Documentation of submissions will be reviewed by the Operations and Integration Directorate (OI) solely for the purpose of determining the availability and potential technical capability of all businesses responding to this notice and the broader industry around forecasting methodology solutions for the Operations and Integration Directorate. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. Providing data/information that is limited or restricted for use by the Government for that purpose would be of very little value and such restricted/limited data/information is not solicited. By submitting information in response to this RFI, submitters of such information impliedly consent to the release and dissemination of submitted information to any Government or non-Government entity to which DTRA releases and disseminates the information for review. As such, to the extent that any information submitted in response to this RFI is marked as or construed to be proprietary or business- sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. A determination by the Government to complete this requirement based upon responses to this notice is solely within the discretion of the Government. This RFI seeks industry comments to assist the Government in locating potential sources with the ability to satisfy its requirements. The Government is seeking information from firms on what tools, technologies, and services exist to meet the stated needs. The Government is also seeking recommendations from firms on how it should think about its requirements based on their experience providing similar products/services to other agencies or private sector best practices. This Request for Information (RFI) CBP-EVSE-25 includes a DRAFT Statement of Objectives (SOO) for the purpose of market research. It is the government’s intention for this RFI for EVSE Monitoring & Maintenance: Technical, Financial, Data Management Support Solutions to result in a final SOO, for the purpose of issuing a solicitation to fulfill the government’s requirements.

U.S. Customs and Border Protection (CBP) is looking for contractors who can provide the professional services outlined in the attached DRAFT SOO.

It is anticipated that the type of contract will be a competitively awarded Blanket Purchase Agreement (BPA) or Indefinite Delivery Indefinite Quantity (IDIQ) Contract with Task Orders; however, the final determination may change based on the results of this market research. This RFI is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential business sources in support of the government’s requirements, and the best path forward for the type of contract, any set-asides, and the specific contract vehicle to be used, if any existing contracts are determined to be a suitable fit.

This is not a Request for Quotation or Proposal (RFQ/RFP). It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products or services. The information requested by this RFI will be used within CBP to facilitate decision making for a viable path forward for the purpose of a future solicitation and will not be disclosed outside of CBP/DHS. Any information provided to the government is strictly voluntary and shall be provided at no cost to the government.

The purpose of this RFI is to identify potential qualified businesses which can provide services to CBP in accordance with the attached DRAFT SOO. The DRAFT SOO is subject to change prior to a formal solicitation release. The government reserves the right to decide whether a small business set-aside is appropriate based on responses to this notice, and whether a DHS Strategic Sourcing Vehicle, or other specific existing contract vehicle is appropriate fit for a solicitation.

Any Capability Statement submitted should include specific information and technical background describing your company's experience within the last three to five years specifically with work similar in size, scope, and complexity to meet the government’s objectives in accordance with the Draft SOO.

Contractors are strongly encouraged to submit the following highly desirable information in response to this RFI:

  1. If the capabilities statement includes a discussion on relevant experience, provide the applicable contract or task order number and contract vehicle (e.g. GSA FSS SIN), final contract price, and project location with a brief description of the project and its applicability.
  2. If your company is a large or a small business.
  3. Describe your company’s level of experience with performing work comparable to the work described in the Draft SOO.
  4. Describe the labor categories that your company estimates would be best suited to fulfill this requirement and include an estimation on how many employee man-hours would be required per month to complete this work.
  5. Address how many years of experience your company has in providing services of this nature.
  6. Describe the nature of the availability of personnel with sufficient CBP Background Investigation (BI) pre-clearances to begin full performance immediately upon award, should an award be made to your company. Alternatively, describe your company’s processes that will ensure availability of cleared personnel.
  7. Indicate which applicable NAICS code(s) your company usually performs under for Government contracts (e.g. 541511 Custom Computer Programming Services, NAICS 541611 Administrative Management and General Management Consulting Services, 541614 Process, Physical Distribution, and Logistics Consulting Services, 541618 Other Management Consulting Services, 541690 Other Scientific and Technical Consulting Services).

Contractor responses to this RFI with generic material only, such as brochures, advertisements, or other materials nonspecific to this RFI, is highly discouraged, as it will not be specifically useful to the purpose of this RFI. No questions will be entertained at this time. Contact with government personnel, other than those specified in the RFI, by contractors or their employees regarding this requirement is not permitted.

This is not a solicitation announcement or Request for Quotes/Proposals, and no contract will be awarded from this announcement. This is a Request for Information (RFI) only. This RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry.

If your company can provide the requirements described in the Draft SOO, please provide your RFI response to Cami Schmidt via email: camilla.j.schmidt@cbp.dhs.gov. RFI identification “CBP-EVSE-25” must be referenced in the subject line of your email so it is not overlooked.

Responses must be submitted on company letterhead, limited to 15 pages for the Capabilities Statement and a secondary document is permitted, but is limited to 10 pages if included in response to the specific information encouraged in the numbered paragraph above.

All responses to this RFI shall be submitted no later than 5:00 PM EST, Thursday, December 5, 2024. No extensions will be granted.

This is a Broad Agency Announcement (BAA) soliciting strategic research on challenges related to weapons of mass destruction (WMD) 5–10 years in the future in support of the mission of the Defense Threat Reduction Agency (DTRA). The BAA covers Fiscal Year (FY) 2025–2029 with a total funding amount of $35,880,000, subject to availability of funds. This BAA will remain posted on the Government point of entry, https://sam.gov/content/home until superseded.

Within DoD, DTRA provides cross-cutting solutions to enable the DoD, the United States Government (USG), and international partners to deter strategic attack against the United States and its allies; prevent, reduce, and counter WMD and emerging threats; and prevail against WMD-armed adversaries in crisis and conflict. In pursuit of its mission, DTRA serves two distinct yet complementary roles as a Defense Agency (DA) and Combat Support Agency (CSA). As a DA, DTRA supports strategic policies and priorities to reduce global WMD and emerging threats by deterring potential adversarial acquisition and use of WMD materials/components through nuclear assurance, treaty support, and building partner capacity programs. As a CSA, DTRA leverages its unique capabilities and expertise to identify, develop, and field solutions to counter WMD and emerging threats in direct support of Joint Staff and Combatant Commands.

Within DTRA, the Strategic Integration Directorate (SI), Strategic Trends Office (SI-ST) is responsible for anticipating, understanding, and characterizing WMD trends and threats 5–10 years in the future and delivering timely insights and recommendations on how to adapt/respond.
SI-ST’s Strategic Trends Research Initiative (STRI) is a curated research portfolio sponsoring analytical studies and Track 1.5 and 2 international dialogues to generate timely, credible, and actionable insights into challenges related to WMD and emerging technology. SI-ST’s research explores a range of challenges related to nuclear, chemical, and biological weapons, including the development of materials, methodologies, or technologies with potential to create new or increase the impact of existing WMD threats. SI-ST’s primary focus area is on WMD challenges 5–10 years into the future and the associated implications for DTRA, DoD, USG, and U.S. allies and partners in areas of deterrence, crisis and conflict prevention, risk reduction, arms control, escalation management, strategic competition, and prevailing during conflict with chemical, biological, radiological, and nuclear (CBRN) possessing adversaries.

With its emphasis on examining and anticipating WMD threats and trends in the future, SI-ST’s research reinforces DTRA’s priorities of ensuring an actionable, forward-thinking countering-WMD (CWMD) mission focus; shaping the understanding of CWMD challenges across the policy, Military Service(s), and Combatant Command communities; and recommending solutions to those challenges.

In addition to the 1 allowable NAICS Code provided in the Classification Section of this posting, the NAICS Codes listed below are applicable under this BAA.

Accordingly, under this methodology, the technical factors of some proposals may not be evaluated by the Navy. If discussions are deemed necessary by the Contracting Officer, all proposals will be evaluated (both non-price and price) for the purpose of establishing a competitive range.  Proposers are advised that the Government intends to evaluate proposals and award without discussions or any contact concerning the proposals received. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss or revise their proposals.
