Dyess AFB is not an open base, and attendees must have a valid ID or contractor pass to access the base. Prime contractors who do not have the necessary identification to enter the base must arrange with the contracting office to be sponsored on the base. Send requests for base access via email to Lt. The Human Health & Performance Directorate (HH&PD) at NASA is responsible for ensuring the health and productivity of humans during all phases of spaceflight. This includes providing flight and ground-based healthcare, occupational health, research, test subject screening, and support functions. The goal is to achieve NASA's mission objectives.
HH&PD collects, processes, stores, uses, and disseminates human subject health-related information to fulfill these functions. They use various data management products and services, including an Electronic Health Record (EHR) system, to support operational decision-making.
The purpose of the JSC Clinic is to recognize, evaluate, control, and mitigate illness and disease associated with the flight and institutional work environments and to ensure the health, productivity, and wellness of the JSC team members.
NASA intends to replace the current commercial-off-the-shelf (COTS) EHR system at JSC with a new COTS EHR solution. The current EHR is installed primarily on-premises at Johnson Space Center in Houston, Texas, with limited cloud-based test environments and connectivity. Backup facilities are in White Sands, New Mexico. This configuration is stable, well-understood, expandable, secure, and highly functional.

The purpose of this synopsis is to notify industry that a sole source contract action is intended to be awarded to Family Endeavors, Inc. [UEI: PC1AM3TAQXD8] under the authority of 41 U.S.C. 1901 as implemented by FAR 13.501 Simplified Procedures for Certain Commercial Products and Commercial Services.
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), proposes to enter into a twenty-seven month, including the base and all options, sole source contract with Family Endeavors, Inc., located at 6363 DeZevala Road, San Antonio, Texas 78249, for critical workforce wellness and suicide prevention services.
The DHS Appropriations Act, 2023, Joint Explanatory Statement, Congressional Record – Senate, Vol. 168, No. 198, Book II, p. S8559 (Dec. 20, 2022), provides DHS/CBP with “…not less than $1,600,000 to work with non-profits to provide workforce wellness and suicide prevention services at CBP locations on the southern border.” The Acting CBP Commissioner has identified CBP locations in the El Paso, Texas region as having an immediate operational need for these services due to significant border challenges in this region.
CBP’s market research has not identified any other non-profit firms that provide these services in the El Paso, Texas region. Awarding the subject contract on a sole source basis is sufficiently justified.
Via this notice, it has been determined, and is in the Government’s sole discretion not to compete this contract action. This synopsis does not constitute a solicitation, however, all responsible non-profit sources that believe they can meet all of the requirements may submit a capabilities statement, proposal, or quotation demonstrating how they can potentially meet the requirements described above. Sources Sought-Request for Information
Background:
The Department of the Air Force, Air Education and Training Command (AETC) Air Force Security Assistance Training Squadron (AFSAT) is conducting market research to determine whether capable sources are available to perform non-personal training services in support of Foreign Military Sales (FMS) A-29 Super Tucano Training. There are three requests for information pertinent to this RFI:
(a) The first part is a sources sought for vendor noncommercial training services support for FMS A-29 which includes management, courseware development and delivery of courseware (with government purpose rights) for A-29 aircrew training, maintenance crew training, and any specialized training on the A-29 aircraft systems to include weapon systems, support equipment, and software. The associated noncommercial services training support is anticipated to be required by the USG Allies and other Partner Nations. The place of performance is undetermined, and may be inside and outside of the Continental United States (CONUS and OCONUS). The requirement is projected as an initial ordering base period of one year with four option years with a period of performance to start on or about September 2025.
(b) The second is a sources sought to (1) identify if there is any commercially available training for the A-29 IAW current Federal Aviation Administration (FAA) approved guidelines for civil aircraft; and (2) commercially available training as described in FAR Part 12.
(c) The third part is a sources sought for the potentially capable source to (1) identify the vendor’s place of incorporation; as well as (2) to identify training locations (especially if commercially available training as identified in paragraph b above).
This Sources Sought Notice/Request for Information (RFI) is for market research and planning purposes only. The information obtained in response to this RFI will be used to help identify qualified, experienced, interested potential sources, and attain a better understanding of the A-29 training location footprint. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or as an obligation on the part of the Government to acquire any products or services. The information requested by this RFI is for market research only and will be used by the Air Force Multi-Functional Team (MFT) to assist planning. Any information provided to the Government is strictly voluntary and is provided at no cost to the Government. The Government will not reimburse vendors for any capability package preparation nor briefing costs. Description:
The service provider shall be required to provide A-29 aircrew training management; develop and deliver with government purpose rights A-29 courseware necessary for training USG, USG Allies, and Partner Nation on A-29 air ground support, and maintenance crews; provide A-29 pilot flight and maintenance training and provide associated logistical support. A-29 Training objectives are to train USG, USG Allies, and Partner Nation air and ground support crew on initial, conversion, and possibly mission qualification on the country-specific A-29 configuration. Instruction for A-29 aircrew will include academic, simulation, and pilot flight training on the A-29. The training may include and is not limited to a combination of electronic courseware, classroom academics, aircrew training devices, and pilot flight training as described below in the following paragraphs.
As an Air Force training organization, the Government's courseware requirement is to be delivered either as a Special Work for Hire, or a minimum of Government Purpose Rights for each course. Industry is encouraged to identify any alternative approaches in a capability statement and identify any underlying license(s) with an approximate cost savings, per country, for the approach.
The United States Government reserves the right to add additional training courses as required to facilitate USG and Allied/Partner Nation training on the A-29. Anticipated courses/courseware, for capability statement, include the following:
a. Pilot Initial Qualification Courses
b. Pilot Mission Qualification Courses
c. Aircrew Ground Training Courses
d. Basic Maintenance Courses (Avionics/electrical, Airframe & Powerplant, Egress/Weapons, Supply Chain Management and AM2 Records Management Database) in multiple levels (e.g. USAF 3-, 5-, 7-level)
All actual pilot flight operations must meet the requirements of Defense Contract Management Agency (DCMA) Instruction 8210.1C (AFI 10-220). The Contractor should demonstrate that it can maintain documentation per DCMA Instruction 8210.1C for all aircrew instructors and will provide to the USG documentation requested at any time during the performance of the training support service.
Contractor aircrew instructors: Contractor should demonstrate that it has the ability to acquire Instructor Pilots who are previously qualified within three years of currency (last pilot flight). Qualified instructors shall have two years of experience as pilot flight instructors in either a military or civilian capacity. Aircrew academic and simulator instructors must be fully qualified Instructor Aircrew who have been qualified in A-29 operations within four years. Contractor maintenance instructors shall have at least two years of experience as A-29 instructors. Anticipated instructor requirements, to be addressed in capabilities, include and are not limited to:
a. A-29 Instructor Pilot (Rated)
b. A-29 Avionics Maintenance Instructor
c. A-29 Airframe and Powerplant Maintenance Instructor
d. A-29 Egress and Weapons Maintenance Instructor
e. Supply Chain Management (AvPro System) and AM2 Records Management Database Instructor
f. A-29 Aircrew Ground Training Instructor
Interested parties capable of providing any of the training support service sought should submit a capability statement to include specific technical background information describing their organization's experience and expertise in FMS aircrew training services requiring similar management/courseware development pilot flight training/logistical efforts. At a minimum the following information is requested:
OCONUS Training will be incumbent upon the contractor to secure any required country specific approvals to live and/or work in the partner nation.
CONUS All infrastructure and facilities for CONUS training will be provided by the offeror and will not be facilitated by or furnished by the government.

NASA/Johnson Space Center (JSC) issued a NRA for research opportunities for International Space Station (ISS) utilization, specifically soliciting proposals for exploration technology demonstration and National Lab utilization enhancements on November 14, 2012. The Federal Bureau of Prisons, CTS Contracting Office, Washington, D.C. is seeking quotes from sources that have the ability to provide community-based outpatient substance use disorder, mental health treatment, and sex offender treatment services for male and female Adults in Custody (AICs) residing at the local Residential Re-entry Center (RRC) and on home confinement in Houston, Texas.
All treatment services are to be provided by clinicians who currently hold a professional license to practice independently, without supervision, in the state of Texas.
The location where services are to be provided must be within a 10-mile radius of Harris County Criminal Court at Law, 1201 Franklin Street, Houston, TX 77002-1900 and within a 1/2 mile access to public transportation.
Performance periods under this contract will be for a one-year base period estimated to begin on March 01, 2025 with four (4) one-year option periods, with services ending (if all options years are renewed) on February 28, 2030. Purpose:
The NASA Extravehicular Activity (EVA) and Human Surface Mobility (HSM) Program (EHP) seeks to work with partners to advance the technologies associated with human surface mobility in support of NASA’s Artemis missions. The EHP vision is to provide safe, reliable, and effective EVA and HSM capabilities that allow astronauts to survive and work outside the confines of a spacecraft on and around the Moon. Artemis missions will return humans to the surface of the Moon using innovative technologies to explore more of the lunar surface than ever before. We will collaborate with commercial and international partners and establish the first long-term presence on the Moon. Then, we will use what we learn on and around the Moon to take the next giant leap: sending the first astronauts to Mars.
EHP Flight Projects are Exploration EVA suits (xEVA suits) and tools, Lunar Terrain Vehicle (LTV), and Pressurized Rover (PR). The EHP and partners will collaborate on developing lunar surface capabilities to reduce risk and increase productivity of EHP Flight Projects during Artemis missions. In pursuing these types of capabilities, NASA and potential partners will develop new and improved technologies that will provide additional options for terrestrial applications in multiple industries.

Additionally, NASA has made available to the public the Digital Lunar Exploration Sites Unreal Simulation Tool (DUST) which is an early 3D visualization application of the lunar south pole. Its intended use is for early inspection, mission planning, and analysis of lunar landing and traverse sites for HLS and Artemis Base Camp. This application and the supporting toolkit built from DUST are used to provide distributable lunar environments and tools to support rendering and exporting terrain, multi-display facilities, and connections to Trick-based simulations. Technology:
EHP Technology goals include, but are not limited to, overcoming environmental and long mission duration challenges. Lunar environmental challenges include operating in dust (lunar regolith), radiation, and extreme temperatures. Martian environmental challenges are operating in Martian carbon dioxide-rich atmosphere and 1/3g, driving the need for low size, weight, and power. Long mission durations drive sustainability and maintainability challenges. Some technology areas of interest include, but are not limited to: dust mitigation capabilities, EVA systems, local relative navigation, increased battery capacity and reduced charge time, and advanced mobility concepts capable of sustained operation while minimizing maintenance in a lunar environment for an extended service period. Each system will be required to operate in the extreme environment of cis-lunar orbit and/or the lunar south pole, including inside Permanently Shadowed Regions (PSRs) and onto Mars.
Intellectual Property (IP):
This potential Partnership may produce new IP that could be jointly owned by NASA and the partner or may become the property of the partner. Standard clauses for partnership agreements are provided in the appendices of the Space Act Agreements Guide, NAII 1050-1. These standard clauses are usually used without any changes. Purpose:
The NASA Extravehicular Activity (EVA) and Human Surface Mobility (HSM) Program (EHP) seeks to work with partners to advance the technologies associated with human surface mobility in support of NASA’s Artemis missions. The EHP vision is to provide safe, reliable, and effective EVA and HSM capabilities that allow astronauts to survive and work outside the confines of a spacecraft on and around the Moon. Artemis missions will return humans to the surface of the Moon using innovative technologies to explore more of the lunar surface than ever before. We will collaborate with commercial and international partners and establish the first long-term presence on the Moon. Then, we will use what we learn on and around the Moon to take the next giant leap: sending the first astronauts to Mars.
EHP Flight Projects are Exploration EVA suits (xEVA suits) and tools, Lunar Terrain Vehicle (LTV), and Pressurized Rover (PR). For more information, reference the EHP website here: Extravehicular Activity and Human Surface Mobility - NASA
The EHP and partners will collaborate on developing lunar surface capabilities to reduce risk and increase productivity of EHP Flight Projects during Artemis missions. Focus will be on technologies that mitigate risk for lunar surface systems that will provide mission planners with more choices, thereby increasing mission success. In pursuing these types of capabilities, NASA and potential partners will develop new and improved technologies that will provide additional options for terrestrial applications in multiple industries.

EHP may periodically publish in Appendices to this announcement identifying specific technologies under current development to further inform potential collaboration opportunities. An example of one such technology being developed is described in Appendix A - Lunar Dust level sensor and Effects on Surfaces (LDES). Additionally, NASA has made available to the public the Digital Lunar Exploration Sites Unreal Simulation Tool (DUST) which is an early 3D visualization application of the lunar south pole. Its intended use is for early inspection, mission planning, and analysis of lunar landing and traverse sites for HLS and Artemis Base Camp. This application and the supporting toolkit built from DUST are used to provide distributable lunar environments and tools to support rendering and exporting terrain, multi-display facilities, and connections to Trick-based simulations. Technology:
EHP Technology goals include, but are not limited to, overcoming environmental and long mission duration challenges. Lunar environmental challenges include operating in dust (lunar regolith), radiation, and extreme temperatures. Martian environmental challenges are operating in Martian carbon dioxide-rich atmosphere and 1/3g, driving the need for low size, weight, and power. Long mission durations drive sustainability and maintainability challenges. Some technology areas of interest include, but are not limited to: dust mitigation capabilities, EVA systems, local relative navigation, increased battery capacity and reduced charge time, and advanced mobility concepts capable of sustained operation while minimizing maintenance in a lunar environment for an extended service period. Each system will be required to operate in the extreme environment of cis-lunar orbit and/or the lunar south pole, including inside Permanently Shadowed Regions (PSRs) and onto Mars.
Intellectual Property (IP):
This potential Partnership may produce new IP that could be jointly owned by NASA and the partner or may become the property of the partner. Standard clauses for partnership agreements are provided in the appendices of the Space Act Agreements Guide, NAII 1050-1. These standard clauses are usually used without any changes. Any deviations from the standard intellectual property clauses are reviewed by NASA Office of the General Counsel at the Headquarters and/or Center-level, as appropriate and approved by NASA Partnerships Office.

Perform Operation & Maintenance with Repair and Minor Construction, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts in Support of Defense Health Agency (DHA), Texas Region
The intent of the O&M with Repair and Minor Construction contracts are to provide quick response for performing O&M, repair and minor construction relating, but not limited, to the architectural, mechanical, electrical, instrumentation, security and safety areas of military healthcare and research laboratory facilities in a cost-effective manner.

Dental Integration Service Center (DISC) Corporate Dental System (CDS) is the computing environment that is comprised of the software and hardware resources that provide enterprise Information Technology (IT) in support of the U.S. Department of Defense (DoD) Dental mission. CDS allows dental providers to collect, process, present, and archive dental workload data, acquire digital images, and update readiness and patient scheduling data. DISC currently supports the Navy and Army dental mission at over 137 dental treatment facilities around the world. Each day, the directorate receives approximately 8,000 digital dental radio graphs that are acquired by Army and Navy dental treatment facilities. DHA has added the U.S. Navy to this Apteryx purchase. The manufacture provides software updates and technical support as needed.
This Request for Quotation (RFQ) is being issued to establish a Firm-Fixed-Price (FFP) Purchase Order for thirty (30) 3/8” Chick Pneumatic Drills, thirty (30) ¼” NPT Air Powered Nail Guns, and eight (8) Heavy Duty Pneumatic Strapping Tensioners.
The Government intends to award one (1) contract as a result of this RFQ. Any resulting award will be issued on a Standard Form (SF) 1449. This acquisition is not a Defense Priorities and Allocations System (DPAS) rated procurement.

The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoD Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.

PROJECT DESCRIPTION: The project is located at Laguna Atascosa National Wildlife Refuge in Cameron County located approximately 29 miles from Brownsville, TX. The project includes GRS-IBS bridge installation with some earthwork, paving, and some masonry work for a total length of 0.34 miles.
SCOPE OF THE WORK: The project scope includes installation of government furnished girders for two GRS-IBS bridges. This project will construct a Container Storage yard and supporting facilities to support the Fort Bliss’s existing Railhead Facility expansion project.
