In reference to General Services Administration (GSA), Public Buildings Service (PBS) Energy Savings Performance Contract (ESPC) National Deep Energy Retrofit (NDER) Program for Round 6 II  for Southeast Sunbelt  posted May 10 2024, the following information is provided: 

A Notice of Opportunity (NOO) was issued to current Department of Energy (DOE) ESPC 2017 IDIQ holders on May 10, 2024. Interested DOE ESPC IDIQ holders were requested to submit a written response to the NOO to be considered for potential task order awards under the DOE ESPC program. The response requirements were outlined in the NOO. The down-selection process was conducted in a single slelection phase. Selection for the Priliminary Assessment(PA) does not guarantee a task order award. 

The DOE ESPC IDIQ contract holder  selected to proceed to the PA phase is as follows: 

Energy Systems Group( ESG), LLC was selected for Region 4 Southeast Sunbelt  to perform work in multiple buildings in Florida as indicated on Attachment A.

The proposed contract type is a single award Facilities Support Indefinite-Quantity contract with recurring work (firm-fixed price) and non-recurring work (indefinite delivery, indefinite quantity) Contract Line Item Numbers (CLINS).  It will be competitively procured using the policies and procedures of FAR Part 15, Contracting by Negotiation. 

The primary NAICS Code for this procurement is 561210 and the annual small business size standard is $47.0M dollars.

The contract term is anticipated to be a base period of one-year plus four one-year option periods, for a total contract performance period not to exceed five years.  The base year recurring work requirement will be the overall minimum guarantee.  If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under Federal Acquisition Regulation (FAR) clause 52.217-8 Option to Extend Services. 

This solicitation is advertised as a competitive 8(a) set-aside.  The Government will only accept offers from 8(a) certified firms. 

The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government.

The site visit is scheduled for Tuesday, April 30, 2024.

This is a Sources Sought request for information. Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy’s Command Aircraft Crew Training (CACT) program for academic and simulator training on the C-37A (a Navy configured Gulfstream G-V) aircraft.  This acquisition is necessary to facilitate pilot, maintenance personnel and flight attendant training in the C-37A Fleet.  Services being acquired under this contract require use of a Federal Aviation Administration (FAA), Level “D” (or higher) flight simulator.

NAWCTSD, Orlando, FL is the Contracting and Administrative agent for all CACT programs.  In accordance with this designation, NAWCTSD provides a contract vehicle and administrative support for training on the C-37A (Gulfstream G-V) aircraft. This requirement is a follow-on procurement for efforts competitively awarded to Flight Safety International (FSI): Contract number:  N61340-20-D-0002 (C-37A).  The existing contract is commercial, Firm Fixed Priced (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) Type, due to expire 30 Sept 2024. The size standard for this requirement is approximately $34 million.  

NAWCTSD intends to award in accordance with FAR Part 12 – Acquisition of Commercial Items.  A commercial, Firm-Fixed-Price (FFP) Requirements contract is anticipated with a 60-month ordering period commencing 01 Oct 2024. 

The estimated Request for Proposal release is 31 Mar 2024.  The estimated Award date is 30 September 2024.

The source sought notice is to determine potential and capable sources for this anticipated requirement: Laundry and Dry Cleaning services at the Naval Demonstration Flight Squadron, Blue Angels, Pensacola, FL. 

The attached DRAFT Performance Work Statement (PWS) contains detailed information on what is expected and the outcomes of a contractor's performance, qualifications, and associated tasks.
