DTRA’s contracting activity intends to issue a Cost-Plus Fixed Fee (CPFF) Indefinite Delivery, Indefinite Quantity (IDIQ) contract in Fiscal Year (FY) 25 to provide fully integrated subject matter expertise with Advisory and Assistance Services (A&AS) to the Strategic Integration (SI) Directorate in support of DTRA’s mission. The SI Directorate shapes DTRA’s response to the challenges and priorities set forth in the National Defense Strategy, focusing the Agency’s operations, activities and investments in a manner that maximizes their cumulative effect in support of our warfighting customers. SI enables DTRA’s support to the warfighter through synchronized strategic and operational planning, and effects.

Early Market Research suggests that this may be an ideal project to set aside for Small Businesses.  This Request for Information is issued to 1) assess the small business capabilities that are available on the open market, 2) receive feedback from interested parties on how to improve the solicitation, and 3) to assess who can provide the needed support or subcontracting opportunities for this effort.   The attached DRAFT Request For Proposal (RFP) and supporting documentations are also offered for constructive input and improvement recommendations.  Interested parties have seven (7) days from the date of publication of this Notice to submit written feedback and Capability Statements (using the email address below). Responses received will help refine the Final Request for Proposal (RFP) and supporting documents. Additionally, it will be used for the purpose of determining whether to fully set aside this requirement to small business or to set aside any portion of this procurement for subcontracting opportunities by small businesses.

PROGRAM OVERVIEW:

DLA-Aviation, Richmond is conducting market research to identify potential sources that may possess the expertise, capabilities and experience to provide a strategic support solution for a subset of NSNs under Federal Supply Classes (FSC) 1560, Airframe Structural Components, 1670, Parachutes, 1680, Miscellaneous Aircraft Accessories and Components, 5342, Hardware (Weapon System), 5355, Knobs and Pointers, 6220, Electric Vehicular Lights and Fixtures, 6695, Combination and Miscellaneous Instruments, 9330 Plastics Fabricated Materials, and 9340, Glass Fabricated Materials.  The attached list represents NSNs with active requisitions within the last two years. The approximate annual demand value for these parts is $3.5 million. DLA is considering putting these NSNs on long-term contract, and anticipates a single award proposed contract, of up to 10 years in length.

Scope of project: This initiative contains 40 National Stock Numbers (NSNs) purchased and/or managed by DLA. Of these NSNs, 6 (highlighted bold on the attachment) are considered priority and composed of approximately 80% of the total projected spend. The NSN list is attached to this RFI. This list possesses the following fields: National Item Identification Number (NIIN), Federal Supply Class, priority flag, Production Lead Time (PLT), OEM cage codes and part numbers, and projected demand quantity over 5 years.

CD items may be shipped in commercial packaging unless otherwise stated. In a DLA-Direct (DD) supply arrangement, the contractor manufactures the NSN or procures it from a sub-contractor and ships to a DLA depot upon completion of the order; time to complete the order is based upon a negotiated production lead-time; contractor does not forecast, stock or ship to the DLA customer.
    1. Please describe what commercial infrastructure you have in place to support a CD supply arrangement.
    2. What additional infrastructure do you need (if any) to fully meet this requirement?

Summary Information:

The purpose of this RFI is to allow industry to provide input regarding not only your capabilities relative to the proposed requirement, but also to provide input of your experience and best practices that will allow the Government to develop an acquisition/solicitation strategy. A key part of this is determining feasibility of requisitioning all listed NSNs under a single contract. DLA encourages any suggestions to sub-divide and/or group the NSNs if that would increase the competitiveness of the proposed contracting process.

The RS MICROWAVE COMPANY, INC. diplexers have been validated through extensive and rigorous testing and must be compatible in all aspects (form, fit and function) with the current systems installed.  Proprietary data limits competition. A different model or manufacturer’s diplexer would require a redesign of the system, as well as redundant testing and evaluation, verification, validation and recertification.

Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.  

All responsible offerors must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3. BACKGROUND 

The Department of Justice (DOJ) Asset Forfeiture Program (AFP) plays a critical role in disrupting and dismantling illegal enterprises, depriving criminals of the proceeds of illegal activity, deterring crime, and restoring property to victims. The U.S. Marshals Service (USMS) serves as the primary custodial agency of the DOJ AFP. As part of its custodial responsibilities the USMS inventories and safeguards seized property assets, deposits and reconciles funds in the Seized Asset Deposit Fund and Assets Forfeiture Fund, disburses funds to innocent owners, third parties, victims, and State, local and tribal law enforcement agencies, and procures asset management contracts to assist with the management and disposition of seized and forfeited assets. In addition, the USMS also provides vital support to U.S. Attorney’s Offices and investigative agencies, such as the Federal Bureau of Investigation, by assisting with pre-seizure planning and financial investigations.

As the custodian for seized property assets, the USMS manages the custody, management and disposition of seized and forfeited real property assets. Through this Program, the USMS facilitates the pre-seizure analysis, custody, management and disposition of real estate and business assets that include but are not limited to residential, commercial, industrial, land, operating businesses, promissory notes, deeds of trust, gas rights, oil rights, and mineral rights. The Program provides for coordination of valuation, title search/reports, real property inspections, real property management/repair/maintenance, and procuring licensed brokers to market and sell these assets to the general public.

Since 2020, the USMS has processed through our Real Property National Contractor, an average of 1,705 Pre-Seizure Analysis packages, an average of 202 real property assets taken into USMS custody and disposed of an average of 240 real property assets.

REQUEST FOR INFORMATION (RFI) 

The USMS is posting this announcement as an RFI only, for a potential solicitation to be posted on the System for Award Management (SAM.gov) website. This RFI is issued for the purpose of identifying industry vendors able and interested in demonstrating expertise in the pre-seizure assessment, custody, management, and disposition of real property and related assets. Also, this RFI is being issued to ascertain if sources exist that are capable of providing such services both nationwide and internationally for a recurring inventory of seized and forfeited real property and related assets. The Real Property National Contract requirement is anticipated to be for a base year and four (4) one-year options.

Any interested Contractor shall be located within the continental United States and have the ability to provide real property services in all 50 States, and the territories for Puerto Rico, the U.S. Virgin Islands, and Guam. Pre-seizure assessment of international real property assets will be required on a case-by-case basis. The Contractor shall provide on-site, or remote assistance as required in support of a Performance Work Statement (PWS). All key personnel providing services shall be legally authorized to work in the United States.

The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) Services and Home Confinement Services or Day Reporting Center (DRC) services for male and female Federal offenders held under the authority of United States Statutes located within the city limits of Roanoke, Virgina.

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to VISION RESEARCH, INC for the following manufactured products:  PHANTOM T4040 (P/N: VRI-T4040-256G-MAG-C); KIT, LENS MOUNT, CANON EF-MOUNT (P/N: VRI-MNT-TSERIES-EOS); KIT, CASE, CARRY W/ WHEELS AND CUSTOM FOAM (P/N: VRI-CASE-TSERIES); KIT, CINESTATION IV PLUS 2X 8TB CINEMAG (P/N: VRI-CSIV-CM5E-2X8TB); PHANTOM CINESTATION IV (P/N: VRI-CINESTATION-IV); KIT, PHANTOM NETWORK CONTROLLER (P/N: VRI-PLNC-HP-ZBG10-2TB-TAA); NETWORK CONVERTER (P/N: VRI-10G-TB3-CON) VISION RESEARCH, INC is located in Wayne, NJ.

The required cameras are direct replacements for outdated cameras. The Phantom T-4040 is required to meet the form, fit, and function of the previous model types. The introduction of any other manufacturer’s hardware would require re-work and re-testing over the course of 8-months.  The required acquisition systems are exclusive to VISION RESEARCH, INC. 

Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5110. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.  

All responsible offerors must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3. Offerors must complete the following representations when the resulting contract is for supplies to be delivered or services to be performed in the United States or its outlying areas, or when the contracting officer has applied FAR Part 19. All offerors may submit a capability statement, proposal, or quotation which shall be considered by the agency.  The completion and submission to the Government of an offer shall indicate the Offeror’s unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken.

At time of proposal submission please submit any historical data and published pricing.  Award will be made based on Lowest Price Technically Acceptable.
