INTRODUCTION
The Naval Air Warfare Center Training Systems Division (NAWCTSD) has the requirement to support the Naval Aviation Helicopter Training Program (Navy Helo) Curriculum Revision and Maintenance (R&M) program. This acquisition is necessary to ensure the currency and accuracy of the training programs curriculum and electronic classroom systems.

PROGRAM BACKGROUND
NAWCTSD, Orlando, FL is the contracting and administrative agent for Navy Helo Curriculum Revision and Maintenance Programs. In accordance with this designation, NAWCTSD provides a contract vehicle and administrative support for Navy Helo R&M Programs.
This is a follow-on procurement, in that prior Navy Helo R&M support had been provided via the open market Small Business Set-aside competition, Award N6134020C0021. The PACRM MAC TO will primarily focus on the sustainment piece of the ISD process for the supported platforms.
Market research was performed by issuing a PACRM MAC “Sources Sought” announcement to identify possible sources capable of meeting the requirement. The Sources Sought notification was published to the beta-SAM website on 13 Mar 2020. The intent of the notice was to ensure full consideration was given to all potential sources. Based on market research and the responses to the Sources Sought notification, the government determined that sufficient capabilities exist within the industry base to support a small business set-aside under the PACRM MAC. The NAWCTSD Office of Small Business Programs concurred with the set-aside determination. The PACRM MAC Small Business Coordination Record (DD 2579) was approved on 19 May 2020, supporting a Small Business Set-aside competition under North American Industry Classification System (NAICS) code 541330 for the PACRM, awarded 18 May 2021.
REQUIRED CAPABILITIES
Major performance standards under the PACRM consist of timely and accurate revision of curriculum and training system availability. Measurable outcomes of performance are contained in the Performance Work Statement (PWS) and in the Quality Assurance Surveillance Plan (QASP), which will be provided to the successful offeror and specifically measured during task order performance.
Site Manager (SM) - The SM shall provide the necessary functions to include but not limited to planning, controlling, leading, managing, resourcing, scheduling, and clerical support for all efforts.
Support Personnel - Staffing in the various disciplines required to cover all facets of curriculum revision and maintenance and/or development.
Subject Matter Expert (SME) – Staffing with extensive knowledge of the applicable weapons system to include operational performance capabilities and a complete understanding of security classification and mission sensitivity issues.
Instructional Systems Design Support – Services to include revision and maintenance of Government curriculum, management of Government approved Learning Management System (LMS), analysis and evaluation of curriculum materials, curriculum modifications, and incorporation of newly developed curriculum into existing training programs.
Training Delivery Systems (TDS) operation and maintenance - Performing scheduled and unscheduled preventive maintenance on the TDS hardware. Track and report the availability of all TDS equipment and maintaining TDS hardware.
Learning Resource Center (LRC) support – Personnel with experience operating computer equipment to manage student accounts and assist in the use and access to curriculum material.
Information Assurance /Cyber Security support – Services to ensuring proper operation, certification/accreditation, and Cyber Security adherence of all computer and electronic assets used in the delivery of associated curriculum. None of the Cyber Security requirement are out of line with current DoD Policies.
ELIGIBILITY
The PACRM MAC Contractor, applicable NAICS code for this requirement is 541330, small business size standard is $41.5 million as established at the time of offer for the basic PACRM IDIQ award. The Product Service Code is U099.
Small businesses interested in being the subcontractor for this effort, please be advised that the FAR 52.219-14 Limitations on subcontracting clause has changed. Deviation 2019-O0003 is now in effect which adds the definition of “Similarly Situated Entity” and changes the 50 percent calculation for compliance with the clause. Small business primes may now count work performed by similarly situated entities as if it were performed by the prime itself. The anticipated Acquisition Strategy is to award the PACRM MAC TO utilizing fair opportunity under FAR Subpart 16.505 under the auspices of the PACRM MAC. The purpose of this Market Research and Sources Sought Notice is to acquire information on the number and capability of qualified Small Business and Large Business firms interested in a prospective procurement of construction services at Mobile District Construction Division Florida Area Office. CONTRACTOR REQUIREMENTS: The anticipated performance period is from 5 April 2025 to 6 April 2025. All rented equipment shall be set up no later than 6:00 PM EST, Thursday 4 April 2025 and removed NLT 12:00 PM EST on 07 April 2025 in accordance with the terms and conditions of the resulting contract and the specifications and requirements, as specified within the attached PWS. The applicable North American Industry Class System (NAICS) 2022 code is 532289 – All Other Consumer Goods Rental. The small business size standard has an annual gross receipt of $12.5 million.
It is anticipated that the contract for services will be awarded as a firm fixed price contract in accordance with FAR 13. Vendors are encouraged to provide the Government with feedback of the draft PWS and anything that may require additional clarification.

CAPABILITY STATEMENT: Shall be limited to no more than five pages and shall clearly state the following: Capability in rental, set up, and breakdown of all white tents, tables and chairs, which should include the types and quantities indicated in the PWS or a similar scope and scale. Offerors who cannot provide historical information for their company should provide corresponding information to show how your company would meet the requirements. This information should provide a strong level of confidence to the Government that an offeror would meet or exceed the performance requirements.
In addition, answer the following:
(1) What types, sizes, and colors of tents are available for rent, and which would best suit the needs for a large-scale event/air show?
(2) Is there an industry standard minimum rental period or can the required delivery and pick up schedule referenced in the PWS be readily met?
(3) Are there any permits or regulations that need to be considered when setting up tents at the noted event venue?
(4) What provisions are in place in case of inclement weather, such as rain or strong winds, that may affect the tents?
(5) What is the protocol for addressing any issues or emergencies related to the tents, tables, and chairs during the event?
(6) What is the quality of the tents, tables, and chairs being rented, and are they well-maintained and in good condition?
(7) What is the total cost of renting the tents, tables, and chairs, including any additional fees for setup, delivery, or customization? Reference PWS for required quantities.

The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a
Request for Proposal (RFP) W912QR24R0010 for the alteration and renovation of
the existing 78,625 square foot LTC Luis E. Martinez ARC training building,
construction of a new 19,363 square foot collocated Area Maintenance Support
Activity (AMSA) and Vehicle Maintenance Shop (VMS), and new 50,747 square
foot Organizational Storage Building. Supporting facilities include land clearing,
building demolition, paving, concrete aprons, vehicle wash rack/platform, bilevel
equipment loading ramp, mobile kitchen trailer pad, SATS Trailer canopy,
fencing, general site improvements and utility connections. Accessibility for the
disabled will be provided. Antiterrorism force protection and physical security
measures will be incorporated into the design including maximum standoff
distances from roads, parking areas and vehicle unloading areas. Cyber Security
Measures will be incorporated into this project. Sustainability/Energy measures
will be provided. Facilities will be designed to a minimum life of 40 years in
accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy
efficiencies, building envelope and integrated building systems performance.
TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price
(FFP) contract. The North American Industrial Classification System Code
(NAICS) for this effort 236220. The Business Size Standard is $45M.
TYPE OF SET-ASIDE: This acquisition will be an unrestricted (Full and Open) procurement.
SELECTION PROCESS: This is a Design/Bid/Build procurement. The proposals
will be evaluated using a Best Value Trade Off source selection process. Past
performance and technical information contained in the Offeror's proposal will
be reviewed, evaluated, and rated by the Government. The proposal for this
procurement, at a minimum, will consist of the following: Prime Contractor Past
Performance, Technical Factor(s) such as management plan, and Price and Pro
Forma Information such as bonding and financial capability will also be required
to meet the minimum requirements of the solicitation. All evaluation factors,
other than price, when combined, are considered approximately equal to cost or
price.
CONSTRUCTION MAGNITUDE: The magnitude of this construction project is
anticipated to be between $25 million and $100 million in accordance with
DFARS 236.204.

The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective bidders for a potential fiscal year (FY) 2024 award of the aforementioned project. The purpose of this synopsis is to gauge of interest, capabilities and qualifications of various members of the Dredging Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors.
The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville Districts anticipates the issuance of an Invitation for Bid (IFB). No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested.
The Jacksonville District of the US Army Corps of Engineers is seeking interested bidders for a project work that consist of dredging 350,000 cubic yards of material from the existing borrow area off the coast of Fort Pierce Beach. This material will be placed on the beach between R-34 and R-39. Work also includes but is not limited to environmental species monitoring, sea turtle trawling (hopper dredges only), turbidity monitoring, beach tilling, beach fill quality control, screening, MEC construction support, and vibration control and monitoring.
The Estimated Magnitude of construction is between $10,000,000 and $25,000,000.
The project will have an estimated period of performance of 130 calendar days after receipt of the Notice to Proceed (NTP). The contractor shall begin performance within 60 calendar days of NTP and be off the beach NLT 15 May 2025 for Area B and 30 May for Area A. Final cleanup of the premises shall be complete and ready for use by 30 June 2025.

The Fleet Readiness Center Southeast (FRCSE) Jacksonville safety department is required to inspect, maintain and replace all automated external defibrillators (AED’s) devices within the organization and ensure that each device complies with the cognizant regulations and policies that covers its operation. The contractor shall provide brand-name Zoll AED 3 units in accordance with Section C of the attached Request for Quote (RFQ) N6852025R0017. The Logistics Readiness Center – Miami has a requirement for the lease of two (2) forklifts for warehouse operations. NAWCTSD has comprehensive simulation and training systems responsibilities ranging from research and technology base development through system acquisition and life cycle support. The Research and Engineering Competency is NAWCTSD’s arm of the laboratory system. Its mission is to plan and perform a full range of directed R&D in support of Naval training systems. The work covers the broad spectrum of training simulation technology as applied across mission areas and all stages of training. It is intended that programs under the BAA include Fundamental research related to this mission. “Fundamental Research” means basic and applied research in science and engineering, the results of which ordinarily are published and shared broadly within the scientific community, as distinguished from proprietary research and from industrial development, design, production, and product utilization, the results of which ordinarily are restricted for proprietary or national security reasons.
The requirement for R&D conducted under this BAA is to explore unique training techniques incorporating innovative behavioral and engineering technologies, which are needed for more effective and/or less expensive training systems. Technology products may include empirical research, software and computer models, test beds and proof of concept demonstrations. Projects should provide insight to NAWCTSD personnel to optimize the use of training systems. Research areas that are described in the remainder of this chapter are important, but other R&D topics supporting training systems may also be considered. SOURCES SOUGHT ANNOUNCEMENT FOR DIVER COOLING SYSTEM IN CONTAMINATED WATER
The Naval Surface Warfare Center Panama City Division (NSWC PCD) is seeking information on commercially available cooling systems to be worn by US NAVY Divers in contaminated waters. Contaminated water is defined as water that contains any chemical, biological, or radioactive substance that poses an acute or chronic health risk to exposed personnel.
The cooling system should be capable of integrating with existing contaminated water diving equipment worn by the diver including Viking™ HAZTECH and HD dry suits, full body wetsuit, KM 97 with and without neck dam connection, or Full-Face Mask (FFM). The cooling system would ideally function in surface supplied, “free swimming” or untethered, and topside standby diver configurations. The cooling system should be capable of reducing thermal burden to sustain the following work rates:

PROJECT SUMMARY: Contractor will renovate two designated portions on the third floor of Building 1, Main Hospital, in order to relocate the Sleep Lab and the Prosthetics Administrative Offices. The Sleep Study Rooms within the Sleep Lab will be designed with higher Sound Transmission Class (STC) ratings for the walls and doors to create a quiet room environment and will be organized to resemble a typical bedroom layout for the patient. Both the Sleep Lab and the Prosthetic Administrative Offices will be designed to comply with requirements of the National Fire Protection Association (NFPA) 101 Life Safety Code along with the Architectural Barriers Act (ABA) Standards including the VA supplement Barrier Free Design Standard.
