This is a Program Announcement for a Worldwide Commissary Upgrade Commercial Solutions Opening (CSO) W58P05-204-S-C001 by the U.S. Army Contracting Command – Aberdeen Proving Ground, Tenant Division (ACC-APG-Tenant) on behalf of the Defense Commissary Agency (DeCA). Background:
The purpose of this sources sought notice is to identify authorized and verified sources of services for an anticipated Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm-fixed price elements under NAICS code 541512 that has a size standard of $34M. The proposed contract vehicle will provide all the required supplies and support services.
Subject to FAR 52.215-3, entitled "Request for Information or Solicitation for Planning Purposes," this announcement constitutes a Sources Sought Notice for Information Only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk is seeking information on qualified and experienced sources for planning purposes, in an effort to derive a contract vehicle to provide contractor personnel for the management, support, and operation of the Naval Information Forces (NAVIFOR) N4 Directorate Program’s. The current directorate programs include Collaboration at Sea (CAS), Secret Releasable (SECREL), Combined Enterprise Regional Information Exchange System-Maritime (CENTRIXS-M), and Naval Tool for Interoperability (NTIRA). These programs include ensuring seamless integration with other naval and joint systems, adherence to security and compliance standards, meeting performance and availability metrics, and supporting scalability and future enhancements of these programs. The attached draft PWS addresses the required tasks, knowledge/skill/ability of contractor personnel, and outline of support required. At this time, this PWS is not finalized and may be revised prior to the publication of the solicitation. The period of performance for the anticipated contract is a five (5) year ordering period and with the inclusion of FAR 52.217-8 an additional six (6) months of performance if required by the Government.

Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY), Code 410 intends to award a Firm-Fixed-Price contract for the Support Service to provide Advertising services in support of NNSY Job Fair utilizing policies and procedures outlined in FAR Part 12 entitled “Acquisition of Commercial Items” and FAR Subpart 13.5 entitled “Simplified Procedures for Certain Commercial Items.” This requirement will include services to provide TV and Radio advertising services in accordance with the Statement of Work.

This is a Broad Agency Announcement (BAA) soliciting strategic research on challenges related to weapons of mass destruction (WMD) 5–10 years in the future in support of the mission of the Defense Threat Reduction Agency (DTRA). The BAA covers Fiscal Year (FY) 2025–2029 with a total funding amount of $35,880,000, subject to availability of funds. This BAA will remain posted on the Government point of entry, https://sam.gov/content/home until superseded.
Within DoD, DTRA provides cross-cutting solutions to enable the DoD, the United States Government (USG), and international partners to deter strategic attack against the United States and its allies; prevent, reduce, and counter WMD and emerging threats; and prevail against WMD-armed adversaries in crisis and conflict. In pursuit of its mission, DTRA serves two distinct yet complementary roles as a Defense Agency (DA) and Combat Support Agency (CSA). As a DA, DTRA supports strategic policies and priorities to reduce global WMD and emerging threats by deterring potential adversarial acquisition and use of WMD materials/components through nuclear assurance, treaty support, and building partner capacity programs. As a CSA, DTRA leverages its unique capabilities and expertise to identify, develop, and field solutions to counter WMD and emerging threats in direct support of Joint Staff and Combatant Commands.
Within DTRA, the Strategic Integration Directorate (SI), Strategic Trends Office (SI-ST) is responsible for anticipating, understanding, and characterizing WMD trends and threats 5–10 years in the future and delivering timely insights and recommendations on how to adapt/respond.
SI-ST’s Strategic Trends Research Initiative (STRI) is a curated research portfolio sponsoring analytical studies and Track 1.5 and 2 international dialogues to generate timely, credible, and actionable insights into challenges related to WMD and emerging technology. SI-ST’s research explores a range of challenges related to nuclear, chemical, and biological weapons, including the development of materials, methodologies, or technologies with potential to create new or increase the impact of existing WMD threats. SI-ST’s primary focus area is on WMD challenges 5–10 years into the future and the associated implications for DTRA, DoD, USG, and U.S. allies and partners in areas of deterrence, crisis and conflict prevention, risk reduction, arms control, escalation management, strategic competition, and prevailing during conflict with chemical, biological, radiological, and nuclear (CBRN) possessing adversaries.
With its emphasis on examining and anticipating WMD threats and trends in the future, SI-ST’s research reinforces DTRA’s priorities of ensuring an actionable, forward-thinking countering-WMD (CWMD) mission focus; shaping the understanding of CWMD challenges across the policy, Military Service(s), and Combatant Command communities; and recommending solutions to those challenges.

The Defense Threat Reduction Agency (DTRA) enables the Department of Defense (DoD), the U.S. Government (USG), and International Partners to counter and deter weapons of mass destruction and improvised threat networks. The DTRA Engineering and Logistics Department, (AL-EL) supports DTRA requirements (globally) in managing logistics, shipping and mail, inventory, and warehousing operations.
Currently, DTRA is seeking authorized Rapiscan service providers to provide repairs, preventative maintenance, and annual radiation certification for Rapiscan Orion X-Ray machines, Models 928DX and 922DX.
This scope of work is to provide repair and scheduled prevention maintenance for agency-owned X-Ray Machine Equipment. The contractor will provide the services for all recommended scheduled maintenance services IAW Rapidscan manuals, service schedules, and industry norms. Contractor will provide the annual radiation and/or x-ray certification required by operation manuals, local, State, and Federal laws and regulations.

This is a Solicitation notice regarding a Defense Logistics Agency (DLA) Troop Support Subsistence Fresh Bread and
Bakery contract intended for servicing customers located in the Middle Atlantic Zone. Offers are due No Later Than
3PM Eastern Standard Time, 27 December 2024.
Background: The Agency intends to issue an award and ultimately enter into up to 3 Long Term Contracts (“LTC”) with a commercial firm to supply Fresh Bread and Bakery products to military customers in the Middle Atlantic Zone.
1. This solicitation includes three groups with customers listed in the Attachment 3 Delivery Schedule.
2. These include Fresh Bread and Bakery Products. The freshness requirement of the product being delivered may
not be compromised.
3. The offeror’s distance from the delivery location is very important. The offeror must be capable of delivering
product to arrive at the delivery location the same day for emergency orders if necessary.
4. Commercial standards should be used to maintain temperatures appropriate for the individual items. Bakery
products shall include mold inhibitors of the proper level as allowed by the FDA. When proposing in response to a
solicitation, failure to propose the specified quality requirement per item as identified above may render an
offeror’s proposal technically unacceptable. This will consist of DoD/Troop customers in the Middle Atlantic Zone. After
soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of
Items on which it offers. Failure to do so may result in a proposal being deemed technically unacceptable and
therefore excluded from further consideration for award.
Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each
offeror shall submit its most competitive proposal. Said proposal shall be responsive to all of the Solicitation’s
requirements and free from any deficiencies. The period of performance for the resultant contract is from April 13, 2025, to April 8, 2028. All responsible sources must submit proposals that will be considered by DLA Troop

General Work Requirements:
The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to:

The Contractor shall perform Facility Investment services for grease traps, kitchen exhaust hood systems, dryer ventilation systems and paint booth systems. Perform Maintenance, repair, alteration, demolition and minor construction of: Grease Traps, Exhaust Hoods and Ducts, Paint Spray Booths, Wet and Dry Type, Exhaust Systems for Clothes Dryers.
The work identified is to be provided by means of a Facility Support, Firm Fixed (FFP)/Indefinite Delivery, Indefinite Quantity (IDIQ) contract with recurring and non-recurring work. Source Selection procedures will be used to select the proposal that provides the lowest price and is technically acceptable to the Government. Offerors will be evaluated using the Lowest Prices Technically Acceptable (LPTA) Method.
In order to permit efficient competition, the Navy will utilize the following methodology: Proposals will initially be screened for price and placed in order of price (lowest price to highest price). The Navy will then evaluate the technical factors of the lowest priced proposal. The Navy will award to the Lowest Priced Technically Acceptable proposal. However, if the lowest priced proposal is not found to be technically acceptable, the Navy, at its sole discretion, reserves the right to increase the number of proposals it will review, until the Government identifies a technically acceptable proposal. Accordingly, under this methodology, the technical factors of some proposals may not be evaluated by the Navy. If discussions are deemed necessary by the Contracting Officer, all proposals will be evaluated (both non-price and price) for the purpose of establishing a competitive range. Proposers are advised that the Government intends to evaluate proposals and award without discussions or any contact concerning the proposals received. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss or revise their proposals.
The solicitation and resulting contract award will be a performance-based service acquisition made to the responsible offeror whose proposal, conforming to the Request for Proposals (RFP), will be advantageous to the Government price and other evaluation factors considered. The Offeror’s proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The solicitation requires the evaluation of price and the following non-price factors: Factor 1 – Technical Approach/Management, Factor 2 – Corporate Experience, Factor 3 – Safety and Factor 4 – Past Performance.
NOTE: Offerors MUST be evaluated as technically ACCEPTABLE under factors 1, 2, 3 and 4 in order to be considered technically acceptable overall.
For Factor 2 Corporate Experience and Factor 4 Past Performance: The offeror shall submit projects that are similar in size, scope and complexity to the solicitation.
Size: A contract with a yearly value of at least $250,000.00 for recurring services.
Scope: Offeror must have provided all labor, supervision, tools, material, and equipment required to perform Facility Investment for Grease Trap Services as described in the Performance Work Statement (PWS).
Complexity: The Offeror must have been responsible for responding simultaneously to requirements for several customers or installations.
Offers shall be submitted for the performance of work for a period of one year. However, the
initial term of the contract may be for a period of less than one year. The Government has the option to extend the term of the contract services for additional periods of one to twelve months. The contract will be for a base period with 4 one-year option periods and one six-month option period which, cumulatively, will not exceed sixty-six months.
The proposed procurement will be issued as a NAVFAC Mid-Atlantic Regional Contract with online ordering capability using FedMall for the Non-Recurring Exhibit Line Item Numbers (ELINs). Acceptance of Government Purchase Credit Cards is required along with the purchase of FedMall Encrypted software. The North American Classification System (NAICS) for this procurement is 562998; the size standard is $16.5 million.

ACC-APG is issuing this RFI as a means of conducting market research to: research possible contract vehicles, determine if two or more small businesses can accomplish this work, generate interest within industry, refine the Government’s PWS, and achieve workplace synergies and cost efficiencies. This contract will be issued against RS-25-0015 to all RS3 holders. The requirements for Contractor SETA support services to Project Manager Terrestrial Sensors (PM TS) within the Continental United States (CONUS) and Outside the Continental United States (OCONUS).
