This is a synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Number FA8604-24-R-B014 is issued as a Request for Proposal (RFP). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2024-03/02-23-2024 and DPN 20240326. This acquisition is 100% set aside for small business. The NAICS CODE for this solicitation is 333922. This solicitation is subject to FAR Clause 52.219-14, “Limitations on Subcontracting (DEVIATION 2020-O0008).” FAR Clause 52.219-14 states that, for “Supplies, (other than procurement from a non-manufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded.”
This RFP has nineteen (19) line items. The performance, design, fabrication, installation, and test requirements for a Storage Aid System at Wright-Patterson Air Force Base, Ohio. All solicitation specifications/drawings will be posted at the following location: http://www.SAM.gov.
Contract Completion is required within 240 days from date of award. FOB point is Destination (e.g., Wright-Patterson AFB, Ohio). Evaluation will be based on Lowest Price Technically Acceptable (LPTA).
The contractor must be registered in SAM prior to award. The Government will make an award from this request for proposal to the technically acceptable, responsible offeror whose proposal offers the lowest price to the Government. The Government reserves the right to not make an award at all.

The Air Force Research Laboratory, Aerospace Systems Directorate (AFRL/RQ) is seeking information on approaches to effectiveness-based military capability development (EBMCD). EBMCD is the process of finding an optimal integrated system
(or system-of-systems) solution that best accomplishes an engagement, mission effect, or campaign goal. It merges two concepts, operational analysis (OA) and system-level physics-based multidisciplinary analysis and design optimization (MDAO). Specific
interest is EBMCD for integrated OA at the mission level along with airframe, propulsion, and power & thermal management systems. Multi-fidelity (low, medium, high) physics based analysis and coupling for the design of integrated airframe, propulsion, and power & thermal management system disciplines is a key underlying attribute supporting the EBMCD vision. Additional attributes of this activity are an emphasis on integrating military utility analysis at the mission level richly within a system design process, increasing the number of system disciplines captured simultaneously in design, and significantly elevating the coupled physics fidelity captured across system disciplines. An ability to rapidly iterate on requirements with mission-driven system-level designs is of interest and is anticipated to engage a wide range of digital engineering and technical disciplines.

1. ADMINISTRATIVE
1.1 Venue, loding, and catering services are required to support Ohio Army National Guard (OHARNG) Soldiers Yellow Ribbon & Reintegration Program on 26 JAN 2025. Members of the Ohio Army National Guard will be present in the Columbus, Ohio area to receive benefit information.

2. EVALUATION CRITERIA
2.1 Award will be made to in accordance with Federal Acquisition Regulation (FAR)
12.602 and FAR 13.106-1. The following factors will be used for evaluation: Factor 1 –
Technical Acceptability, Factor 2 – Past Performance, and Factor 3 – Price. Technical Acceptability and Past Performance are equal to Price.
2.1.1 Factor 1 – Technical Acceptability: The Offeror must indicate that it can meet the specific requirements of the Performance Work Statement. To establish technical acceptability, the Offeror shall complete the “Technical Acceptability Worksheet.” Failure to provide the requested information may render the quote non-responsive. Only Offerors determined to be technically acceptable will be eligible for award.
2.1.2 Factor 2 - Past Performance: Past performance information may be obtained from established systems such as the Past Performance Information Retrieval System
(PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS).
Information on two recent and relevant contracts will be reviewed. Relevance is defined as past performance effort involved much of the magnitude of effort and complexities this solicitation requires. Recent is defined as a contract that has been performed within the last two years as of the date of issuance of this solicitation.
2.1.3 Factor 3 – Price. Price will be evaluated based on competition of this solicitation and / or comparison to the Independent Government Estimate.
2.2 OHARNG intends to evaluate quotes and make an award without discussions. An

Additionally, the project requires the abatement of asbestos. Plumbing and electrical work will also be necessary to support the new fixtures. This project requires contractors with experience in restroom renovations, asbestos abatement, and the installation of plumbing and electrical systems. Fire main and fire protection piping construction is to be performed at the Anthony J. Celebrezze Federal Building at 1240 E. Ninth St. Cleveland, OH 44199. This project includes, but is not limited to the following work:
● Replacement of two underground fire mains from the connection at the street into the building, including two underground utility vaults, two fire department connections, and associated low pressure 8" fire protection piping interior to the building. Interior piping runs along the length of the parking garage beneath the building. The existing 6" service mains will be replaced with 8" piping. Two tamper switches with fire alarm addressable modules will be installed.
● Excavating portions of the street, curb, and sidewalk, and fixing to match the previous condition.
● Remediation of lead-based paint and asbestos-containing gaskets. The city water permit has been approved and the contractor will need to coordinate a sidewalk and road closure permit.
This procurement is set aside for Small Businesses. The NAICS code is 236220 with a small business standard of $45 million. The performance period is 180 days from award to substantial completion. NASA Glenn Research Center (GRC) needs a high voltage and high power, ripple generator and impedance measurement system capable of performing analysis on both DC and AC circuits to support lab testing and development.
