The United States Property & Fiscal office - Montana, Montana Army National Guard (MTARNG) is seeking current and relelvant experience, personnel with the capability to perform Full Food Service Support of the Montana Army National Guard training facility in Fort Harrison, MT.  The facility is a State of Montana owned facility that is used by the MTARNG.  This is not a request for offers or proposals, but is a survey of the market for inital sources.  No reimbursement will be made for any costs associated with providing infomration in response to this announcement or any follow-up information requests.  Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any are issued.  If a solitcitation is released, it will be synopsized on the Government Wide Point of Entry (GPE).  It is the responsibility of potential offerors to monitor the GPE for additional information on the requirement.  Offerors will be required to be registered in SAM.gov. SOURCES SOUGHT NOTICE

This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable.

INDUSTRY DAY FOR FT PECK POWERHOUSE 1 CUBICLE ROOM 15KV SWITCHGEAR UPGRADE

The Ft Peck Powerhouse 1 Cubicle Room 15kV Switchgear Upgrade Industry Day has been scheduled for 19 Nov 2024 at 1000 hours Central Time. This notice does not constitute a solicitation. This announcement and the Industry Day event are for planning purposes only. Response to this notice is strictly voluntary. The Government will not reimburse any party attending or participating for costs incurred for this event or marketing efforts.

In addition to reviewing scope of work and various solicitation areas, the government will address pressing topics identified during market research. The DRAFT solicitation package has been posted to sam.gov at this time. The comment period will close on or about 19 Nov 2024.  A full agenda will be posted to sam.gov no later than 12 Nov 2024.

Summary of Work

This project aims to modernize the 15kV switchgear system in Powerhouse 1 (PH1) at Ft Peck Project.  The medium voltage switchgear is original equipment that has been in service since the late 1940s, with decreasing reliability, operational risks due to obsolete parts and age, and does not meet modern safety standards for working clearances or arc flash mitigation.

The scope of this project involves replacing the existing medium voltage switchgear with a modern system that maintains existing system flexibility. The new medium voltage switchgear will include generator and bus sectionalizing circuit breakers located in Powerhouse 1, and new outdoor circuit breakers located in Switchyard 1. The new switchgear will also include:

  • 15kV Metal-clad switchgear and circuit breakers with instrument transformers (current and rack-out potential transformers).
  • 15kV Outdoor circuit breakers with instrument transformers, 15kV disconnect switches, and 15kV aluminum bus system.
  • Power, protection, control and annunciation cabling between switchgear and Control Room.
  • Control board modifications of the mimic bus, metering equipment and control switches.
  • Revisions to existing protective relaying and synchronization schemes.
  • 15kV Bus differential protection.
  • New 15kV, 4000A cable bus to connect the 15kV switchgear in the Cubicle Room to the new 15kV breakers in Switchyard 1.
  • New feeders from new 15kV circuit breakers in Switchyard 1 to transformers KX5A, KV7A, KZ2A, KY4A and the new reactors.

Additional items include procurement and installation of two new 15kV, 12MVA reactors, and replacement of cable trays in the cable tunnel from Powerhouse 1 to Switchyard 1.

The Contractor MUST provide the following services:

This is a Special Notice regarding the upcoming solicitation for the Idaho, Montana, and Surrounding Areas Multiple Award Task Order Contract (MATOC). MATOC Offerors will be asked to submit a price on the proposed sample project designated MT NP GLAC P HQ(3), GLAC HQ Parking Area Rehabilitation, Phase 3. The sample project will not be awarded and offerors will not be required to perform the sample project. The sample project will be evaluated by price only.

The attached preliminary plans are for the sample project, MT NP GLAC P HQ(3), GLAC HQ Parking Area Rehabilitation, Phase 3, and are being provided to aid in identifying the location and type of work for this project to aid in submitting a price proposal in response to the Idaho, Montana, and Surrounding Areas MATOC. Project Description: The intent of the contract is to provide for the construction and completion of the work described. Furnish all labor, equipment, tools, transportation, and supplies necessary to complete the work according to the contract.

The elevation of the fence fluctuation is approximately 1000 feet in areas. The topography of the fences varies from extremely steep and rocky to fairly level but rocky. The landscape ranges from grassland/shrubland to Douglas fir timber stands.

The Eagle Rock Ranch Fence is approximately 7 miles south of Wise River, Montana, just off the Pioneer Mountains Scenic Byway.  General elevation of the project area varies from approximately 6,100 feet.  The fence areas are fairly flat.  The landscape ranges from pasture to Douglas fir timber stands.

THIS PRESOLICITATION NOTICE IS ISSUED FOR INFORMATIONAL PURPOSES ONLY TO PROVIDE AN OPPORTUNITY FOR VENDORS TO ASSESS THE PROJECT SITE PRIOR TO INCLEMENT WEATHER OR SEASONAL CLOSURES AND PRIOR TO ISSUANCE OF THE SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL/QUOTE OR BID. The Forest Service anticipates issuing a full solicitation at a time when the project site will be unavailable due to seasonal closures/weather. Interested vendors are encouraged to visit the site (see information below for specific site visit tour) for a full understanding and, if desired, take photos or videos.

PROJECT DESCRIPTION:  The intent of the contract is to remove and replace an existing trail bridge and substructure elements on Trail 101, milepost 3.1 on the Ninemile Ranger District, Lolo National Forest, within the Great Burn Proposed Wilderness. The structure is located in Section 19, Township 13 North, Range 25 West, Mineral County, Montana. The contractor is to furnish the replacement trail bridge structure and substructure.

This project includes, but is not limited to, removing and disposing of the existing trail bridge and substructure elements, structural excavation and installation of foundation components, furnishing, loading, hauling and erecting the bridge, adjustment of adjacent trail grades to match design plans, and all other incidental items necessary to complete the work according to the contract.  This project is located within a proposed wilderness area therefore a list of Resource Protection Measures and Restricted Equipment is required for this project

PROJECT LOCATION:  The project can be accessed by traveling 37 miles west of Missoula on Interstate 90. Take the Fish Creek Exit #66. Follow Fish Creek Road #343 south to West Fork Fish Creek Road #7750. Follow Road #7750 to the end at Clearwater Crossing Campground.  The project is located on Trail 101 at milepost 3.1.

PERIOD OF PERFORMANCE:  The contractor may elect to begin work post-award in either 2025 or 2026, but not both. All work must be completed within the chosen year’s construction season. In-stream work is only permitted from July 15th to September 1st of chosen performance year.   

All work items must be completed by September 15, 2025, if 2025 performance year is chosen, or September 15, 2026, if 2026 is chosen.

MAGNITUDE OF CONSTRUCTION (per FAR 36.204(b)):  Between $500,000 and $1,000,000. 

BONDING:  All offerors will be required to provide a Bid Bond (20%) with their proposal submission.  Performance and Payment Bonds (100% each) will be required of the successful awardee.

FORMAL SITE VISIT:  A formal site visit will be conducted on Thursday, October 17, 2024.  Anyone interested in attending, meet at the West Fork Fish Creek Trailhead (directions above) at 0930 on October 17th.  Contractors shall notify the Government via email to alisha.knaub@usda.gov no later than COB Tuesday, October 15, 2024 if attending.

PROJECT: MT FLAP BOR 2980(1), Sun River Bridge Replacement

LOCATION:  50 miles NW of Augusta, MT

WORK: The work consists of building a new bridge about 200 feet downstream of the existing bridge, with new approach.  The approaches are on embankments and MSE wall approaches.  Final surfacing will be gravel for approaches and concrete on the bridge.

The project includes construction of a 3 span, 462-foot long precast-post-tensioned girder bridge with a precast concrete deck. Abutments are founded on both spread footing and piles within an MSE wall fill. Piers are supported on 10 foot diameter drilled shafts.  The work may include as an Option demolition of the existing steel truss bridge upon completion of the new structure.

The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit sealed bids for construction activities associated with the repair of the Wapati Reservoir dam embankment and for construction activities associated with the repair of spillway and dam embankments for the Taint Reservoir, Paleface Reservoir, and Whiteface Reservoir. The 2025 Phillips Reservoirs Repair project contains four existing reservoirs that need repair work to avoid future failure. All four reservoirs are located in South Phillips County approximately 60 miles south of Malta, Montana.

BLM will issue Solicitation Number 140L3625B0001 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include, but are not limited to:

* TAINT RESERVOIR
* The spillway for this reservoir is severely headcut, with failure expected if not repaired. Repair work consists of spillway reconstruction and dam embankment repair. Remove existing culvert at primary spillway and replace with new. Knock down and contour spillway headcutting and line with permanent erosion control. Build riprap headwall at each end of culvert and riprap stilling basin at outflow. Construct new auxiliary spillway and dike and riprap area of discharge. Build up the upstream face and crest of dam embankment and extend dam embankment to new auxiliary spillway dike. Replace topsoil, spread compost, and reseed new dikes and new spillways.

* PALEFACE RESERVOIR
* The spillway for this reservoir is severely headcut, with failure expected if not repaired. Repair work consists of construction of new spillway, closing off the existing spillway, and dam embankment repair. Excavate new spillway to the left of the existing dam embankment. Line new spillway with permanent erosion control. Remove culvert at existing primary spillway. Build a new dike to plug the existing spillway. Knock down headcutting at existing spillway and fill to match existing downstream slope of the adjacent dam embankment. Build up the upstream face and crest of dam embankment. Riprap base of new spillway. Replace topsoil, spread compost, and reseed new dike and new spillway.

* WHITEFACE RESERVOIR
* The spillway and secondary spillway for this reservoir have severe and large-scale headcutting. Repair work consists of repairing and rebuilding the existing primary and auxiliary spillways, and dam embankment repair. Fortify each end of the existing primary spillway culvert with riprap headwalls. Knock down headcutting and contour the area below the culvert discharge. Build a riprap stilling basin and line the contoured downstream with permanent erosion control. Knock down and contour the headcutting below at the auxiliary spillway and line with permanent erosion control. Build up the upstream face and crest of the embankment dam. Build up the crest of the auxiliary spillway with a flow control dike. Replace topsoil, spread compost, and reseed all contoured spillway surfaces and new dike.

* WAPATI RESERVOIR
* The dam embankment for this reservoir has a large slide on its downstream face and severe wave action erosion on its upstream face. This is dam embankment is in imminent failure. Repair work consists of repairing a large slide in the downstream face of the dam embankment and upstream dam embankment repair. Excavate the full extent of the slide below and beyond the slide plane on all sides to completely remove the slide area. Rebuild the dam embankment. Install permanent erosion control on the upstream face of the rebuilt dam embankment. Replace topsoil, spread compost and reseed the crest and downstream face of the dam embankment.

Pursuant to Part 14 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue an Invitation for Bids (IFB) on or around December 3, 2025. The estimated price range of this acquisition is between $250,000 and $500,000. BLM anticipates issuing the IFB under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237990 and the associated Small Business Size Standard is $45.0 Million.

Reservoir water levels can vary in accordance with local seasonal conditions. Furthermore, several of the reservoirs to be repaired in this project have severe spillway head cuts. Consequently, the Government strongly urges offerors to inspect the sites to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award. An organized site visit is currently planned for Thursday, December 12, 2024, at 10:00 am local time. If the weather is too inclement for a field visit to the four reservoirs, BLM will provide a presentation in the Malta Field Office conference room with additional pictures and/or videos. This presentation will then be added to the solicitation package via an amendment. Section L, Clause 52.236-27 ¿ Alternate I will have the detailed information for the site visit.

A single contract award will be made to the responsible offeror that submits the lowest priced, responsive bid in accordance with the Federal Acquisition Regulations. A firm-fixed priced contract is contemplated. Sealed bids will be due on or around January 8, 2025, at BLM's Malta Field Office, 501 South 2nd St East, Malta, Montana.

The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 120 calendar days. The time stated for completion shall include final cleanup of the premises. Due to various environmental concerns, onsite work cannot begin prior to July 15, 2025, and must be completed prior to November 15, 2025.

If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
