GSA is seeking highly qualified firms with D-B experience in the following; 1) design and construction of similar and relevant projects; and 2) adequate bonding capacity.

GENERAL SCOPE OF SERVICES
History: The Alcan LPOE is the only year-round, full service, 24-hour port of entry serving personal vehicles and commercial truck traffic between the Yukon Territory, Canada, and interior Alaska. The LPOE is situated in a remote location along the Alaska Highway; most of the adjacent area is undeveloped forest, wetlands, and tundra. Built in 1972, the facility is now over 50 years old and in need of replacement. The Alcan LPOE complex is in a remote part of the state and subject to extreme sub-arctic weather conditions. The project includes replacement or extensive modernization of the existing port operational facilities, housing, and community complexes with modern facilities that will meet U.S. Customs and Border Protection (CBP), Canadian Border Services Agency (CBSA), and GSA operational needs for decades to come.
Project: This project will modernize the Alcan LPOE complex on the current site of the existing LPOE in Tok, Alaska. The project is currently anticipated to include a new administration building, headhouse along with two enclosed pedestrian processing lanes, one commercial vehicle lane and inspection area, utility building, new housing quarters, community health and fitness center, community support building, garages, and indoor firing range. Project objectives are to improve port efficiency and operational support capability and improve quality of life of assigned staff and their family members. The project will utilize design-build construction and a phased construction approach while the LPOE remains, at all times, operational.
PROCUREMENT
The GSA anticipates executing this requirement using the Design-Build (D-B) delivery method.
An award is anticipated during the month of March 2026 with design services commencing shortly after. Substantial completion is anticipated in March 2031. Dates are estimates and are subject to change.
The North American Industry Classification System (NAICS) code for this procurement will be 236220 – Commercial and Institutional Building Construction. The small business standard size is $39.5 million.
CAPABILITY STATEMENT
Respondents capable of performing the above services shall provide a general capabilities statement no more than 10 pages in length. Capabilities statements shall include the following information:
Criteria 1: Provide company name, DUNS number, company address, point of contact name, phone number, and email.
Criteria 2: Provide company business size based on NAICS code 236220 for Commercial and Institutional Building Construction. Also provide the business type (i.e. Large Business, Small business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, etc.), the number of years in business, affiliate information, parent company, joint venture partners, and/or potential teaming partners.
Criteria 3: A positive statement of your intention to propose as a prime contractor on any solicitation that may be released as relating to the subject-matter of this sources sought notice.
Criteria 4: Demonstration of successful performance of no more than two (2) D-B Projects performed within the last ten (10) years that are of comparable size, complexity, and scope to the Alcan Land Port of Entry scope described above. To demonstrate comparable size, complexity and scope, interested respondents must address all of the following in each of its two D-B Projects:
Similar and relevant locations will be considered to either be remote (isolated islands, e.g.) or have weather conditions like Tok, Alaska. Relevant projects may include complete construction or major renovation of US Government Land Port of Entries, facilities that are open year-round (365 days per year, 24 hours per day) with on-site workers and work being performed full time, as well as public use of the facilities. Similar facilities could include prisons, hospitals, or other large public or private facilities. Similar facilities should have specialized requirements specific to the client/ for that project. (Court requirements, Hospital requirements, Prison requirements, etc.).

(1) CONTRACT INFORMATION
This acquisition is a total Small Business Set-Aside; any qualifying business may submit a proposal. This is a two-phase construction acquisition for a Sustainment, Restoration and Modernization (SRM) Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). This solicitation will be issued as a two-phase construction acquisition in accordance with the Federal Acquisition Regulations (FAR) Part 36. Projects will be located primarily in various locations in Alaska, but outside Alaska at Wake Island. This acquisition is under North American Industrial Classification System (NAICS) Code 236220, Commercial and Institutional Building and Construction, with small business size standard of $45 Million. The Government intends to award at least five (5) small business IDIQ contracts, however it reserves the right to award more, less or none at all. The anticipated IDIQ MATOC awards will consist of (1) 7-year base ordering period. The overall capacity of this competitive IDIQ MATOC will be total shared ceiling of $450 Million. The resultant IDIQ MATOC awards will have firm fixed price (FFP) task orders. There will be a minimum guarantee amount of $5K for the entire contract period on each award. The POA plans to solicit offers on a full and open competition after exclusion of sources, under a total small business set-aside acquisition. The offerors selected for award will be those determined to be the best value to the Government considering the price and non-price factors cited in this announcement and the solicitation, utilizing the tradeoff process described in FAR Part 15.101-1. It is anticipated that the Government will evaluate in Phase I: Past Performance, and Organization & Management. For offerors selected to submit proposals for Phase II, it is anticipated that the Government will evaluate Design and Construction Narrative and Drawings, a Proposed Summary Schedule for an Initial Task Order Scope of Work, and Price.

At the end of the project, approximately 1 year after the completed install, the system shall be decommissioned and uninstalled by the Contractor.

The Medical Readiness Contracting Office – Pacific intends to issue a within scope contract modification to contract W81K02-23-P-0052. The referenced contract was awarded as a sole source procurement to Steris Corporation under the authority of the simplified procedures for certain commercial items. The services that are being performed are non-personal services of annual maintenance for the Government owned Steris sterilization processing equipment to include all labor, non-excluded parts, material and travel, to repair and /or maintain the Government owned equipment, in a fully functional condition in accordance with Original Equipment Manufacturers specifications at Bassett Army Community Hospital (BACH), Fort Wainwright, Alaska. COMBAT RESCUE HELICOPTER (CRH) SIMULATOR FACILITY, JBER, ALASKA (JBE089)

The selected contractor is required to have sufficient staff, flexibility, and capability to be available on an as-needed basis. Interested firms must be able to provide all management, tools, supplies, parts, materials, equipment, transportation, and trained labor necessary to construct a Combat Rescue Helicopter (CRH) Operational Flight Trainer (OFT) facility utilizing conventional design and construction methods to accommodate the mission of the facility. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force and Air National Guard, and base design standards. In addition, local materials and construction techniques shall be used where cost effective.
The work includes construction of a new, properly sited, single floor, 8,202 square foot Combat Rescue Helicopter Simulator Facility that is fully configured. The new building will support the simulator for the HH-60W helicopter, its supporting equipment, briefing/debriefing room, mission planning room, instructors' office, administrative office, building support rooms, and toilet facilities. The facility will be slab on grade foundation with cold weather-insulated, shallow continuous strip footings, and a thickened cold weather-insulated mat foundation will be located directly below the simulator equipment. The exterior shell of the Simulator Bay will have masonry veneer and metal panel on reinforced CMU. The one-story administration areas will be constructed of masonry veneer and metal panel on metal studs. The roof will be low slope standing seam structural metal roofing, with snow guards to provide mitigation of ice damming. The simulator bay and associated areas will be constructed to collateral secret open storage criteria. There will be a large overhead door into the simulator bay which will also feature an interior overhead crane to move equipment. The work also includes the required site clearing, relocation of utilities, grade changes, connecting the new building systems into the existing base-wide systems, and incidental related work.
Special Construction Requirements: Simulator requires high bay construction with specialized flooring and overhead crane; insulated shallow foundation; Roll-up doors; Compliance with TEMPEST standards and countermeasures.
The estimated dollar magnitude of this project is anticipated between $17,000,000 and $22,000,000. The performance period will be approximately 730 calendar days.

The new structural components to be constructed upstream from the existing dam and tunnel include a diversion structure; an 18-foot diameter tunnel capable of conveying approximately 8,500 cubic feet per second of flow lined with granite pavers. A 150-foot-long new tunnel outfall extends over Lowell Point Road and discharges directly on the east side of the road near Resurrection Bay. The plan includes the selective removal of larger trees in the Lowell Creek Drainage upstream that could potentially become part of the debris flow and cause a blockage of the tunnel. The new diversion system essentially captures all the creek flow originating in the drainage; however, this also refurbishes the existing tunnel so it can provide backup for the new diversion system, or to accept diverted flow during inspection and maintenance of the new tunnel.

USTRANSCOM Directorate of Acquisition, Contract Airlift Division, is issuing Request for Proposal (RFP) HTC711-24-R-CC02 for Operation Ice Camp (OIC) 2024 Air Charter Services to Undersea Warfighting Development Center Detachment Arctic Submarine Laboratory. All aircraft will conduct operations from Deadhorse, Alaska Airport (ICAO: PASC, IATA: SCC), and support an ice camp approximately 150 to 225 nautical miles from the airport. All aircraft must be equipped with GPS, navigation, and communication equipment. The ice camp will have VHF and Iridium communications, heated shelters, electrical power, real-time weather observations and forecasts, berthing, and food as required. Air Operators are expected to procure fuel for their aircraft.
The projected period of performance will be 22 February through 25 March 2024. The projected dates, service periods, service durations, and flight hours are notional and subject to change pending planning during the duration of the contract. The USDA Forest Service is re-opening a previous advertisement (1240BJ22MATOC) in an effort to add new contractors to the existing Multiple Award Task Order Contracts (MATOC), Indefinite Delivery Indefinite Quantity (IDIQ) awards by Area of Coverage. We anticipate awarding up to four (4) new contractors for the Chugach NF and up to three (3) new contractors for the Tongass NF.
The original MATOC/IDIQ had an estimated not to exceed shared capacity of $25 million, with an ordering period of five (5) years. The current effort will also have the shared capacity of $25 million, however, the ordering period will correspond with the original awards, i.e. through 12/14/2027.

This amendment is to provide a summary of change and Q&As from the pre-bid meeting on July 25, 2024 (see SF 50). The Schedule of Items has been updated (see Amendment 1 - Solicitation Packet). New attachments are:

Attachment 10 - Drawings_Fram Parking Expansion 100 Percent;

Cut-off for questions (RFI's) to the solicitation remains Friday, August 9, 2024.
Date and time for receipt of offers remains August 19, 2024 by 16:30 AKDT.
