Summary of Work
This project aims to modernize the 15kV switchgear system in Powerhouse 1 (PH1) at Ft Peck Project. The medium voltage switchgear is original equipment that has been in service since the late 1940s, with decreasing reliability, operational risks due to obsolete parts and age, and does not meet modern safety standards for working clearances or arc flash mitigation.
The scope of this project involves replacing the existing medium voltage switchgear with a modern system that maintains existing system flexibility. The new medium voltage switchgear will include generator and bus sectionalizing circuit breakers located in Powerhouse 1, and new outdoor circuit breakers located in Switchyard 1. This is a Special Notice regarding the upcoming solicitation for the Idaho, Montana, and Surrounding Areas Multiple Award Task Order Contract (MATOC). MATOC Offerors will be asked to submit a price on the proposed sample project designated MT NP GLAC P HQ(3), GLAC HQ Parking Area Rehabilitation, Phase 3. The sample project will not be awarded and offerors will not be required to perform the sample project. The sample project will be evaluated by price only.
The attached preliminary plans are for the sample project, MT NP GLAC P HQ(3), GLAC HQ Parking Area Rehabilitation, Phase 3, and are being provided to aid in identifying the location and type of work for this project to aid in submitting a price proposal in response to the Idaho, Montana, and Surrounding Areas MATOC. The MATOC will be advertised during a period when viewing of the sample project site may not be possible due to snow. Therefore, prospective Offerors are encouraged to view the project site during fall as conditions permit. This project consists of remodeling specified areas of Building 24 Lolo National Forest Headquarters at Fort Missoula. The work will include remodeling the south wing on the upper floor to accommodate Missoula Dispatch which is currently operating at 14th and Catlin. THIS PRESOLICITATION NOTICE IS ISSUED FOR INFORMATIONAL PURPOSES ONLY TO PROVIDE AN OPPORTUNITY FOR VENDORS TO ASSESS THE PROJECT SITE PRIOR TO INCLEMENT WEATHER OR SEASONAL CLOSURES AND PRIOR TO ISSUANCE OF THE SOLICITATION. PROJECT DESCRIPTION: The intent of the contract is to remove and replace an existing trail bridge and substructure elements on Trail 101, milepost 3.1 on the Ninemile Ranger District, Lolo National Forest, within the Great Burn Proposed Wilderness. The structure is located in Section 19, Township 13 North, Range 25 West, Mineral County, Montana. The contractor is to furnish the replacement trail bridge structure and substructure.
This project includes, but is not limited to, removing and disposing of the existing trail bridge and substructure elements, structural excavation and installation of foundation components, furnishing, loading, hauling and erecting the bridge, adjustment of adjacent trail grades to match design plans, and all other incidental items necessary to complete the work according to the contract. This project is located within a proposed wilderness area therefore a list of Resource Protection Measures and Restricted Equipment is required for this project
PROJECT LOCATION: The project can be accessed by traveling 37 miles west of Missoula on Interstate 90. Take the Fish Creek Exit #66. Follow Fish Creek Road #343 south to West Fork Fish Creek Road #7750. Follow Road #7750 to the end at Clearwater Crossing Campground. The project is located on Trail 101 at milepost 3.1.
PERIOD OF PERFORMANCE: The contractor may elect to begin work post-award in either 2025 or 2026, but not both. All work must be completed within the chosen year’s construction season. In-stream work is only permitted from July 15th to September 1st of chosen performance year.
All work items must be completed by September 15, 2025, if 2025 performance year is chosen, or September 15, 2026, if 2026 is chosen.
MAGNITUDE OF CONSTRUCTION (per FAR 36.204(b)): Between $500,000 and $1,000,000.

PROJECT: MT FLAP BOR 2980(1), Sun River Bridge Replacement
LOCATION: 50 miles NW of Augusta, MT
WORK: The work consists of building a new bridge about 200 feet downstream of the existing bridge, with new approach. The approaches are on embankments and MSE wall approaches. Final surfacing will be gravel for approaches and concrete on the bridge.
The project includes construction of a 3 span, 462-foot long precast-post-tensioned girder bridge with a precast concrete deck. Abutments are founded on both spread footing and piles within an MSE wall fill. Piers are supported on 10 foot diameter drilled shafts. The work may include as an Option demolition of the existing steel truss bridge upon completion of the new structure.
