projects estimated at $35 Million or greater (using appropriated funds), unless an exception applies, as provided at FAR 22.504(d).
INDUSTRY COMMENTS:
The construction community is invited to comment on the use of PLAs using the following questions:
1) Do you have knowledge that a PLA has been used in the local area on projects of this kind? If so, please provide supporting documentation.
2) Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project? If so, please elaborate and provide supporting documentation where possible.
3) Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed? If so, please elaborate and provide supporting documentation where possible.
4) Identify specific reasons why or how you believe a PLA would advance the Federal Government’s interest in achieving economy and efficiency in Federal procurement.
5) Identify specific reasons why you do not believe a PLA would advance the Federal Government’s interest in achieving economy and efficiency in Federal procurement.
6) Identify any additional information you believe should be considered on the use of a PLA on the referenced project.

On or about December 12, 2024, the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE), Job Corps Acquisition Services (JCAS) anticipates issuing a Request for Proposal (RFP) for the operation of the Springdale Job Corps Center, which will include Center Operations, Outreach and Admissions (OA), and Career Transition Services (CTS) for eligible individuals participating in the Job Corps program. The Job Corps program was originally established by the Economic Opportunity Act of 1964. Currently, the program is authorized under the Workforce Innovation and Opportunity Act (WIOA) of 2014. The Job Corps program is a national residential and non-residential training and employment program administered by the U.S. Department of Labor to address multiple barriers to employment faced by disadvantaged youth, ages 16-24 years, throughout the United States.

The United States Department of Agriculture (USDA) Forest Service (FS) is issuing a Request for Information (RFI) FOR PLANNING PURPOSES ONLY. As part of its market research, the USDA FS is issuing this RFI to determine if there exists an adequate number of qualified and interested companies capable of performing the work as described within the attached Mass Timber Construction Materials Inquiry. Scope: The purpose of this solicitation is to secure services for conifer tree climbing and conifer cone collection. The contractor shall furnish labor, equipment, supervision, transportation, operating supplies, and incidentals in compliance with the contract's terms, specifications, and provisions.
Work location: Fremont Winema & Deschutes National Forests
Tree locations, access and specific information regarding specific collection needs will be specified on each task order. Maps of project locations listing tree locations will be provided to the contractor during the administration of the contract at the request of the contractor.
The typical work window for cone collection is very short. It there is viable cones to collect, the work window for cone collection may only be approximately 2 weeks long per year.
North American Industrial Classification System (NAICS) code 113210 (Forest Nurseries and Gathering of Forest Products) is applicable to this solicitation. The size standard for NAICS 113210 is $20.5 million. The Government is only accepting quotations from vendors who are considered a small business under NAICS 113210. See U. S. This contract is subject to the Migrant and Seasonal Agricultural Workers Protection Act (MSPA). Contractors must be licensed as a Farm/Forest Labor Contractor with the DOL and Oregon (BOIL) before any IDIQ contract award. Contact the US Wage and Hour Division 866-487-9243 for questions regarding the MSPA.
The Government anticipates awarding 1 to 3 IDIQ contracts in response to the solicitation.

Non-personal Services required for Armed Security Services at Bonneville, Dalles, and John Day dams, HQ USACE Portland District (Lower Columbia River - LCR dams). Currently this service is on contract under contract W9127N20C0003, as a total small business setaside, ending in June 2025. This sources sought is to assist with estabilshing the upcoming solicitation for the follow on contract. Current contract values approximate $12,000,000 over 5 years. The contract has collective bargaining agreements in place between the vendors and employees. State licensing and regulations apply due to carrying arms to provide services in the geographic area services are provided.
