The contractor shall provide all labor, supervision, management, materials, equipment (such as cabling,  duct work and power generation) for the rental, delivery, and maintenance of HVAC units.  The HVAC units shall be self-supported units with hoses hooked to erected 16’x 32’ GP medium tents with diesel generators. The contractor shall provide a separate self-supported HVAC system to each of the four (4) GP Medium tents.

 Each HVAC unit shall heat/cool the 16’x 32’ GP Medium tents with insulated rating of R1, dirt base flooring, and interior temperature range between 72 and 78 degrees Fahrenheit at all times. The 16 personnel staying in the GP Medium tents will provide constant travel in and out of the tent. The HVAC units shall have the capability to feed two (2) 20” tent penetration points. The penetration points are on one end of the tent, approximately 2-foot above the ground

THIS IS A Sources Sought Notice ONLY. A need is anticipated for a new construction MA IDIQ requirement to support DPW located at Fort Knox, Kentucky. The mission is to provide a broad range of real property repair and construction at Fort Knox that is required to support Army readiness, sustain the Warfighter Force and current/future mission requirements. These requirements will be achieved through the implementation of Task Orders (TOs) issued under the terms of the contract. The magnitude of the anticipated project is approximately between $100,000,000.00 and $250,000,000.00 for a five-year ordering period.

The Government currently contracts for these services under contract W9124D-21-D-0004, W9124D-21-D-0005, W9124D-21-D-0006, W9124D-21-D-0007, W9124D-21-D-0008, W9124D-21-D-0009, W9124D-21-D-0010. The current contract is a combination of a Job Order Contract and a Multiple Award, Task Order Contract. The new contract is going to be a MA IDIQ contract.

 In response to this sources sought, please provide:

1. Name of the firm, point of contact, phone number, email address, Unique Entity ID (UEI), CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

3.  What percentage of work will be performed by the small business prime contractor and all similarly situated entity subcontractors?  Note: In accordance with FAR 52.219-14 Limitations on Subcontracting (Deviation 2021-O0008).

4.  Type(s)/certifications(s) of proposed subcontractors (for example, SDB, 8(a), HUBZone, SDVOSB, or WOSB).

5.  Information on the financial capacity of your business to meet financial obligations (i.e. payroll, payment of subcontractors, etc.). Please include your bonding capacity/capability, to include the single project and aggregate limits.

6. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns.

7. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. The proposed project is for the construction (Design/Bid/Build) of an approximately 132,000 SF Aviation Support Facility (ASF) at Ft. Knox, Kentucky. The project will meet the standards of the current design requirements which include Aircraft Maintenance Hangar, Administrative Offices, Aircraft Structural Repair, Aircraft Power Plant Repair, Electrical/Avionics Repair, Blade Repair, Supply Warehouse, Ground Support Equipment (GSE) covered storage, Associated Support Items of Equipment (ASIOE) covered storage, POL/HAZMAT storage building, and hangar access aprons. Project also includes fire protection and alarm systems, information systems, intrusion detection system installation, and energy monitoring control systems connection. Sustainability, Energy and Cybersecurity measures are included. Demolish, replace, and relocate the existing military equipment park/organizational vehicle parking. Supporting facilities include selective demolition, site development, utilities and connections, exterior lighting, paving, walks, curbs and gutters, storm drainage, information systems, landscaping, security fencing, and signage. Heating and air conditioning will be provided by self-contained system. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related to interior design services are required. Access for individuals with disabilities will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Air Conditioning (Estimated at 666 kWr/189 Tons). Dispose/Demolish 2 buildings at Fort Knox, KY (3,384 Total SF).

Update 26 November 2024: The Government is currently reviewing questions submitted in response to the solicitation. The U.S. Army Contracting Command – Orlando, on behalf of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Product Manager Forces Training Systems (PdM FTS), seeks proposals in support of the following requirement.  

Special Operations Forces Training, Engineering and Maintenance Support (SOF TEAMS) IV seeks to provide hardware and software maintenance, logistics, administration, and minor engineering enhancements to the Training Aids, Devices, Simulators, and Simulations (TADSS) effort that supports the 160th Special Operations Aviation Regiment (Airborne) (SOAR(A)), located at Fort Campbell, KY. The Special Operations Aviation (SOA) TADSS supports the unique mission of the 160th SOAR(A) to equip, train, validate and employ SOA forces worldwide in support of contingency missions, the Joint Task Force Commander, and Theater Special Operations Commands. The TADSS support both real-world mission rehearsal, incident investigation and rated / non-rated aircrew training requirements.

This solicitation is being solicited Full and Open under NAICS Code 541330 Exception 01 (Military and Aerospace Equipment and Military Weapons), with a Small Business Size Standard of $47.0M. The applicable Product Service Code (PSC) is J069 (Maintenance, Repair, and Rebuilding of Equipment- Training Aids and Devices). The resultant C-Type contract will be for five years and will include a 12-month base with four (4) 12-month options.
