Statement of Work Contractor to provide boiler water treatment products, chilled and cooling tower water treatment products, domestic water treatment products, and all other treatment products to include, but not limited to the products identified in the attached schedule of supplies/services. Contractor will provide and deliver required treatment products including deionized water tanks and carbon filter tanks within 36 hours of receiving notification of need for listed products. Removal of all empty chemical containers will be the responsibility of the contractor. Testing reagents and bacterial dip slides will be supplied at no charge for boiler water, cooling water, closed loop testing, raw water, finished domestic water, swimming pool, softened water, and continuous monitoring equipment. Repairs and/or equipment requirements will be negotiated separately under separate task orders. Contractor shall furnish all supplies and tools necessary to perform any repairs. In addition, parts shall be of the original manufacturers design and specification or equal thereto. Contractor to provide products and services to maintain the life of the equipment, reduce and control overall water usage, recommend and install automated monitoring and chemical feed equipment where necessary, improve corrosion and scale control in cooling, domestic water, softener, and steam generating systems, and develop methods to monitor and report the effectiveness of the water treatment program. Contractor will provide hard copies, with all deliveries, of Material Data Safety Sheets (MSDS) for all treatment products, testing reagents, and chemicals that contractor supplies to the VA to ensure updated MSDS sheets are available for VA local MSDS binders. Contractor will assign two or more representatives to become fully knowledgeable of the facility and water treatment requirements. One will be a primary and the others as backup. Qualifications of key personnel will be submitted in writing to the contractor officer with the offer. Contractor will visit the facility every two (2) weeks beginning October 1, 2024. Written reports, product, and chemical inventories, as well as in-plant discussions, will be part of the program. Contractor will ensure that no treatment product levels fall below 1/3 of treatment product storage tank capacity in-between site visits. Contractor will conduct all water treatment analysis on-site during routine service. Additional samples may be occasionally submitted to contractor s lab for other test determinations. VA will have full support of lab service department for specific analytical work. All samples taken to a lab for analysis must be analyzed by a state certified lab for that analysis. Contractor will clean and disinfect the cooling water systems. Clean and disinfection of cooling water systems shall be based on industry best practice and supported by the experience and technical knowledge of the service provider. A Service Provider will provide all chemicals, equipment, and labor necessary to complete the clean and disinfection. Modification may be made to the clean and disinfect process based on site/system conditions. Cleaning to take place during the months of January or February and must be coordinated with the Chiller Plant Supervisor for appropriate scheduling All work shall be performed per OSHA, local or facility guidelines. The working area should where necessary be cordoned off with barrier tape or equivalent and warning notices erected. It is essential that site personnel do not enter the vicinity of the working area unless suitable precautions to safeguard their health are taken. In compliance with Health and Safety requirements, all personnel involved with the protocol will comply with the following: Wear positive pressure respiratory equipment or half-face respirators with HEPA filtration during critical states of the protocol. Individuals must have respiratory protection certification Wear protective clothing such as Tyvek suits, hard hats, eye protection, rubber gloves, rubber safety shoes/boots or equivalent Utilize fall protection harnesses and other related equipment where required when working at heights exceeding OSHA guidelines or local requirements Utilize confined space procedures, air monitors, and other related equipment where required Utilize Lock Out Tag Out (LOTO) procedures as required Individuals performing work on the system must have the following safety training: Respiratory protection and certification Fall protection Confined space entry Lock Out Tag Out Use of personal protective equipment Contractor will provide Ultra Low Sulfur Diesel (ULSD) fuel oil testing on two (2) 75,000-gallon fuel oil storage tanks semi-annually. Minimum testing requirements to include: flash point 7. viscosity water & sediment 8. lubricity ash 9. conductivity sulfur 10. thermal stability cetane density 11. microbial contamination gravity API density Contractor will provide testing for Legionella bacteria within the cooling towers condenser water loop four (4) times a year. Testing dates will be at the discretion of the COR and will be dependent on cooling tower operation. Contractor will provide technical services at no additional cost. Contractor will provide a minimum of twice per month service calls. A sales engineer will visit each plant to test each system and review the treatment control tests results, as well as current operating conditions, recommend and/or improvements to the water treatment program, when warranted. Most routine analytical work will be conducted on-site and supplemented by the contractor s analytical laboratory when necessary to achieve the objectives of the treatment program. Written reports will be submitted for each service call and will consist of comment/recommendations resulting from the evaluations of plant control test records, as well as contractor s own test data and observations at the time of the call. Complete operator instructions regarding the safe and proper use of contractor s products and control test will be provided. A continual review of the plant s operations will be conducted by the contractor s service engineer, and will include equipment inspections to eliminate heat, water, and treatment loss. A 24-hour emergency response line will be provided to report spills and/or accidents related to contractor s products. Special projects, services, and equipment will be provided at no extra cost. Corrosion monitoring, low level continuous hardness monitoring, steam purity analysis, ion exchange elution studies, and resin analysis will be made available upon request by the VA at no cost. Training: Contractor will provide a complete training course in industrial water treatment covering boiler, chilled, cooling tower, softened water, and domestic water systems for all operations and maintenance personnel. The purpose of these courses is to provide insight into the basic principles and fundamentals of water treatment for those who have not had the advantage of chemistry training. Training will be provided on as-needed basis but no less than two (2) times a year for operations and maintenance personnel responsible for water handling equipment. The course is provided in addition to normal program startup instructions, which are limited to the application and handling of the products and control test equipment. Customized instruction booklets will be provided for this purpose. Contractor supplied manuals: Three (3) copies of the below manual will be provided by the contractor for each plants testing criteria. Operator/Engineer Reference Manual As a minimum, the following sections to be included are: A program summary detailing product identification, control ranges, control tests, and operating procedures. Chemical testing procedures. Safety procedures for handling, transferring, and disposing of all chemicals, including 24-hour emergency telephone numbers and first-aid procedures. Procedures for equipment lay-up, wash-down, and maintenance. Appropriate TechTips covering a wide range of water treatment topics. Classroom style training topics will include as a minimum: Purpose of water treatment Purpose of water chemistry and testing Water impurities and the problems they cause Treatment chemicals and their function Water analysis Cooling water treatments (scale and corrosion inhibitors, micro biocides, legionella bacteria, water analysis) Closed loop heating and cooling systems and their treatment Domestic water treatments Chemical handling and safety Chemical feed and control equipment On-site visit discussions (one-on-one) Water testing Corrective actions Quality Assurance: Contractor and/or their designated appointee will ensure QA is performed on all cylinders under this contract that are delivered to the VAMC. QA will at a minimum include: Ensurance that any internal and external screens or filters are installed and properly in place, all cylinders arrive with appropriate capping devices, and all cylinders are tested prior to delivery to ensure media is within proper range values. Report of Services: Upon completion of any services, the contractor shall report to the COR with a written report of services performed. Such reports shall advise of any repairs or repair parts not required to be furnished under the contract but determined to fall under a separate task order. Worker s Compensation: The contractor before commencing performance under this contract shall provide and therefore maintain for the duration of the contract Workmen s Compensation and employer s liability insurance in accordance with the laws of the State of WV. Hours of Operation: Normal business hours are 8 a.m. to 4:30 p.m., Monday through Friday, excluding all federal holidays. Badging Procedures: The contractor shall be required to provide all required information that is necessary for VAMC badging to the COR 15 calendar days prior to the start of work. Contractor will be given a date and time to report to Security Service in Bldg. 217 PIV Office and obtain an ID badge. Contractor will insure that contractors personnel report at their assigned times for badging.  Contractor may then proceed and report to the COR in FMS, Bldg. 320, during normal working hours. This check-in is mandatory. At this time, contractor personnel will be issued a contractor's identification badge which will always be displayed while on VAMC property and surrendered upon completion of the job. STATEMENT OF WORK PART A GENERAL INFORMATION A.1 INTRODUCTION Boiler Maintenance and Tuning A.2 BACKGROUND The Hershel Woody Williams VAMC Boiler Plant and Boiler Operations requires additional services for equipment programming, maintenance, repairs and tuning. A.3 SCOPE OF WORK The contractor shall provide supervision and all resources necessary to accomplish the additional services for equipment programming, maintenance, repairs and tuning for the equipment described, except as may otherwise be specified in section B. STATEMENT OF WORK PART B WORK REQUIREMENTS B.1 Tasks to be accomplished: Programming, maintenance, repairs, and parts (per hour rate for normal business hours and after hours; replacement parts): General Service (per hour rate for normal business hours and after hours): Vendor shall provide a qualified technician as required to perform boiler maintenance/repairs. This shall be on a as requested basis. Vendor Shall Provide a Preferred Utilities Certified Service Engineer for Boiler #1 controls and programming. This would include DLC program updates for Fuel Curve or other program updates. This would also include any other troubleshooting of the Preferred Controls Package and boiler components. Vendor Shall Provide a HAWK ICS Controls Certified Engineer for Boilers #2, #3, and #4. This would include DLC program updates for Fuel Curve or other program updates. This would also include any other troubleshooting of the Hawk ICS Controls Package and boiler components. (NOTE): This Package is currently not installed but is being installed under a current construct Contract. Boiler #3 still has Honeywell 7800 BMS and single point linkage controls. Vendor Shall Provide a Lochinvar Certified Engineer for Boiler #5. This would include programing updates, troubleshooting of the controls, boiler components and programing changes as needed. Vendor Shall Provide a Knight Certified Engineer for Boiler #6. This would include programing updates, troubleshooting of the controls, boiler components and programing changes as needed. Vendor shall provide a comprehensive safety device testing manual for all onsite boilers, Plant devices, DA Tank and Condensate tank & associated plant equipment. This manual shall include site specific testing procedures as required by VHA directive 1810. All site-specific testing procedures must follow the format of the most current VHA boiler and Associated plant safety device testing manual designed to meet the Boiler Plant Supervisor or designee s intent. Reestablishing the air-fuel mixture on natural gas and #2 fuel oil for the operating range of the boiler Oxygen and carbon monoxide are balanced to provide safe and efficient combustion. Examine the burner internal components and identify any defects, if applicable Examine the general boiler conditions and identify any defects. Observe flame pattern, flame dimensions, and burner condition. Flue gas oxygen/carbon monoxide content Flue gas emissions content Provide print out/documentation on both fuel type consumption/usage to identify proper fuel curve. Provide combustion analyzer and factory recommended calibrations per VA requirements. Provide manufacture analyzer consumables and VA specific test gas cylinders to ensure government combustion testing equipment is in sync with the contractor s combustion testing equipment. Ample consumables and test cylinders to remain in the boiler plant to ensure supplies do not run out. Parts (replacement parts) Vendor shall provide replacement parts and materials that are kept in onsite inventory for emergent repairs of boiler plant systems and equipment as directed by the Boiler Plant Supervisor or designee. These parts may include air switches, gas pressure switches, regulators, oil pressure switches, pressure gages, combustion air pressure switches or any other parts that may be required for VAMC boiler plant operations. These parts will be orderable at the request of the COR and will be paid for under this contract. Vendor shall provide a quote for the requested part(s) and the COR will review and approve each request. Parts are to be shipped within (10) Business Days after approved. If replacement would take longer the vendor must inform the COR within the (10) day window. Vendor to provide VA specified testing tools and equipment to be kept onsite for future work. Vendor is responsible to ensure meters, gauges, testing tools etc. are always calibrated per manufacture specification. Vendor to provide replacements or repairs of the above-mentioned items within (10) Business Days. If replacement or repair would take longer the vendor must inform the COR within the (10) day window. All services shall be brought to 1540 Spring Valley Drive, Huntington, WV. Delivery vehicles shall keep traffic disruptions to a minimum. Use of any other entry points must be approved by Chief, Engineering Service prior to use. Vendor shall deliver required services, parts or equipment specified above during approved work times. Approved work times for this job shall be normal working hours of 8AM 430PM. C.2 Period of Performance Base year + 4 option years. Anything that requires boiler shutdown should be anticipated to be conducted during the months of June or August. Vendor should be prepared to coordinate with the Boiler Plant Supervisor and other potential vendors servicing equipment due to the down-time guidelines. Periods of Performance: Base: March 1, 2025 - February 28, 2026 OP1: March 1, 2026 - February 28, 2027 OP2: March 1, 2027 - February 29, 2028 OP3: March 1, 2028 - February 28, 2029 OP4: March 1, 2029 - February 28, 2030 C.3 Special Considerations C.3.1 Contractor Furnished Materials All labor, materials, equipment to perform the job. When furnish , provide , install , or similar term is used it shall mean a complete installation, ready for use. The vendor shall supply all parts, equipment, material, and labor to perform the work described above. The work will include all items as described in the Scope of Work listed above. C.3.2 Government Furnished Materials and Services. Government furnished property, if any, will be identified and will only be used for the performance of this contract unless otherwise authorized by the Contracting Officer. The Contractor shall, always, take all steps necessary for maintenance and preservation of all Government-furnished property. The Contractor shall comply with all reasonable requests of the Contracting Officer to enclose, or specifically protect, Government-furnished property. C.3.3 Qualifications of Key Personnel Contractor s employees should be knowledgeable of standards associated with this type of work. C.3.4 Supervision/Communications. At all times during the performance, the Contractor s Superintendent (if applicable) shall be available by cellular phone. Prior to beginning any work, the Contractor shall supply the COR with the telephone number for the Superintendent. The Contractor s Competent Person that meets OSHA training guidelines, can make decisions and acting on behalf of the Contractor shall be physically always located on site during performance of the contract. If the Contractor s Competent Person is absent from the job site for an extended period, the COR may send all Contractor/sub-contractor employees off the job. C.3.5 Security Requirements: Contractor shall identify which employees will be working under the awarded contract. Contractor personnel shall include employees, sub-contractors, subcontractor employees, suppliers and delivery personnel entering the Medical Center. This does not apply to suppliers and delivery personnel making deliveries to the VA warehouse dock only. Those employees shall bring photo ID to obtain a VA Contractor identification badge that shall be always worn above the belt while on Medical Center property. Contractor s employees shall return all I.D. badges to designated personnel at time designated in the task order. C.3.6 The Contracting Officer s Representative (COR) is responsible for the inspection of the work called for in this job. The Contracting Officer s Representative will be identified in the task order by name, telephone number and location. Inspections made by the COR are for the sole benefit of the Government and do not relieve the Contractor of any quality control responsibilities. C.3.7 Drawings General. Contract drawings (if applicable) will indicate the extent and location of work. If any departure from the contract drawings is deemed necessary by the Contractor, the details of such departure and the reasons therefore shall be submitted to the Contracting Officer for approval as soon as practical. No such departure shall be made without proper written permission of the Contracting Officer. The Contractor is responsible for all information and requirements in drawings and specifications that pertain to the task order. C.3.8 Verification of Dimensions The Contractor shall visit the job site to thoroughly familiarize himself with all the details of the work and working conditions. The Contractor shall also verify all dimensions in the field and shall advise the Contracting Officer of any discrepancy before performing any work. The Contractor shall be specifically responsible for the coordination and proper relation of his work to the building, structure, phasing and ensure the safety of employees and workmen. C.3.9 Smoking Policy. We are a smoke free facility. C.3.10 Parking/Traffic Regulations. The Contractor shall not park on grassy areas unless approved by the COR and the Contractor agrees to restore areas back to VA standards. Drivers should be particularly concerned with pedestrian traffic. Yield to pedestrians in crosswalks. Posted speed limits and all other traffic controls are to be always observed by operators. Seat belt use is mandatory on the VA grounds. C.3.11 Selection Criteria Includes but not limited to: Personnel that are trained and qualified to the correct level by NFPA 70E perform such tests. A qualified contractor is a vendor that is knowledgeable and experienced in the design and construction of boiler plants and VA s standards for construction and testing of safety devices. A qualified testing contractor is an individual/company that has performed testing in compliance with VHA Boiler and Associated Plant Safety Device Testing Manual in at least three other VA medical facilities. Snow and Ice Removal Services in Support of U.S.  Army Reserve Center in Beaver, WV

This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this notice is to obtain the following information:

(1) The availability and capability of qualified sources;

(2) Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code for the proposed acquisition 561790-Other Services to Buildings and Dwellings with a small business size standard of $9 M.

Requirement Description:

On behalf of the 99th Readiness Division (RD) the United States Army Contracting Command - New Jersey (ACC-NJ) has a requirement for Snow and Ice Removal Services at Cornelius H. Charlton U.S. Army Reserve Center (USARC) in Beaver, West Virginia, 25813-9307 (Facility WV002). Review attached DRAFT Scope of Work and site map for additional requirements. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. The West Virginia Air National Guard intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the Construction of a 20’ x 90’ asphalt pad that is flush with an existing running track. In addition to a base work described above, the solicitation will include the following option line items: 1. Construction of an additional 10’ x 90’ asphalt pad and 2. paint striping. Work is to be completed at the 167th Airlift Wing in Martinsburg, WV.

The contract duration will be 90 calendar days after notice to proceed to include inspection and punch list. This project is set aside 100% for Small Businesses. The North American Industry Classification System (NAICS) Code is 237310, with a small business size standard of $45,000,000. The magnitude of construction is less than $25,000.00.

The tentative date for issuing the solicitation is on-or-about 9 July 2024. The tentative date for the pre-bid conference is on-or-about 30 July 2023, 0900 local time, location to be provided in the solicitation. Centers for Disease Control is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for medical support services for the National Institute for Occupational Safety and Health (NIOSH) facility at Morgantown, WV. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number for this requirement is 75D30125Q00047 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures.

The Centers for Disease Control and Prevention (CDC) intends to award a firm-fixed-price contract for municipal waste and recycling disposal services at the CDC National Institute of Safety and Health (NIOSH) Morgantown, WV as detailed in the attached Performance Work Statement (PWS). This contract will have a period of performance of one base year and four one-year option periods as follows,

Offerors shall submit a technical proposal, not to exceed four pages, that demonstrates their ability to meet all requirements identified in the PWS.  Offerors shall assume that the Government has no prior knowledge of its facilities, capabilities, and experience, and will base its evaluation on the information presented in the offeror’s proposal.

The offeror’s price proposal shall include pricing for the base year and all option years shown in the attached pricing table.  Failure to price all line items may make the proposal ineligible for award.  The Government will evaluate offerors’ proposed price by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Each option period will be evaluated as shown above for the base period with the price analysis conducted in accordance with FAR 13.106-3(a). As part of price evaluation, the Government will evaluate its option to extend services (FAR Clauses 52.217-8 – Option to Extend Services) by adding ½ of the Offeror’s final option period prices to the Offeror’s total price. Offerors are required only to price the base, 1st, 2nd, 3rd, and 4th option periods. Offerors shall not submit a price for the potential on-half year extension of services period.

INTRODUCTION

U.S. Customs and Border Protection (CBP) currently utilizes weapon mounted and handheld lights for Law Enforcement operations within the United States. CBP is considering the execution of a new long-term contract as a follow-on to its soon to be expired 5-year IDIQ contract vehicle 70B06C20D00000032.  CBP is conducting market research to capture the industries technological capabilities and to determine the most effective approach in developing an acquisition strategy.

The Law Enforcement Safety and Compliance Directorate, Harpers Ferry, WV, on behalf of Operations Support, U.S. Customs and Border Protection, is assessing this information.  This announcement constitutes an official Request for Information (RFI).

To facilitate the assessment, the following information is requested:

  1. Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address.

This is considered a sole source to Nor Labs Inc. as to the best of the NETL’s knowledge, based on market research conducted, Nor Labs Inc. is the only known source that can offer this specific cloud service. No known potential alternate sources exist which could satisfy NETL's requirement.

Synopsis:
This is a Sources Sought announcement and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. The purpose of this announcement is to determine the availability and capability of qualified SMALL BUSINESSES ONLY for a construction project involving trail and road repairs, culvert replacement, and bridge reconstruction due to damage from significant storms, located in the Monongahela National Forest in Pocahontas and Webster counties in West Virginia.


The project consists of 29 repair sites that include roadways, shoulder work, and slope retainment. The Scope of Work is comprised of culvert replacement, Forest Service Trails (TR), bridge reconstruction, asphalt overlay, micro surfacing, service road maintenance, and other miscellaneous work.


The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), anticipates awarding a construction contract no earlier than March 2025. The cost of the entire project is estimated to be between $12,000,000.00 to $15,000,000.00.


QUALIFIED PRIME CONTRACTORS shall submit the following information by e-mail to EFLHD.Contracts@dot.gov (Attn: Mr. Michael Sun no later than 2:00PM (EST) on September 25, 2024.


1. A positive statement of your intention to submit a bid for the solicitation when it is issued as a Prime Contractor containing your full business name, address, point of contact, phone number, e-mail address, and web site (if any).


2. Your firm’s size standard under NAICS code 237310; Highway, Street and Bridge Construction ($45 Million). All firms shall be certified and registered under the NAICS code 237310 in the System for Award Management (SAM) located at https://www.sam.gov/ prior to the submission of bids or proposals.


3. Identify all applicable classifications for your firm such as small business; woman-owned small business; 8(a) small business; small-disadvantaged business; HUBZone small business; service-disabled veteran-owned small business; etc. This information must be provided to determine whether the "Rule of 2" has been met for any socio-economic category for set-aside purposes. 6. Commercial and Government Entity (CAGE) Code and Unique Entity ID; if a member of a joint-venture (JV) or mentor-protégé agreement with the SBA, please provide information on both members of the JV.

The Federal Bureau of Prisons, Federal Correctional Institution, Morgantown, WV intends to issue solicitation 15B11324Q00000002 for the requirement of Subsistence and Certified Kosher Food for the 2ND Quarter of fiscal year 2025.  This solicitation is restricted to 100% Small Business Concerns, FOB Destination.  Delivery dates will begin on JANUARY 2, 2025 through JANUARY 16, 2025.  Deliveries will be made to the Federal Correctional Institution, Warehouse, and 446 Greenbag Road, Morgantown, WV 26501.  The contract type is firm-fixed price.  The Government will award to the responsible offeror(s) whose offer conforms to the solicitation and is considered to be most advantageous to the Government.  Past performance and price will be considered with price being rated higher than past performance.  The solicitation will be available on or after NOVEMBER 8, 2024 and will be distributed solely through the General Services Administration’s Federal Business Opportunities website www.beta.sam.gov.  Hard copies of the solicitation document will not be available.  The site provides downloading instructions.  All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site.  Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition.  Quotes shall be received on or before NOVEMBER 20, 2024 16:00 PM, eastern time.  Quotes MUST be submitted via e-mail ONLY to bkeifer@bop.gov  Quotes faxed, mailed through USPS, FEDEX, or any other physical type mail WILL NOT BE CONSIDERED.
