Proposals from all business concerns will be accepted for the Design-Build (D-B) solicitation of the George Washington Memorial Parkway Mount Vernon Trail Reconstruction, Project No. VA NP GWMP MVT(4) located in Arlington County and the City of Alexandria, Virginia and the District of Columbia, Washington, D.C. as Solicitation Number.: 693C73-24-R-000018. The 18-mile Mount Vernon Trail (MVT) is a paved, multi-use trail corridor stretching from George Washington’s Mount Vernon Estate to Theodore Roosevelt Island, linking Fairfax County and the City of Alexandria, to Arlington County and major Potomac River bridge crossings into the District of Columbia. The MVT is a popular recreation resource and a critical regional transportation connection. The trail hosts over one million pedestrians and bicyclists annually. During peak periods, the MVT north of Alexandria is one of the most heavily used multi-use trails in the country. The NPS originally constructed the MVT in the 1970s and 1980s. The trail is relatively narrow by modern standards and characterized by meandering curves, timber bridges, and in some areas, dense vegetation.

The trail is a critical regional transportation connection and recreational amenity set within the cultural landscape of the planned design of the Mount Vernon Memorial Highway and the George Washington Memorial Parkway (MVMH/GWMP). This project may affect the character of the landscape which is a contributing feature to the National Register of Historic Places significance of the MVMH/GWMP.

Many of the built facilities along the MVT need immediate attention. The bridges, trail tread (condition and width), trail alignment, drainage, signage, and trailhead features (i.e. benches, drinking fountains, bike racks, etc.) are all in need of varying levels of rehabilitation due to their age and deferred maintenance.

This project is intended to address deferred maintenance, accommodate changes in use, improve accessibility, functionality, longevity, and safety of the trail along the northern section of the MVT. The approximate limits of construction are from the City of Alexandria (Milepost 11.0) to the northern terminus at Theodore Roosevelt Island (Milepost 17.5).

The project will be split into multiple work schedules/contract options. The design and construction cost for all the work schedules is estimated to be between $35,000,000 to $45,000,000.

The Eastern Federal Lands Highway Division (EFLHD), of the Federal Highway Administration (FHWA), in cooperation with the National Park Service (NPS) is conducting a “two steps” Design-Build (D-B) selection process. Solicitation documents for Phase One, Request for Qualifications (RFQ), should be issued on or about June 5, 2024. Statements of Qualifications are due on July 17, 2024, at the EFLHD office in Ashburn, Virginia.

A selection committee will review and evaluate contractor qualifications and select up to three of the most highly qualified D-B firms/teams based on the established RFQ evaluation criteria to participate in Phase Two of this D-B selection process. During Phase Two, the short-listed firms/teams will be sent a Request for Proposal (RFP), which will outline the remainder of the process requirements.

The purpose of this RFI is to assist the Government in conducting market research focused on identifying industry partners that have the ability to meet the objectives described below. This information will be used for market research only. The Government is not obligated to release a future solicitation based on this market research. Interested respondents shall refer to the details of the response to this RFI under Section IV.

  1. REQUIREMENT OBJECTIVES:

The following provides initial requirement objectives for advanced engineering services.

  1. Provide Technology Implementation Roadmap: Continuously review the cyber threat landscape, the cybersecurity tool marketplace, and any changes or innovations based on the Government or industry cybersecurity best practices. The intent of this effort is to maintain awareness of the features, benefits, and limitations of current investments and potential future investments. This effort would look to fully analyze existing in operation solutions and identify areas for improvement/standardization.  Roadmaps may be tailored based on CDM customers’ specific maturity and need.
  2. Conduct Analysis of Alternatives: The Government plans to understand potential solutions to meet capability needs when the decision space is broad and could involve a combination of using existing tools, building a new custom solution or purchasing a new tool. An example of the type of request that would fall under an Analysis of Alternatives (AOA) would be to determine how the program can best assist agencies in measuring the transition to a zero-trust architecture.
  3. Develop Trade Studies: The Government plans to analyze various tool sets for potential deployments. To support the decision-making process of the Government, the contractor shall perform and document via a trade study. The intent of the trade study is to provide a bounded analysis where the scope is narrow, such as analyzing what tool can best accomplish a specific task. An example could be which COTS tool(s) can best meet the Government’s EDR requirements.
  4. Design, Build, and Test Solutions: Design, build and testing solutions to ensure it meets requirements. This effort would include developing a comprehensive design for each solution targeted for implementation, building a prototype of the targeted solution, including the provisioning of all necessary software, hardware, in a testing environment. Once a solution is built and configured, Government testing would occur, intending to satisfy the CDM program’s need to conduct developmental testing of capabilities within the program’s baseline. Fully built solutions would be implemented at agencies via other contracts. Piloting could occur under the Advanced Engineering Services effort.
  5. Support Solution Deployment: Support provided to stakeholders (Government and other contractors) in the implementation and deployment of approved solutions. In this support role, this requirements as reach-back support to stakeholders as they work to deploy solutions at agencies.

USPTO seeks to modernize the management of its publication data, obtain information on potential alternative data management solutions, and/or enhancement of the current proposed data management solution, and gather relevant feedback from industry that could shape the future of USPTO data management.

USPTO is in the process of modernizing its data management processes to make more data available during examination, as well as publication.  We intend to walk through our progress (to include a demonstration) with this effort and discuss potential opportunities for collaboration during this event. Industry Day for the NASA Wallops Island Flight Facility Shoreline Protection Project , Wallops Island Virginia.

The U.S. Army Corps of Engineers (USACE) Norfolk District is scheduled to host an “Industry Day” event on Tuesday December 3rd , from 9:30 a.m. to 12:30 p.m. Eastern Standard Time (EDT) for construction and dredging contractors interested in the NASA Wallops Island Flight Facility Shoreline Protection Project. This event will be held at the USACE Norfolk District, 803 Front Street, Norfolk VA, 23510.

The event will provide an opportunity for Large and Small Business contractors to learn about the upcoming construction and dredging  and beach re-nourishment project.  The one-day event will include presentations encompassing overview briefs of the NASA Wallops Island Flight Facility Shoreline Project followed by a live Q&A session. This is an in-person event.  

The objective of the Industry Day effort is information gathering. The government will present an overview of the project, the current design, and project site restrictions and limitations. The purpose of this presentation is to illicit feedback from construction and dredging subject matter experts and firms. Feedback sought includes information regarding means and methods for construction, dredging, and beach nourishment, discussion of best-practices, discussion of anticipated contractor scheduling limitations, and typical capacity for dredging and beach nourishment. Additional topics will include industry’s anticipated impact of time-of-year, weather, recommended period of performance, the expected duration of the actual work, as well as anticipated logistical challenges for scheduling, locality, and dredge mobilization.

The industry day also seeks to understand the impact of and coordination around site limitations to include NASA operational tempo (launch schedule), wildlife/environmental restrictions, range access and permitting.

Project Overview:

The NASA Wallops Island Flight Facility is  seeking industry engagement and feedback on a projected project for placement of beach fill and construction of breakwaters along a +/- 15,000-foot section of shoreline to help protect NASA’s critical infrastructure.  The Unnamed Shoal “A”, located approximately 11 miles offshore, has been identified as the sand source for the beach fill.  The proposed beach template consists of a 25-foot-wide dune and is to be constructed to a height of 14 feet elevation along with a 130-foot-wide berm.  The volume of material needed for this project is approximately 1 million cubic yards.  Detached breakwaters are proposed to be constructed approximately 200 feet offshore from mean high-water elevation.  Dimensions of the breakwaters are approximately 12 feet wide and 130 feet long and to be constructed to a crest height of 6 ft elevation.  Proposed material for the breakwaters consists of VDOT Class II stone for the core and VDOT Type I for the armor stones.

The Defense Health Agency Contracting Activity (DHACA) in Falls Church, VA intends to procure Program Support Services for the Deputy Assistant Director, Health Care Operations and Other Activities.  The procurement is set aside for small business and will follow Best Value Subjective Trade-Off source selection procedures.  The Government anticipates the award of a single Firm Fixed-Price contract for a period of 33 months including a 9-month base period and two 12-month option periods.  The contract will also include the Option to Extend Services for up to an additional 6 months of performance. The contracting officer determined that that the services under this notice meet the definintion of commercial service at FAR 2.101 and so may issue the solicitation in less than 15 days from this notice in accordance with FAR 5.203(a)(1).  The solicitation will be posted under HT001125R0001 and issued via SAM.gov for no less than 30 days.

The principal objectives of services are to assist, support, and facilitate the effective and efficient accomplishment of mission tasks, business, functions/activities, and daily operations of the THP enterprise, including but not limited to: functions associated with TRICARE Health Plan programs/activities, purchased health care services, human resources programs, ADHCA, DAD HCO, THP Front Office operations, TRICARE Acquisition of various TRICARE Healthcare program contracts, drafting and editing TRICARE Manual language, assisting Program Managers with contract transitions, providing program integration support, and analytical support to Program Managers. Additionally, the services will assist with determination of medical benefits, and actions necessary to continue support for the Health Plan Shared Services Initiatives and administrative tasks associated with the responses to DoD Inspector General, Government Accountability Office audit requirements, Congressional testimony, and responses to Congressional correspondence or other Federal audit entities.  The work will be primarily performed at Government facilities located in Falls Church, VA, Aurora, CO, and San Antonio, TX.  Performance may involve travel to DHA locations, worldwide.

The agency recognizes a risk of Organizational Conflict of Interest (OCI) such that terms of an award for the services described in this notice will prohibit the awardee from performance under TRICARE purchased care services T2017, T5 or related contracts.  The solicitation for the services described in this notice will require companies considered for award to identify existing commitments or interest in performing TRICARE purchased health care services and seek mitigation of any resulting OCIs.

This is a sources-sought notice / request for information (RFI) only. This is not a request for a quote or proposal. This RFI is issued solely for market research purposes and does not constitute a solicitation. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. The Government will not reimburse the costs of preparing responses to this RFI. No proprietary, classified, confidential, or sensitive information should be included in your response to this notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. This RFI is issued by the Department of Defense (DoD), Defense Threat Reduction Agency (DTRA), Acquisition, Contracts & Logistics Directorate (AL), on behalf of the Operations and Integration Directorate (OI) for the purpose of performing market research to determine the availability, interest and capability of both small and large businesses under NAICS Code 511120 Periodical Publishers or NAICS Code 519130 Internet Publishing and Broadcasting and Web Search Portals to provide the products described below.

Background:

The delivery of annual license subscription for web-based research tools, as a service, for the rapid collection, fusion, analysis, and dissemination of operational information to DoD, intelligence community, and the interagency while simultaneously providing integrated, effective security and counterintelligence services to enable the DTRA mission.

Objective:

The contractor shall provide a web-based research tool with the capability to access and/or review information from unclassified, commercially available resources as referred to in the contemplated Statement of Work (SOW) dated 22 March 2022.  Documentation of submissions will be reviewed by the Operations and Integration Directorate (OI) solely for the purpose of determining the availability and potential technical capability of all businesses responding to this notice and the broader industry around web-based research tool solutions for the Operations and Integration Directorate. Responses are desired from any source located in the USA, of any size status, including Small Businesses, 8(a) small businesses, HUBZone small businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses, etc.

RFI Guidelines:

Responses to the RFI cannot be accepted by the Government to form a binding contract nor will the Government pay for the information solicited or recognize any costs associated with the submission of capabilities in response to this RFI. The purpose of the RFI is to provide an opportunity for industry to enhance the success of any future procurement to meet this requirement. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. Providing data/information that is limited or restricted for use by the Government for that purpose would be of very little value and such restricted/limited data/information is not solicited. By submitting information in response to this RFI, submitters of such information impliedly consent to the release and dissemination of submitted information to any Government or non-Government entity to which DTRA releases and disseminates the information for review. As such, to the extent that any information submitted in response to this RFI is marked as or construed to be proprietary or business- sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. A determination by the Government to complete this requirement based upon responses to this notice is solely within the discretion of the Government. This RFI seeks industry comments to assist the Government in locating potential sources with the ability to satisfy its requirements. The Government is seeking information from firms on what tools, technologies, and services exist to meet the stated needs. The Government is also seeking recommendations from firms on how it should think about its requirements based on their experience providing similar products to other agencies or private sector best practices. Firms that believe they can provide the needed products that fully meet the Government's requirements may submit substantiating documentation to determine capability.
