The General Services Administration (GSA) has a need to hire a contractor for Back Lot Security Fencing Project at the Joseph P. Kinneary U.S. Courthouse 85 Marconi Blvd Columbus, Ohio 43215. The project consists of the following:
Perimeter security fence and vehicular access gate, parking lot re-surfacing, additional security infrastructure, and miscellaneous site work at the existing northwest employee parking lot at the Joseph P. Kinneary U.S. Courthouse.
The performance period is 90 calendar days upon receipt to Notice to Proceed.
The anticipated award is on or about September 2024. The estimated construction cost range is between $1,000,000 and $5,000,000. The NAICS code is 236220 with a small business size standard of $45 million.
In addition to the construction opportunity reflected herein, GSA is seeking suppliers and manufacturers that are interested in supplying low embodied carbon asphalt, concrete (and cement), glass and steel materials for the project. Suppliers and manufacturers of materials meeting GSA’s Inflation Reduction Act Low Embodied Carbon asphalt, concrete (and cement), glass and steel requirements may submit an Expression of Interest to the contact below no later than June 5, 2024
Expressions of Interest should indicate materials available and global warming potential values reflected in materials’ environmental product declarations. Submission of an expression of interest grants GSA your permission to publish your firm’s contact information and offerings for use by potential offerors on GSA construction requirements. Supplier and manufacturer contact information will be published in an informational amendment issued by GSA and, potentially, in other fora.
By participating in the competition, offerors consent to unrestricted GSA use of supplier names and the GWP values associated with supplier materials. Such information may be disclosed publicly or used to inform other low embodied carbon procurement activities. Technical solutions, supplier pricing, and supplier-offeror terms and conditions will not be shared. This is a synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Number FA8604-25-R-B002 is issued as a Request for Proposal (RFP). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2024-03/02-23-2024 and DPN 20240326. This acquisition is 100% 8(a) set aside. The NAICS CODE for this solicitation is 238210. This solicitation is subject to FAR Clause 52.219-14, “Limitations on Subcontracting (DEVIATION 2021-O0008).” FAR Clause 52.219-14 states that, for “Supplies, (other than procurement from a non-manufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded.”
This RFP has twenty-four (24) line items. The contractor shall provide sound management, installing, upgrading, re-routing, terminating, testing and removal of communications cable infrastructure/ installation support services to defense activities at all areas of Wright- Patterson Air Force Base (WPAFB), Ohio as identified in the individual Task Orders (TO). All solicitation attachment will be posted at the following location: http://www.SAM.gov.
Contract Completion is required within 1,825 days from date of award. FOB point is Destination (e.g., Wright-Patterson AFB, Ohio). Evaluation will be based on Lowest Price Technically Acceptable (LPTA).
The contractor must be registered in SAM prior to award. The Government will make an award from this request for proposal to the technically acceptable, responsible offeror whose proposal offers the lowest price to the Government. The Government reserves the right to not make an award at all.
All proposals are due by 3:00 PM Eastern Daylight Time on 31 December 2024.
Any proposal, modification, or revision that is received at the designated Government office after the exact time specified for receipt of proposals is “late” and will not be considered.

The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue Request for Proposal (RFP) W912QR25R0015 to renovate 8,400 square feet across multiple laboratories in Facility 20071 to expand interior space, upgrade security, and modernize research space. The project includes construction of second floor areas in 1,2,6 & 7 STANDs. Existing machine shop equipment presently located in 2-STAND will be relocated to 7 STAND. Renovation of 6 & 7 STANDs includes removal/repair of concrete floors and installation of new vibration-isolated floors slabs in 7-STAND.
STAND = A research cell within a building and is the name used to differentiate between the respective labs/cells.
The mechanical support space located between 6 & 7 STANDs will be renovated to include the additional of new restrooms on the first floor and administrative space on the second floor. The second floor area will be extended to connect with the northern exterior wall. Upgrades to 6 & 7 STANDs includes installation of new HVAC and roof repairs.
Renovations also include upgrades to 1 & 2 STANDs and 6 & 7 STANDs as Special Access Program (SAP) areas in compliance with ICD 705 standards, including installation of Intrusion Detection Systems (IDS) and Access Control Systems (ACS).
To minimize the impact on operations, Building 71 will be renovated in two phases. Part 1 will include demolition and renovation of the 6 & 7 STANDs.and the 6-STAND administrative space shall be construction as a secure space with a single perimeter.
Part 2 will include demolition and renovation of 1 & 2 STANDs, the 1-STAND administrative space, the 2-STAND administrative space, and a new security office space in 3-STAND. These areas shall also be constructed as a secure space with a single SAP perimeter. The new SAP perimeter shall combine with the existing SAP perimeter, which includes 3 & 4 STANDs. Part 2 work may not begin until after Part 1 has been completed, turned over to the government, and the government has moved out of 1 & 2 STANDs.
The Contract Duration is estimated at eight hundred forty (840) calendar days from Contract Notice to Proceed. The actual Period of Performance will be identified in the solicitation.
TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed- Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction.
TYPE OF SET-ASIDE: This acquisition will be a 100% total Small Business set-aside competitive procurement.
SELECTION PROCESS: The proposals will be evaluated using a Single-Phase Best Value Tradeoff source selection.
CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000 in accordance with DFARS 236.204. The target ceiling for contract award is $11,000,000 based on the funds made available for this project. The Government cannot guarantee that additional funds will be available for award. Offerors are under no obligation to approach this ceiling.
The purpose of this Amendment No. 2 is to provide Government responses to industry questions (See RFP Attachment 8 dated 2024 12 09). As a result, revisions to GREAT Support PWS/Solicitation Sections A-J and RFP Appendix 1 Solicitation Sections K-M are attached. In addition, RFP Appendix 1, Solicitation Sections K-M paragraph L.4.2.4 is hereby revised.
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information, included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. The solicitation is conducted as a commercial procurement using FAR Part 15.3. This notice is expected to result in award of a Labor Hour (LH) and Time & Materials (T&M) contract for commercial services to the responsible offeror who submits a proposal that: (1) conforms to the requirements, (2) complies with the minimum requirements stated in the Performance Work Statement (PWS) as evidenced by providing a complete description of the service provided, and (3) that submits a proposal in accordance with Sections L&M of the solicitation, provided that the price is determined to be fair and reasonable.
The scope of this requirement is to provide support services for the Air Force Insitute of Technology (AFIT) educational and research missions (previously referred to as Faculty and Technical Support (FATS)). The contractor shall be responsible for providing administrative, programmatic and technical assistance to educational and research activities. The contractor shall provide support for the development and delivery of graduate and continuing education courses. The contractor shall assist with on-going graduate-level research efforts, with emphasis in high-powered lasers, optics, remote sensing, cyberspace, modeling & simulation, advanced navigation, hypersonics, nuclear, quantum computing, fast-lasers, and space-related technologies. Contract Specialist shall verify company information is accurate and current in the System for Award Management (SAM). Offerors must be registered in SAM without exclusion when quote is received by the Contracting Office.
All quotes must state at a minimum list the unit price, discount/payment terms, FOB terms (if applicable), delivery time after receipt of award, and expiration date of quote. Offerors are responsible for ensuring their quote has been received and is legible. Verbal quotes will not be accepted. PLEASE SUBMIT your Empire Abrasive Blast Equipment Authorization Distributor letter with your quote. If authorization is not received with quote, quote will be deemed as insufficient.

The Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base has a requirement to purchase a box calibrator system, tele-pole jig for ports, air compressor for cylinder actuation, National Institute of Standards and Technology (NIST) traceable Cesium 137 calibration sources used to calibrate Dose Rate radiation instrumentation for the 711th HPW/OE at Wright-Patterson Air Force Base, Ohio.
This is a Sources Sought (SS)/Request for Information (RFI) only. This is NOT a presolicitation or Request for Quote (RFQ) and is not to be construed as any commitment by the Government. This notice does not obligate the Government to award a contract and or pay for any quote preparation costs. The Government will not accept quotes at this time. This notice is not an offer by the Government to enter into a contract or any agreement. Interested Small Business concerns must identify to the Contracting Officer their interest and full capability to satisfy the Government's requirement by closing date listed. Responses will allow the Government to conduct an initial review of market capabilities in support of requirements identified in the attached Statement of Work dated 14 November 2024.

2. Requirement: The scope of this project is to provide materials and install a public address with corresponding server that will provide coverage of the National Museum of the United States Air Force (NMUSAF) in buildings 489, 487, 494, 495, & 497, exterior of campus, parking lots, Command Section, Entrance Hall, Kettering Hall, both cafés, and gift shop.
3. Period of Performance: The Period of Performance (POP) is within 120 days after receipt of award.

MSDEW ARA will develop sensors and systems supplies to meet the need for the national defense for improved joint lethality in contested environments, the ability to strike diverse targets inside adversary air and missile defense networks, and support a force which can deploy, survive, operate, maneuver, and regenerate in all domains while under attack. The program advances the Air Force EW (signal) capabilities to meet the need for the national defense and requires acquisition of aeronautical supplies, parts, accessories and designs for experimental and test purposes. These above strategic objectives will be accomplished through design, modeling, simulation and analysis (MS&A), experimentation, testing, and demonstration of multi-spectrum threat warning and countermeasures sensors, systems and technologies. This ARA will be open for Calls through 13 Jul 2027.
UPDATED November 2024: This solicitation update removes all references to Call 01 as that call is closed; extends the close date for the ARA for two years until 13 Jul 2027; adds the Security Risk Review - AFRLI 61-113 and appendices; and updates the primary and second points of contact (POCs).
The objective of this effort is to establish and maintain a consortium of organizations to perform research, development, testing, and evaluation (RDT&E) to advance the state of the art in dual-use robotics and automation technologies of interest to the OAF. With the consortium established, the performer will work in close collaboration with the Air Force Research Laboratory (AFRL) to assemble best of breed teams to develop, mature, deliver, and commercialize dual-use technical solutions for robotics and automation challenges.
