The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, is conducting this RFI in order to identify potential small businesses that possess the expertise, capabilities and experience to support an Indefinite Delivery Indefinite Quantity (ID/IQ) Multiple Award Task Order Contract (MATOC), for real property maintenance, alterations, and repair of minor construction at the installation level for Tobyhanna Army Depot, 11 Hap Arnold Boulevard, Tobyhanna PA 18466.

GENERAL REQUIREMENTS:

The Government is seeking to identify potential small business concerns capable of satisfying this complete requirement at the prime contractor level under NAICS code 236220 (size standard $45.0M).  The current IDIQ will expire on 28 September 2026.

Potential small business concerns should be able to provide basic facility maintenance, repair and minor construction work. Orders will primarily include Construction, Repair and Maintenance projects but may also include projects involving a variety of trades or design-build construction services. Typical work includes but is not limited to interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, surveys, studies, design-build and other related work.

Potential small business concerns are requested to provide information of their firm’s Quality Management System such as, ISO 9000 certification, their American Welding Society (AWS) D1.1, (AWS) D1.2 and (AWS) D1.6 certifications and any other certifications.

The contractor shall be responsible for rerouting the new dryer exhaust ductwork per applicable codes out of the existing building. The proposed ducts will be constructed of sheet metal or other noncombustible material, sized properly, and assembled so the interior surfaces are smooth, as to make sure the joints do not permit the accumulation of lint. In addition, no sheet metal screws or fasteners will be used on exhaust pipe joints which extend into the duct. The proposed duct system will ensure that all static back pressure requirements are met per manufacturer's specifications. Currently there are four dryers that are ducted together and then are single ducted into a plenum that is attached to the building's HVAC air handler. The new dryer exhaust ductwork needs to be rerouted out of the plenum and out of the building to be safely exhausted away from the building's HVAC system. Contractor will provide a drawing to be approved by FBOP prior to work being started. 


FCI Allenwood staff will ensure a representative is present to allow access to all areas requested by the Contractor. It shall be the Contractors responsibility to obtain all measurements and manufactures installation recommendations. 


The FBOP will occupy the site during the entire construction period. Contractor shall perform the work to not interfere with the FBOP's operations as minimal as possible.

Description of Work: This is a Sources Sought Notice and is for information purposes only.

THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS.

The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for TYAD Large Asset Integration Facility Tobyhanna, PA.

Contract work consists of:

Construct a new facility that is a 78' x 78' clear span structure with minimum 30' high inside clearance. To support mission requirements, the facility must have a work floor flush with adjacent ground level, large overhead doors on two sides, and an unobstructed clear open area. The building will be designed and constructed to provide both general purpose and mission specific electrical distribution, general indoor and exterior lighting, heating, and ventilation system with vehicle exhaust purge Required secondary facilities include water, sewer, gas, and electric utilities, stormwater management, paving and sidewalks, site improvements, and information systems.  Demolition of an existing fabric clad structure is also required.

The facility will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.

This space would be built as a flexible and agile space that would be modular to support current and future needs.

 Performance and Payment Bonds will be required for 100% of contract award.

The period of performance for the contract will be 365 calendar days. Estimated cost range of the project is $1,000,000 to $5,000,000.

The NAICS Code for this project is 236220 Commercial and Institutional Building Construction.

Responses to this Sources Sought Announcement will be used by the Government to make appropriate acquisition decisions. Narratives are requested with the following information, which shall not exceed a total of eight (8) pages.

  2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), Women-Owned small businesses shall be indicated on first page of submission.

The U.S. Army Corps of Engineers, Baltimore District (NAB), has a pending requirement for construction services (dredging) for the Codorus Creek Shoal Removal Project in York, PA. This is a pre-solicitation announcement for information purposes only and is not a solicitation.

The York Flood Risk Management Project requires maintenance of the flood damage reduction channel along Codorus Creek. Regular channel maintenance is required every few years to meet the flow required by the authorized project.

There are two (2) locations of channel maintenance for this specific project. The first location is just south of the Route 30/Arsenal Road bridge with two (2) shoals requiring removal. The second location is at the confluence of Codorus Creek and Pourhouse Run with three (3) shoals requiring removal.

These shoals contain mostly pebbles, cobbles, vegetation, wood debris, and gravel with some sediment. Removal of the shoals requires in water work.

In accordance with FAR 36.204 – Disclosure of the Magnitude of Construction Projects, the magnitude of this project is between $1,000,000 and $5,000,000.

Construction duration is 60 days from Notice to Proceed. Additional information in accordance with the Scope of Work will be included in the solicitation package.

The solicitation will be an invitation for bid (IFB). An award will be made to the responsible Offeror whose bid is determined to be the lowest priced to the Government and responsive to the solicitation requirements.

The IFB announcement will be posted to SAM.gov, but the full IFB will be on the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. A PIEE account will be required to submit a bid. For assistance with registration, please see the training site https://pieetraining.eb.mil/wbt/xhtml/wbt/portal/overview/vendorRegister.xhtml. This solicitation will not be issued in paper format and bids will only be accepted via PIEE.

The Army Corps of Engineers, Philadelphia District, intends to issue an Invitation for Bids (IFB) solicitation for one (1) Firm Fixed Price Contract for Maintenance Dredging of the Delaware River, Philadelphia to Sea and Christina River, Wilmington Harbor.

Contract work consists of maintenance dredging of approximately 2.7 million cubic yards of sediment within the Delaware River, Philadelphia to Sea main navigation channel between Stations 0+000 and 215+000 and approximately 475,000 cubic yards within Wilmington Harbor, Christina River.  Work includes hydraulic dredging with placement of the dredged material into the Pedricktown and/or Reedy Point disposal areas.  All dredging will be performed to the required depths indicated with 1-foot allowable overdepth.  All dredging shall be performed as contour dredging.  Before and after dredging surveys for measurement will be performed by the government.

The contract duration for construction is anticipated at approximately 165 calendar days. In accordance with FAR 36.204 and DFARS 236.204, the Magnitude of Construction for this project is between $25,000,000 and $100,000,000.  The NAICS Code for this project is 237990 and the small business size standard is $37 million. 

Solicitation No. W912BU23B0007 is anticipated to be issued on or about June 27, 2023, as a full and open procurement.  The Government intends to award a firm fixed price contract to the responsible offeror whose proposal conforms to the terms of the solicitation notice. Offerors should review the entire solicitation once it is posted. Information within this presolicitation notice is subject to change.

The clauses at FAR 52.236-2, Differing Site Conditions and 52.236-3, Site Investigations and Conditions Affecting the Work will be included in the solicitation and contract award. Accordingly, bidders are urged to inspect the site where the work will be performed. 

Bonding will be required at the time of bid opening, by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required.  Any contract awarded from the solicitation will contain Liquidated Damages, FAR 52.211-12 – Liquidated Damages - Construction, and the amount will be published with the solicitation.
