The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS) Contracting Office (Code 400), hereby provides notice for a request for quote for N4523A25Q4009. The contract is expected to be awarded under FAR 15.101-2 lowest price technically acceptable source selection process.  Review RFQ N4523A25Q4009 with new delivery date.

The North American Industry Classification System (NAICS) has been determined to be 332323 - Ornamental and Architectural Metal Work Manufacturing. This U.S. industry comprises establishments primarily engaged in manufacturing ornamental and architectural metal work, such as staircases, metal open steel flooring, fire escapes, railings, and scaffolding. With a business size standard of 500. The Product Service Code for this acquisition is 9330 Plastics Fabricated Materials.

The manufacturer Fibergrate Composite Structures part number 269479-LGY is the only item that can only be ordered by CLINS: LL-ROO-0588, which has been established within nuclear material shop stores to order this specific part from this specific manufacturer in accordance with the corporate nuclear material manual instructions. If similar material, with a similar design that seems adequate is located and proposed as a replacement order, it would have to be determined that the original material was no longer available before a switch to another source would be considered. This is because the setup of a new CLIN would then be required for.

Offeror quotations must demonstrate meeting the salient physical, functional, or performance characteristic specified in this solicitation, otherwise it will be considered non-responsive. The technical specifications for this requirement are listed for Brand Name or Equal per FAR 52.211-6. The information identified provided is intended to be descriptive, not restrictive and to indicate the quality that will be satisfactory. The interested parties bear full responsibility to ensure their submission demonstrates to the government that they can provide the brand name or equal to supplies being requested.

Project Title: Manchester Campus Addition Construction at the Manchester Research Station in Port Orchard, Washington

Classification and General Information:

This requirement will be issued as a Full and Open Competition

The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction. The Small Business Administration standard of $45 million dollars in annual receipts averaged over a business’s latest three (3) complete fiscal years or (except in the Business Loan and Disaster Loan Programs) five (5) complete fiscal years to determine the average annual receipts. If a business hasn’t been in business for five (5) years, multiply its average weekly revenue by 52 to determine its average annual receipts.

This contract will be Full and Open, and the contractor shall be selected by Federal Acquisition Regulation (FAR) Part 15.1 Source Selection procedures. This procurement will be competitive, utilizing the Tradeoff Process approach under the Best Value Continuum (FAR 15.101). This process permits tradeoffs among cost or price and technical factors. It allows the Government to accept other than the lowest priced offeror or different than the highest technically rated offeror. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The best value method is essential to evaluate and compare costs and prices to select the most advantageous offer. The planned project delivery method will result in a Firm- Fixed-Price contract for construction services.

Background Overview:

The National Oceanic and Atmospheric Administration (NOAA) has a requirement for a campus addition construction project for the Northwest Fisheries Science Center (NWFSC) at the Manchester Research Station (MRS), 7305 Beach Drive East, Manchester, WA 98353. This project constitutes a ground up, new construction project of approximately 24,000 GSF to be located on the existing MRS campus west of Seattle, Washington, north of the town of Manchester.

The National Marine Fisheries Service (NMFS) Northwest Fisheries Science Center mission supports the conservation and management of living marine resources and their habitats in the Northeast Pacific Ocean. NMFS research assists resource managers in making sound decisions that build sustainable fisheries, recover endangered and threatened species, sustain healthy ecosystems, and expand domestic seafood production through sustainable marine aquaculture. For the Northwest Region, these functions are dispersed across multiple facilities. This project will consolidate all functions requiring access to seawater at the Manchester Research Station (MRS).

Project Description - Construction: Generally described as follows but not limited to:

  1. A new, energy efficient facility that will include modern laboratory facilities for data collection and research that focuses on understanding the life cycle of marine species and the impacts of ecosystem stressors on anadromous and marine fish and invertebrates.

       2. The facility will include but is not limited to the following program areas and facilities:

           a. Recirculating Aquatic System (fresh and saltwater)

           b. Wet Labs

           c. Dry Labs

           d. Facility Storage

           e. Gas Generation

           f. Freezer Storage

           g. Office Spaces

           h. Hatcheries (specialized flow through aquatic systems for ocean acidification and toxicology research, and recirculation       aquaculture systems)

           i. Electrical, Mechanical and Communication Spaces

           j. Site work including utilities, sidewalks, parking, roadways, and landscaping 

The project proposes to relocate the necessary research functions that currently reside at the Montlake facility and functions that were formerly performed at the now decommissioned Mukilteo facility to the Manchester Research Station. The major functions requiring relocation include: 

  • Conservation Biology Division Ocean Acidification Program & Environmental and Fisheries Sciences Division (EFS) Ecotoxicology and Fish Feeds and Nutrition Programs specialized aquatic facilities for research using live animals, offices, and analytical laboratories.
  • Manchester new Recirculating Aquaculture System (RAS)

The proposed contract will consist of Contract Line Item Number (CLIN) 0001 for the Building Construction (offices and laboratories), Option CLIN 0002 for the Procurement and Installation of Furniture and Option CLIN 0003 for the Recirculating Aquatic System (RAS) Component.

This is a new requirement for construction services for the Manchester Campus Addition. The solicitation and resulting contract will provide the 100% design drawings and specifications for the Manchester Campus Addition Construction Project in Section J. 

Site Visit Information:

Offerors will have the opportunity to visit the site before submission of their technical and price proposals. The site visit details, to be held at the Manchester Research Station (MRS) Facility, will be outlined in the solicitation package. Currently the site visit is projected to be held on or about February 21, 2025. If applicable, all required site access information as outlined in Section J. must be submitted in accordance with the solicitation requirements for site visit entry.

Project Period of Performance and Magnitude:

This project shall be performed by an experienced General Construction Contractor that has performed similar work. The estimated performance period is 700 calendar days, including Base + Optional CLINs from issuance of Notice to Proceed. The magnitude of construction for this project is between $25.0M and $35.0M.

Issuance of Solicitation with Requirements Information:

NOAA anticipates publishing the solicitation and supporting documents package on or about Tuesday, February 4, 2025, with the Offer/Receipt Date/Time: Friday, April 4, 2025, 12:00 PM Eastern Time (ET) for Phase I and Tuesday, June 17, 2025, 12:00 PM ET for Phase II. The solicitation will be available electronically at the S.A.M. website: www.sam.gov. No paper copies, faxes, or emails will be available. The United States Army Corps of Engineers (USACE), Seattle District, is seeking information regarding the capability and availability of qualified contractors to provide repair operations and preventative maintenance of World War II era wood and relocatable facilities.

This sources-sought notice is a tool to identify businesses with the capability to accomplish contract requirements and is for information/market research purposes only and does not obligate the Government or Contractor in any way.

The type of solicitation to be issued will depend upon information received in response to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice, or any follow up information. Responses to this notice will be used by the Government to make appropriate acquisition decisions.

The information provided must contain enough detail to demonstrate ability from contractor's which can meet the Government's requirement as described in the Project Information listed below. It is the intent of the Government to solicit and award a Firm Fixed Price (FFP) contract that will be procured in accordance with FAR, DFARS, AFARS, and USACE Acquisition Instructions. The anticipated performance period for the subject contract is a base year of twelve (12) months from date of award and 4 option years. The solicitation is anticipated to be a Request for Quote (RFQ) that will be evaluated based on lowest price with acceptable past performance.

PROJECT INFORMATION:

Repair and Maintenance of approximately 128 WWII era and relocatable government owned facilities. The majority of work performed under this contract will be minor repair services on a call basis and yearly maintenance services. The contractor will establish a customer service center to receive and respond to customer requests for repairs and will also establish an effective system for scheduling and performing scheduled preventative maintenance on all building equipment and systems requiring preventative maintenance. Repairs cover a wide variety of services and trades, such as mechanical and electrical work, carpentry, roofing, plumbing, patching/painting, etc. Preventative maintenance will be performed throughout the year for small types of equipment located in the facilities.

All work will be performed at JBLM, WA. The contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to perform the required services, except as otherwise provided.

SUBMISSION REQUIREMENT: Interested parties are to provide their firm's capabilities on no more than 10 pages and should include the following:

It is highly recommended that offerors start the SAM registration process directly following the offer submission.  Refer to RLP Clause 3.06.

The Government intends to award a Lease to an Offeror of a Building that is in compliance with Seismic Standards. Section 2.03 of the Request for Lease Proposals (RLP) outlines compliance activities required for all leases in moderate or high seismic zones. To determine if your property lies in a moderate or high zone, please reference the map and documents on our website. 

HOW TO OFFER

The Automated Advanced Acquisition Program (AAAP), located at https://leasing.gsa.gov/, will enable interested parties to offer space for lease to the Federal Government in response to the FY25 AAAP RLP.  In addition, the Government will use its AAAP to satisfy the above space requirement.

Offerors must go to the AAAP website, select the “Register to Offer Space” link and follow the instructions to register.  Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs (VA), Network Contracting Office 20 (NCO 20), is conducting market research on behalf of the Community Nursing Home Services Team to identify potential contractors capable of providing Community Nursing Home (CNH) services in the Northwestern Washington (Puget Sound) geographical area. The Contractor shall furnish all supplies and services. VA Central Office is moving away from using RUG rates and will be utilizing the Patient Driven Payment Model (PDPM). The NAICS code is 623110, Nursing Care Facilities (Skilled Nursing Facilities) with a $34M size standard. Nursing home facilities in the CNH program shall ensure that care meets the health needs and promotes the maximum well-being of VA patients. Nursing home care will be furnished to ensure the total medical, nursing, and psychosocial needs of VA beneficiaries. VA often has a particular need for specialty care services in the CNH program. The VA requires CNHs to have bed capacity to ensure their ability to take referrals when requested. The CNH also must be able to accept VA referrals in a timely fashion (ideally within 24 hours of request). Provider visits will be available at the rate of one (1) visit per month. Laboratory, x-ray, and other special services will be available to VA patients as needed. In addition, the care provided will include room, meals, nursing care, and other services or supplies commensurate with the VA-authorized level of care, without extra charge. Duly authorized representatives of VA will provide quality oversight visits to veterans placed to assure continuity of care and to assist in the veterans transition back into the community, when applicable. The Defense Logistics Agency Maritime Puget Sound is issuing this sources sought and request for information as a means of conducting market research to identify parties having an interest in and the resources to support a material requirement in Bremerton, WA.

This is a Notice of Intent, NOT a request for proposal.  The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with the University of Washington for this requirement to perform qRT-PCR Testing Analysis on approximately 2,800 blood samples for the Malaria Infection Biology and Immunity Uni’s L9LS monoclonal antibody clinical trail conducted in Mali. The University of Washington laboratory will perform the only qRT-PCR assay for the detection and quantification of Plasmodium parasites that has received the Drug Development Tool Biomarker Qualification through the FDA.

Description of need:

  • qRT-PCR Testing analysis; batched Mali blood sample testing submission (approx. 2800-3000) per sample
  • Billing to be monthly or quarterly in arrears

Naval Undersea Warfare Center Division (NUWC) Keyport is soliciting for Satellite TV Installation Materials/Labor to include all installed components, licensing, or support in accordance with the statement of work for 2 buildings and Satellite TV Service for base year and 2 additional option years.  This requirement is being issued as a combined synopsis/solicitation for commercial Items in accordance with FAR 12.6, as supplemented with additional information included in the attached solicitation. This announcement constitutes the only solicitation. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9. The solicitation, issued as request for quotation (RFQ) N0025325Q0002, is attached to this announcement. The proposed contract is full and open competitive procurement. Applicable North American Industry Classification System (NAICS) code for this requirement is 517111 and has a size standard of 1,500 employees.  Offerors are required to provide FOB Destination pricing to NUWC Keyport, WA  98345-7610.
