Naval Undersea Warfare Center Division (NUWC) Keyport intends to issue a solicitation for Transformer Inverter Units, in accordance with the statement of work (SOW) and associated drawings. Quantities are as follows:

Base Year

  • CLIN 0001: Transformer Inverter; 10 EA
  • CLIN 0002: Contract Data Report List (CDRL)- Not separately Priced (NSP)

Option Years

  • CLINS 1001-3001: Transformer Inverter; 6 EA per option year

This requirement is being issued as a synopsis for non-commercial items in accordance with FAR 13.1.   The government anticipates award of one (1) firm fixed price type contract.  The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9.  The proposed contract is 100% set aside for small business concerns. Applicable North American Industry Classification System (NAICS) code for this requirement is 335311 and has a size standard of 800 employees. Offerors are required to provide FOB Destination pricing to NUWC Keyport WA 98345-7610.  It is anticipated that solicitation N0025324Q0049 will be available on or about 13 June 2024.  The solicitation closing date is anticipated to be 15 days after the issuance of the solicitation package.  The actual date and time will be identified in the solicitation.   

Requirements and evaluation procedures will be listed in the solicitation, which is required to be filled out in its entirety and returned before the solicitation closes. All questions regarding this solicitation should be submitted in writing as soon as practicable after receipt of solicitation. The U.S. Government, by and through USACE, currently occupies a professional office building under a lease near the city and state specified above, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, non-productive agency downtime, and costs, including rent, related to vacating the current location prior to lease termination.


The Government’s desire is for a full-service lease to include base rent, CAM, utilities, and janitorial services for an office space for a Regulatory Field Office for a term of twelve (12) months with four (4) renewal rights of twelve (12) months and with Government termination rights and location within the delineated area specified above. Offered space must meet Government requirements per the terms of the Government Lease. Interested respondents may include building owners and representatives with the exclusive right to represent buildings owners. Representatives of building owners must include the exclusivity granting the exclusive right to represent the building owner with their response to this advertisement.

Additional Requirements:

  • Space must be available on or before January 1, 2025.
  • Preferred layout/floor plan includes: 
    • 5 private office spaces, 15 semi-private office spaces or open spaces for standard cubicles (may be
      substituted for private offices spaces or combination), admin/reception desk/space, conference room to seat minimum 20, printer/copier room, break room/kitchen space, storage (250sf), comm room (ACE-IT), secured access for ATFP requirements, and restrooms.
  • Full-service lease, including CAM, janitorial services (three times a week), and utilities.
  • Space must be located in a prime business area with attractive surroundings with a prevalence of modern design and/or tasteful rehabilitation in modern use.
  • Space should not be located within the 100-year flood plain or wetland unless the Government has determined it to be the only practicable alternative.
  • Space should not located near establishments whose primary operation is the sale of alcoholic beverages, firearms sold/discharged, marijuana dispensaries, or where there are tenants or invitees related to drug treatment or detention facilities.
  • Employee and visitor entrances of the Building must be connected to public sidewalks or street by continuous, accessible sidewalks.
  • Regularly scheduled public transportation (if provided by municipality) during the workday is required within 1,000 feet.
  • Parking must be available per local code and be available within walkable 4 blocks from the building. The parking-to-square -foot ratio available onsite shall at least meet current local code requirements. Restricted or metered parking of one hour or less within the four-block area of the space does not meet parking requirements.
  • Subleases are not acceptable.
  • Space configuration shall be conducive to an efficient layout. Considerations for an efficient layout include, but are not limited to, the following: size and location of interior fire (support) walls, size and number of columns, column placement, bay depts, window size and placement, convector size and placement, electrical and telephone accessibility, and angles, curves, or offsets that will result in an inefficient use of space.
  • The following space configurations will not be considered: Space with atriums and other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affective usage.
  • Columns cannot exceed two (2’) square feet and space between columns and/or walls cannot be less than twenty (20’) feet.
  • The offered space must meet or be capable of meeting Government requirements for Security, Fire Life Safety and Handicapped Accessibility.
  • If space offered is above ground level, there must be elevator access.
  • The Government requires a fully serviced lease. All services, janitorial supplies, utilities, and tenant alterations are to be provided as part of the rental consideration.
  • The Government will have access to the space 24 hours a day, 7 days a week. Normal hours of operation are Monday through Friday 0800 to 1700 (excluding weekends and Federal holidays).

Scope Overview:  Coordinate with the Contracting Officer, via the Contracting Officer’s Representative (COR) to deliver the vessel to the Contractor’s facility.  Upon docking vessel, wash, clean, and perform hull maintenance work to the vessel. Blast and/or preserve the hull and various locations. Perform visual and ultrasonic inspections throughout the vessel. Perform various electrical, electronic, mechanical, plumbing, and piping system repair tasks. Accomplish engine, generator, and Schottel propulsion maintenance and repair work. Accomplish Alteration YT 800-0100D. Alterations to include the following items:  new generator set foundations, deck plate modifications, new duplex filter foundations, modify electrical distribution system, IC (Interior Communications) Alarm system Alterations, replace piping and valves for the fuel oil and engine cooling water. Replace all fendering hardware. All work will be accomplished at contractor’s facilities. See paragraph 4.0 for Government Furnished Material (GFM). Undock the vessel.  Arrange and coordinate the delivery of the vessel back to the Government with the Contracting Officer via the COR.

The anticipated NAICS code(s) is: 561730 landscaping services with a corresponding size standard of $9.5 million.

A continuing need is anticipated for Irrigation Repair Services which is currently being fulfilled through current contract W911S8-20-D-0010.  The period of performance shall be for a base period (1 April 2025 – 31 March 2026) and four (4) 12-month option periods. The Government will not exercise any supervision or control over the contract service providers.  The Contractor shall provide all management, tools, equipment, and labor necessary to inspect, repair and operate irrigation system sprinkler heads, water pipes/fittings, electric valves (solenoids), electrical wiring, controllers (panels), shutoff valves, timers, and check valves. Contractor is responsible for all components downstream of the Back Flow Preventer (BFP). No maintenance will be performed on backflow preventers. Contractor shall document type of system at each location and all discrepancies and submit to COR at the end of each month. All work performed by the Contractor shall be performed in accordance with all applicable laws, regulations, Army standards, instructions, and commercial practices. Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.  The Contractor shall provide all personnel, equipment, supplies, facilities, transportation (including fuel and travel time), tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS.  The Contractor is responsible for providing all parts re-quired for Preventive Maintenance Orders (PMOs) and all repair parts required for Demand Maintenance Orders (DMOs).  Attached are the draft Performance Work Statement (PWS), Performance Requirements Summary (PRS) and Technical Exhibits with workload data for services.

In response to this sources sought, please provide:

Description:      PRE-SYNOPSIS NOTICE OF UPCOMING A-E OPPORTUNITY

The A-E synopsis (public announcement) in accordance with FAR 36.601-1 is anticipated to be issued by 11 December 2024.

This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services primarily for marine - waterfront projects at locations in the NAVFAC Northwest AOR including the states of Washington, Oregon, Idaho, Montana, Alaska, North Dakota, South Dakota, Nebraska, Minnesota, Iowa, and Wyoming.  These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ period of performance will be for a base period of (2) two years and one three (3) year option period for maximum duration of 60 months.  The total fee for the contract term shall not exceed $249M. The guaranteed minimum for the contract term (including option years) is $5,000. Firm-fixed price task orders will be negotiated for this contract. There will be no dollar limit per task order and no dollar limit per year.

This proposed contract is being solicited on a Full and Open basis. The North American Industrial Classification System (NAICS) Code is 541330 – Engineering Services and the annual small business size standard is $22.5M.

The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications for the type of professional services required and at fair and reasonable prices, in accordance with the selection criteria.

The market research study (Sources Sought Number: N44255-24-R-1500) conducted by NAVFAC Northwest included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC Northwest Deputy for Small Business concurs with this decision.

The A-E firm is expected to provide an interdisciplinary team to furnish engineering and design services for marine waterfront projects at various locations predominantly serviced by the NAVFAC Northwest office. The design and engineering services will require expertise in architectural, mechanical, electrical, civil, structural, geotechnical, corrosion control, coastal, naval architect, fire protection, survey, cost and environmental disciplines as it pertains to Department of Defense waterfront/marine facilities and systems. Services may include new designs, evaluations, inspections and/or studies for maintenance, construction, equipment installation, new construction repair and replacement of piers, wharves, quay walls, dry docks, fendering systems, floating metal or concrete structures, wave attenuation devices, dredging, etc., including utilities. The work may also include field investigations, technical feasibility assessments, design analysis, structural/seismic evaluation, underwater inspection, geotechnical evaluation, cathodic protection, surveying, cost estimating, technical review of contract documents prepared by government employees, and construction support consultation. At the Government’s discretion up to 20% of the contract value may be awarded for non-waterfront specific designs or studies including but not limited to new construction or renovation of warehouses, hangars, administration facilities, barracks, industrial facilities, and/or utilities.

The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term.

Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.

SELECTION CRITERIA

Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria.  Failure to comply with instructions or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. Criteria 1 and 2 are most important and equally weighted. Criteria 3 through 8 are in descending order of importance. Specific selection criteria include:

Criterion 1 —Specialized Experience and Sustainable Design (SF330, Part I, Section F):

Firms will be evaluated on specialized experience in performance of services like those anticipated under this contract through evaluation of experience in:

  1. Design of waterfront structures and facilities (e.g. piers, wharves, dry docks).
  2. Design of waterfront utilities (e.g. electrical, compressed air, oily waste)
  3. Experience using Department of Defense Waterfront Unified Facilities Criteria
  4. Experience applying sustainability concepts through an integrated, cost-effective design approach and designing in accordance with recognized sustainability rating systems such as Green Globe, LEED, etc.

Firms may be considered more favorably by demonstrating the following:

1.   Projects where Offeror was the Prime Architect-Engineer and design fees were above $4,000,000.

Submission requirements: Provide a maximum of five (5) projects with the design complete within the past ten (10) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered.

If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted.

All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation.

To enable verification, firms should include:

  1. The Unique Entity Identifier (UEI) number along with each firm’s name in the SF330 Part 1, Section F, block 25, “Firm Name”;
  2. Include a contract number or project identification number in block 21;
  3. Include an e-mail address and phone number for the point of contact in block 23(c);
  4. In block 24, include in the project description, the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above;
  5. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole.  If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.

NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects shall be submitted for each joint venture partner. Firms failing to provide projects from all joint venture partners will be considered to have not met the requirements of the criterion.

Projects shall be submitted on the SF-330 at Part I, Section F and shall be completed projects. Projects not complete will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards as individual projects that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.

All information for Criterion 1 should be submitted in the SF330, Part I, Section F of the form. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 1.

Criterion 2 – Professional Qualifications and Technical Competence

(SF330, Part I, Sections E & G):

Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects in the SF330, Part 1, Section G.

Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. All key personnel must be a licensed professional in their discipline and have at least five (5) years of demonstrated experience on waterfront projects.

Specific disciplines that shall be included in key personnel are:

  • Project Manager
  • Design Quality Control Manager
  • Senior Structural Engineer
  • Senior Civil Engineer
  • Senior Geotechnical Engineer

Submission Requirements (SF330, Part I, Section E):

Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Resumes are limited to 2 pages and should indicate: professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (within the past ten (10) years) project-specific experience in work relevant to the services required under this contract; and indicate proposed role in this contract. Indicate participation of key personnel in example projects in the SF330, Part 1, Section G.

Criterion 3 – Past Performance (SF330, Part I, Section H):

Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or CPARS/ACASS for Criterion 1 projects and may include customer inquiries, Government databases, and other information available to the Government including contracts with points of contact in other criteria. NOTE: Past performance information for projects listed under Criterion 1 may be given greater weight.

Submission Requirements: SUBMIT A COMPLETED CPARS/ACASS EVALUATION FOR EACH PROJECT UNDER CRITERION 1. IF A COMPLETED CPARS/ACASS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ), Attachment (A), included in this notice, is provided for the firm or its team members to submit to the client for each project included under Criterion 1, Specialized Experience. DO NOT SUBMIT A PPQ WHEN A COMPLETED CPARS/ACASS IS AVAILABLE.

IF A CPARS/ACASS EVALUATION IS NOT AVAILABLE, completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ, Attachment (A), which provides contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) if it is on the same or similar form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires.

Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A/E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Firms shall provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience and Sustainable Design. Firms shall also address any adverse past performance issues.  Information discussing corrective actions or adverse past performance information shall not exceed two double-sided pages (or four single-sided pages) in total.

Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.

Criterion 4 – Quality Control Program (SF330, Part I, Section H):

Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract and means of ensuring quality services from their consultants/subcontractors.

Submission Requirements: Describe the quality control program that will be utilized for all deliverables of this contract and the management approach for quality control processes and procedures. The description shall:

  1. Explain the quality control program including an example of how the plan has worked for one of the projects submitted as part of SF330, Section F or how the plan will work if it has not been used previously.
  2. Provide a quality control process chart showing the inter-relationship of the management and team components.
  3. Describe specific quality control processes and procedures proposed for this contract including technical accuracy of and assurance of overall coordination of plans and specifications, field verification of record drawings and existing conditions prior to design, and engineering and design services.
  4. Identify the quality control manager and any other key personnel responsible for the quality control program and a description of their roles and responsibilities.
  5. Describe how the firm’s quality control program extends to management of subcontractors.

Criterion 5—Program Management and Capacity (SF330, Part I, Section H):

Firms will be evaluated on the firm’s ability to plan for and manage work under the contract and demonstrated capacity to accomplish the work in the required time.

Submission Requirements: 

  1. Provide an organizational chart for the team and discuss the management plan for this contract and personnel roles in the organization.
  2. Describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, including joint venture partners where applicable.
  3. Describe the firm’s present workload and the availability of the project team (including consultants) for the specified contract performance period. Describe the workload/availability of the key personnel during the anticipated contract performance period and the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services.  General statements of availability/capacity may be considered less favorably. 

Criterion 6— Location (SF330, Part I, Section H):

Provide the location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members and the locations of their office(s) that will be performing the work under this contract with demonstrated knowledge of the primary geographic areas in which projects could be located.  Provide a narrative describing the team’s knowledge of the primary geographic areas in which projects may be located and the ability of the Prime A-E to respond to urgent site visits within 24 hours of notification.  The individual(s) responding must possess authority to negotiate and bind the Prime contractor. Evaluation of firms will include consideration of the team’s knowledge of the primary geographic area of the anticipated projects, primarily the NAVFAC Northwest AOR.

Criterion 7—Commitment to Small Business (SF330, Part I, Section H):

Firms will be evaluated in terms of the extent to which they have identified and committed to Small Business (SB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Historically Underutilized Business Zone Small Business (HUBZone SB), Veteran-Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), and if applicable, Historically Black Colleges or Universities and Minority Institutions (HBCU/MI) in performance of this contract, whether as a joint venture, teaming arrangement, or subcontractor. The Government will evaluate proposals based on: (A) Past performance in utilization of small business concerns, and (B) Participation of small business concerns for this requirement. In support of (A), all firms shall provide historical data on utilization of SB, SDB, WOSB, HUBZone SB, VOSB, SDVOSB and HBCU/MI. Large Businesses shall submit three “final” or “most recent” Individual Subcontracting Reports (ISRs) for similar contracts of relative size which show compliance with utilizing the various types of small business firms noted above. If ISRs are not FINAL or MOST RECENT they will not be considered. If subcontracting goals were not met, provide an explanation. If Individual Subcontracting Reports were not applicable to the similar contracts noted, large businesses shall submit other documentation which shows their utilization of the various types of small business firms for the contracts. Small Businesses shall also submit documentation which shows their utilization of the various types of small business firms for similar contracts of relative size. Criterion 8 – Volume of Work (SF330, Part 1, Section H)

Firms will be evaluated in accordance with DOD Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 236.602-1, from data extracted from the Federal Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DOD within the past twelve months with the objective of effecting an equitable distribution of contracts among qualified A&E firms including small, disadvantaged business firms, and firms that have not had prior DOD A&E contracts.

Submission Requirements: Firms do not submit data for this factor.

SF330 Submission Requirements:

Architect-Engineer firms desiring to be considered for this contract must submit a completed SF-330 package. The SF-330 shall be typed, one-sided, at least 11-point Times New Roman or larger. Part I shall not exceed 75 single-sided 8.5 by 11 inch pages (the page limit does not include ISRs, certificates, PPQs, licenses, or the draft subcontracting plan, as required by the Small Business Subcontracting criterion, nor does the page limit include cover sheets, dividers, or other requested documentation (e.g., joint venture agreement, proof of AE firm registration) provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm). Part I pages shall be numbered sequentially. The organizational chart may be one page single sided 11 by 17 foldout, using 11-point font or larger (font limitations do not apply to graphics, captions or tables). Please include your Unique Entity Identifier, CAGE and TIN numbers in Block 30 of the SF-330.

In accordance with the FAR 36.601-4(b), contracts for architect-engineer services may only be awarded to firms permitted by law to practice the professions of architecture or engineering. Firms must submit proof that they are permitted by law as required by FAR 36.601-4(b). If a firm is in a jurisdiction that requires AE firm registration, the firm must provide proof of registration. If a firm is in a jurisdiction that does not require AE firm registration, the firm must provide proof eligibility to practice (e.g., a summary explaining eligibility under the laws of that jurisdiction. Failure to submit the required proof could result in a firm’s elimination from consideration.

Firms who are offering as a joint venture shall include with their SF330 submission a copy of the joint venture agreement. Failure to include the joint venture agreement may result in the firm’s elimination from further evaluation.

Interested parties must be registered in System of Award Management (SAM) at time of offer submission and must remain valid through award.  If SAM registration lapses during the solicitation and evaluation period, the offer will no longer be eligible for award.  For instructions on registering in SAM, the SAM website at https://www.SAM.GOV.  *Offer submission is defined as the Selected Firm’s submission of rates.  If SAM registration is not complete by the time the Government requests submission rates, the Government may proceed to the next slated firm to negotiate and award a contract.

Architect-engineer firms that meet the requirements described in this announcement are invited to submit an electronic SF-330 to Naval Facilities Engineering Command NW.  THIS IS NOT A REQUEST FOR PROPOSAL.

If an SF 254/SF 255 is submitted for this solicitation, it will not be reviewed or considered. As required above, provide verifiable evidence that your firm is permitted by law to practice the professions of architecture or engineering (e.g., state registration number).

The Federal Bureau of Prisons (Bureau) is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located within King County, Washington and Home Confinement radius is within 200 miles of the RRC Facility.

It is the intent of the Government to award both line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. Industry Day and One-on-One Sessions Announcement

Registration and General Information

USACE Walla Walla District is developing an acquisition to provide a design-bid-build construction contract for the renovation of the interior finishes and furniture of the headquarters building located in Walla Walla, Washington.  Additional scope of work can be found on the following pages along with a list of questions and desired information the Government would like to learn about your company regarding this project.  This information is intended to provide you awareness of what the Government would like to learn.  However, you are encouraged to share more information if you believe it will help the Government in developing the solicitation package.

The multi-functional team within the Walla Walla District will be conducting an open forum and one-on-one sessions January 21-24, 2025, in order to share information on the government’s requirements and preliminary acquisition strategy, as well as to obtain industry feedback.  The government’s briefing will be conducted virtually.  The briefing will begin at 9 a.m. PST followed by an open forum question and answer session.  Following this briefing, one-on-one sessions will be conducted virtually.  Each company will be allotted one (1) hour and thirty (30) minutes for the one-on-one session. Please limit the number of company representatives to no more than three (3) attendees in order to facilitate effective one-on-one dialogue.  The purpose of the one-on-one session is to answer questions and allow the government to obtain specific feedback from your company’s representative.  Marketing/capability briefings are not authorized during the one-on-one session.

Summary of Scope of Work:

  1. Construction: Demolish 605 linear feet of existing walls to maximize workspace.  Construct 415 linear feet of new walls to create new offices and conference rooms.  Full replacement and re-design of kitchenettes on all three floors to provide full accessibility and updated fixtures.
  2. Interior Finishes: Replace all flooring and floor base. Paint all walls and all solid ceiling surgaces including soffits.
  3. Furniture: Full replacement of lobby furniture, all systems furniture (cubicles) and private office furniture as well as storage shelving in a new, redefined storage area.
  4. Electrical: Full replacement of all lighting and lighting controls throughout the interior of the building to upgrade to LEDs.  Install all electrical and data cables in access floor and wall locations for new workstations.
  5. Mechanical:  Modify existing HVAC locations to accommodate new enclosed offices and new conference rooms.
  6. Fire Protection:  Install a new fire annunciation panel in lobby.  Modify sprinkler head locations to accommodate new enclosed offices and new conference rooms.
  7. Contractor Access and Work Hour limitations: The office building will be occupied throughout the duration of the project.  Normal business hours for US Army Corps personnel will be 6:00am to 6:00pm Monday through Friday.  On-site construction activities will be limited to specific areas.
     
  8. All on-site work must be completed within 1,825 calendar days from mobilization to the job site and will be broken into distinct phases (to be determined). On-site construction is estimated to begin on October 1, 2025.

    • There is a freight elevator available for contractor use.  Will that suffice, along with staircases, to allow materials to be brought from the ground level to the second and third levels?  Will any windows need to be removed to allow access via the building envelope with a lift? 
  2. Construction phasing
    • With work happening on all three floors of an occupied building, how would you phase the work (a quarter floor, a half floor, a full floor or other suggestions) to minimize disruption to the operations?
    • How long should each phase last (approximately) from the time the area is closed to occupancy? Assume each floor is 1/3 of the work. The renovated area consists of 80,000+ square feet total of all three floors.
    • What construction activities do you prefer are performed in the off-hours and weekends?
       
  3. Systems furniture – New furniture involves approximately 500 individual cubicles and 50 private offices. Colors, fabrics, and arrangements are consistent throughout the building.
    • Is it beneficial to the contract to have all the furniture in one purchase?
    • Is it reasonable to have the manufacturer provide the whole bundle at once?
    • What can we expect if we ask a contractor to supply and store all of the furniture knowing that this project is phased and the building is continuously occupied? 
  4. Electrical
    • What are your thoughts about as-building electrical loads that aren’t marked for demolition with this project (as-building routing, panel schedules, and cable/conduit schedules for the entire interior of the building)? 
    • How are electrical contractors handling ASHRAE lighting and receptacle control requirements, are they using distributed relays or centrally located relay panels?

REQUIREMENT: This notice is issued by the U.S. Air Force, 92d Contracting Squadron, Fairchild AFB, WA. This source sought is seeking to identify responsible potential sources to provide labor, equipment, and materials needed to conduct a Biological Assessment for the SERE coastal, open ocean, and tropical training along the Bayocean Spit in Tillamook County, OR for the purpose of obtaining a Biological Opinion (BO) from the USFWS. The BA shall follow professional industry standards and provide all necessary information to satisfy regulatory and consultation requirements in accordance with section 7 (a)(2) of the ESA. The Contractor shall utilize the USFWS Environmental Conservation Online System (ECOS) database and the Information for Planning and Consultation (IPaC) tool to identify all federally listed species and designated critical habitat with the potential to occur within the action area.

The Biological Assessment must meet the specifications in the attached Statement of Work (SOW).

ANTICIPATED NAICS/SIZE STANDARD: This requirement falls under the NAICS Code of 541620, Environmental Consulting Services with a size standard of $19,000,000.

SUBMISSION OF INFORMATION: All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice. A responsible potential source shall have registered with the System for Award Management (SAM). The response should be no more than five pages providing the following information:

  • Professional Qualifications pertinent to a Biological Assessment
  • Business name, address, CAGE code
  • Size and socioeconomic classification based on NAICS size standard
  • If claiming a specific small business category, provide supporting documentation

INFORMATION FOR POTENTIAL OFFERORS: The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF), Bremerton, Washington intends to award a standalone Firm-Fixed-Price contract to accomplish maintenance, repair and preservation of one (1) Crew Living Barge (APL-62). Work will be accomplished at the Contractors facility. The APL-62 is made of steel, 24 years of age, 360 FT in length, 95 FT wide, 03 Level above Main Deck 45 FT 6 IN, 04 Level above Main Deck 56 FT, 6 FT Draft, and 4,680 L Tons Displacement. The contractors facility must possess the capability of accommodating one (1) Crew Living Bage (APL-62) with the dimensions as stated above. To facilitate proper government oversight, the facility shall be located in the Puget Sound, WA region. For this procurement, the Puget Sound, WA region is defined as the West Coast of the continental US, starting from Olympia, WA and extending northward to Bellingham, WA.

SCOPE OVERVIEW: Coordinate with the Contracting Officer, via the Contracting Officer's Representative (COR) to deliver the vessel to the contractor's facility; Accomplish Scullery Upgrades; Repair Various Superstructure Items; Blast and Preserve Superstructure; Blast and Install Exterior Nonskid; Clean CHT Tanks. Arrange and coordinate the delivery of the Vessel back to the Government with the Contracting Officer via the COR.

The vessel availability is scheduled to be 4 June 2024 to 20 December 2024.

This is a 100% HUBZone Small Business set-aside under the North American Industry Classification System (NAICS) 336611, size standard 1,300 employees. All offerors must be registered with the System for Award Management (SAM) to receive award of Government contracts.
