Provide linen laundry and dry cleaning services of Bulk Linen in accordance with the attached PWS.  Bulk Linen consists of:  sheets, pillow cases, bath towels, hand towels, wash cloths, bath mats, mattress pads, blankets, bed spreads, cleaning rags, and unserviceable sheets used to wrap bulk laundry for pickup.

This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The Federal Bureau of Prisons, Federal Correctional Institution, Edgefield, South Carolina intends to award a government order to the vendor/contractor who can provide the most cost effective means in obtaining two industrial natural gas dryers for the Laundry Department.  These dryers will be used for drying of inmate uniforms.  The dryer needs to be able to withstand high heat and heavy loads.  The drying performance needs to maximize output to meet the daily workload.  These dryers need to be equipped with high-performance heater boxes to increase energy efficiency and reduce drying times to help on-premises laundries increase the output, while decreasing operating costs.  The capacity of the dryers must meet that which is 170 lbs.  The dryers must be equipped with dual digital control.  The dimensions must fall within overall width- no more than 52.9 inches; overall depth - no more than 69.8 inches; and overall height - no more than 94 inches.  As for the cylinder, the cylinder diameter must not be larger than 50.8 inches.  The cylinder depth must not be more than 42.5 inches and the cylinder volume must not be more than 4.8 inches.  Must have gas connection.  The door must have an observation window.  Must have an automatic back draft damper and a self-cleaning lint screen.  When offering your proposal, please include all details regarding the product you are offering to include installation costs and any information on warranties.  (See attached Request for Quotation).

This is a combined synopsis/solicitation for commercial goods and commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is 12405B25Q0032 and is issued as a request for quotation (RFQ).  The RFQ is being issued as a total small business set aside under NAICS code is 334516 with a small business set aside standard of 1,000 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-01.

The USDA intends to purchase a surface area and pore size analyzer.  This equipment will replace current, but antiquated surface area and pore size analyzer at Center. Current equipment is nearing end-of-life with replacement parts no longer in production, and difficult to source. Current equipment is used to analyze surface areas of natural (e.g., soils) and manufactured (e.g., biochar and hydrochar) materials for the Center, as well as other ARS units across the United States. This equipment also supports agreements with other collaborators, such as the US EPA.

The technical Requirements/Tasks: 

Minimum Requirements

  1. Graphical touchscreen for full instrument control.
  2. Capabilities to perform both surface area and pore size determinations in one analyzer.
  3. Comes complete with inert gas (N2, He, Ar, Kr) regulator.
  4. Comes complete with surface area reference material.
  5. Type B glassware compatible.
  6. Supplied with controller/data management module.
  7. Minimum of four (4) analysis and degas stations.
  8. Fitted with dewar and long cells for expanded analysis temperature ranges and micropore characterization.
  9. Ships fully assembled.

This equipment must be delivered to USDA-ARS, Coastal Plains Soil, Water & Plant Research Center, 2611 West Lucas Street, Florence, SC 29501.

DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a Quote on company letterhead detailing the item description, unit price per item, discounts for trade-ins, total price and valid for at least 60 days after receipt of quote; and 2) FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATION-COMMERCIAL ITEMS; The Representation and Certification section must be completed electronically in the System for Award Management (SAM) website at www.sam.gov.
