The Federal Bureau of Prisons, CTS Contracting Office, Washington, D.C. is seeking quotes from sources that have the ability to provide community-based outpatient substance use disorder and mental health treatment services to male and female Adults in Custody (AICs) in community placement residing in a Residential Reentry Center (RRC), on home confinement, or on Federal Location Monitoring or, if applicable, reporting to a Day Reporting Center, in Tyler, Texas.
All treatment services will be required to be performed within a 5 mile radius of Tyler City Hall, 212 North Bonner Avenue, Tyler, Texas 75702 and within a 1/2 mile access to public transportation.
Performance periods under this contract will be for a one-year base period estimated to begin on December 01, 2024, with four (4) one-year option periods, with services ending (if all options years are renewed) on November 30, 2029. The purpose of this Contract is to provide hoist inspection services. The performance requirements of the service must be in accordance with (IAW) the Performance Work Statement (PWS) to inspect and evaluate hoist, lifts, and cranes equipment to be able to operate safely and continue the Civil Engineer mission at Goodfellow AFB. After the inspection, the contractor will provide the squadron with a comprehensive written report for each piece of equipment signed certifying all equipment is in certifiable condition or non-certifiable with what type of required maintenance. The contractor inspector(s) shall have proper certification from an accredited crane operator testing organization and a minimum of 12 months of relevant work experience and training related to maintaining, inspecting, servicing, and repairing hoist or weigh scales. Have working knowledge of how to identify deficiencies to mechanical, structural, electrical or any other components of hoist and weighing equipment.
The Base Year inspection shall be completed as soon as possible after date of award, but no later than 30 days after award IAW the PWS.
Type of Contract and NAICS: This RFQ will be for one (1) Firm-Fixed-Price (FFP) contract and will be made to the responsible offeror whose quote conforms to the solicitation requirements. Description
Delineated Area Boundaries (See Attachment 1 Delineated Area - HOU TSA)
The U.S. Government requires office and related space (GYM/PHYSICAL TRAINING, BREAKROOMS) yielding approximately 17,500 ANSI/BOMA sq. ft. with a minimum of 22 dedicated parking spaces with integrated electric vehicle charging. The space must be located within a 10-minute driving time to George Bush Intercontinental Airport in Houston, Texas (IAH). The lease shall be inclusive of all services, supplies, utilities, partitioning; tenant improvement allowance for alterations to be included as part of the rental consideration. Due to mission critical duties, the space must be accessible by major arterial roads and/or public transportation systems to the IAH airport. Additional requirements are to have sufficient parking for visitors, and the ability to securely house a 24-hour operation within the space, as well as a minimum ceiling height for the gym training area of 12 feet and a floor load of 100 lbs per sq. ft.
Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year flood plain.

The Federal Bureau of Prisons, CTS Contracting Office, Washington, D.C. is seeking a contractor to provide community-based outpatient substance use disorder, mental health, and sex offender treatment services to male and female Adults in Custody (AICs) in community placement residing in a Residential Reentry Center (RRC), on home confinement, or on Federal Location Monitoring or, if applicable, reporting to a Day Reporting Center, in Austin, Texas.
All treatment services are to be provided by clinicians who currently hold a professional license to practice independently, without supervision, in the state of Texas.

DESCRIPTION:
This is a requirement for non-personal service for the cleaning and minor maintenance of Laughlin AFB outdoor rubberized track. The service(s) shall include routine track maintenance, track deep cleaning, and minor track repair to extend life of the track and ensure optimal condition. Routine track maintenance consists of the removal of leaves, dirt, and other debris and an inspection of the track, on a monthly basis, which shall determine, if any, minor repairs and deep cleaning is required for track. This requirement is for maintenance of Laughlin’s outdoor rubberized track to ensure safety and functionality in an effort to extend the track’s lifespan, thus the following is being sought:
1. Routine Track Maintenance: Remove all debris, dirt, and contaminants from the track surface and conduct a detailed inspection to identify visible cracks, splits, fading colors, surface bubbling, and uneven areas to determine and report if any repairs are needed.
2. Deep Cleaning: Consist of but not limited to, a thorough cleaning as a result of severe weather events, such as heavy rain or hail, and any issues or areas needing immediately apparent attention outside routine track maintenance.
3. Minor Repairs: Includes but not limited to, the filling of any cracks, gaps, or small holes, applying new layer(s) of rubber coating, reapplying track markings, and applying protective coatings or sealants. Any work requiring extensive rehabilitation or resurfacing, is excluded from this performance.

This is a synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Number FA8604-24-R-B012 is issued as a Request for Proposal (RFP). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2024-05/04-22-2024 and DPN 20240627. This acquisition is 100% set aside for small business. The NAICS CODE for this solicitation is 333922. This solicitation is subject to FAR Clause 52.219-14, “Limitations on Subcontracting”. FAR Clause 52.219-14 states that, for “Supplies, (other than procurement from a non-manufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded.”
This RFP has twenty-two (22) line items. The performance, design, fabrication, installation, and test requirements for a Storage Aid System at Joint Base San Antonio (JBSA) Air Force Base, Texas. All solicitation specifications/drawings will be posted at the following location: http://www.SAM.gov.

The Government is seeking 4,536 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) square feet (SF) of contiguous space within the Area of Consideration set forth below. See Section 2 of the Lease for applicable ANSI/BOMA standards.
The Space shall be located in a modern quality Building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the LCO. If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the Space with modern conveniences.
The Government requires 30 surface/outside parking spaces or structured/inside parking spaces, reserved for the exclusive use of the Government. These spaces must be secured and lit in accordance with the Security Requirements set forth in the Lease. Offeror shall include the cost of this parking as part of the rental consideration.
As part of the rental consideration, the Government may require use of part of the Building roof for the installation of antenna(s). If antenna space is required, specifications regarding the type of antenna(s) and mounting requirements are included in the agency requirements information provided with this RLP.
The Government may provide vending machines within the Government's leased area under the provisions of the Randolph-Sheppard Act (20 USC 107 et. seq.). If the Government chooses to provide vending facilities, the Government will control the number, kind, and locations of vending facilities and will control and receive income from all automatic vending machines. Offeror shall provide necessary utilities and make related alterations. The cost of the improvements is part of Tenant Improvement (TI) costs. The Government will not compete with other facilities having exclusive rights in the Building. The Offeror shall advise the Government if such rights exist.
The lease term shall be 20 Years, 15 Years Firm, with Government termination rights, in whole or in parts, effective at any time after the Firm Term of the Lease by providing not less than 90 days’ prior written notice. Should the Government make the determination to modify the term or option(s), an amendment to the RLP will be issued.
The Lease Term Commencement Date will be upon acceptance of the Space.
The Government requests Space in an area bounded as follows:
North boundary: Hammerly from Blalock east to Hempstead;
South/Southeast boundary: Hempstead from Antoine to I-10 Freeway;

1.0 Description
1.1 The Air Force Installation Contracting Center (AFICC) 772nd Enterprise Sourcing Squadron (772 ESS), in support of the Air Force Installation and Mission Support Center (AFIMSC) under the Department of the Air Force (DAF), is conducting a market survey to determine commercial and industry capabilities and practices as well as solicit comments about the RFI and attached documents. This Request for Information (RFI) is regarding the Strategic Real Estate Opportunities (SREO) initiative in support of six (6) major innovation (opportunity) plans at JBSA. The purpose of this RFI is to gain knowledge about interest, capabilities, and qualifications of various members of industry.
1.2 THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is a market research tool issued to determine the availability and adequacy of potential business sources for the DAF’s information and planning. It is not a Request for Proposal (RFP) nor is it a notice of the Government’s intent to issue an RFP in the future. This RFI does not commit the Government to contract for any services whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information provided or administrative costs incurred in response to this RFI. 2.0 Background
There is a recognition among senior leaders that the DAF cannot afford to adequately maintain its current infrastructure portfolio, which can cost upwards of 10% of the total DAF budget. To address this challenge, CSAF directed SAF/IE in Jan 2023 to develop an enterprise-level approach to identify and execute 2-3 large strategic real estate actions fat DAF installation. Each SREO Pilot Project is intended to significantly reduce costs associated with operating and maintaining DAF installations.
3.0 Subject
SAF/IEIP is working with the 772nd to identify potential SREO opportunities at Joint Base San Antonio. The RFI was developed in collaboration with the 772nd and other DAF stakeholders. This RFI is soliciting interest for potential development, re-development, or lease of underutilized real estate and facilities located on JBSA. The goal of this RFI is to achieve compatible development which meets the mutual needs of the DAF and nearby communities. The DAF desires to engage industry to obtain information and levels of interest to help the Government prepare a course of action for JBSA. This RFI will also help to identify U.S. domestic entities interested in utilizing existing Title 10 authorities to develop facilities in support of the DAF mission at JBSA. Prior to entering into any agreement(s) for use of real estate or facilities, DAF will evaluate ownership and control options (fee simple, transfer, lease, etc.) for the real estate and/or facilities.

4.0 Scope
SAF/IEIP is working with the 772nd to identify potential SREO opportunities at JBSA. The RFI was developed by SAF/IEIP in collaboration with the 772nd and other DAF stakeholders. This RFI is soliciting interest for potential development, re-development, or lease of underutilized real estate and facilities located on JBSA. The goal of this RFI is to achieve compatible development which meets the mutual needs of the DAF and nearby communities. JBSA has identified areas of opportunities considered for redevelopment and/or recapitalization. Further details are provided below outlining each Opportunity which may be considered individually or in any combination considered feasible by industry. Any redevelopment of JBSA property must comply with the land use restrictions and requirements contained in the JBSA IDP and the Air Installations Compatible Use Zones (AICUZ), which are intended to promote public health and safety through the local adoption of compatible land use controls and to protect the operational capability of JBSA. Proposals must also comply with relevant policy, laws and regulations, to include 32 CFR 989, Environmental Impact Analysis Process.
Under existing authorities (e.g. venture capital investment, real estate development, power purchase agreements, energy assurance leases, or a conglomeration), the DAF is considering making available for use six (6) opportunities that include parcels of land, facilities / assets considered non-excess real property at JBSA, San Antonio, Texas, under the authority of Title 10, United States Code. This authority allows for military departments to out lease land or facilities, or grant easements to a private or public entity, on a long-term basis where payment in-kind or cash considerations are received in exchange for use of the property. The six (6) opportunities are further defined in the Opportunities attachment of this RFI.

The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoD Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.

PROGRAM BACKGROUND
The U.S. Army Corps of Engineers – Fort Worth District has been tasked to solicit for an award of a Design-Build Construction contract for the renovations of Buildings 10006 and 10008 Hammerhead Renovations, on Fort Cavazos, Texas. The proposed project will be a competitive, firm-fixed price procurement. The acquisition strategy decision will be based on the respondent’s capabilities from this source sought and/or other market research methods.
The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of the small business community to determine if there are two or more capable small businesses that can perform the requirements of the scope of work outlined below. The small business community includes Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business
(WOSB). The Government must ensure there is adequate competition of capable firms. Small business, 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate. Be advised that the U.S. Government will not be able to set aside this requirement if two or more small businesses do not respond with information to support the set-aside.
Scope of Work:
In accordance with DFARS 236.204, the magnitude of construction for this project is estimated between $25,000,000 and $100,000,000.
Buildings were originally constructed in the 1950’s and last renovated in the early 2000’s.
Estimated duration of the project is 730 calendar days. NOTE: The project duration in the actual solicitation could be increased or decreased.
Air leak test results showed failing building envelope and substandard building insulation; the HVAC system is inefficient and failing. This has resulted in substantial mold growth due to insufficient humidity control and moisture infiltration. The electrical systems throughout the buildings are old and undersized and the lighting is outdated. Neither building has a fire protection/ mass notification system. The roofs of both buildings are in need of replacement.
The first floor of each building is administrative space – primarily Company Ops Facility (COF), however the hammer portion of each barracks is classified as Battalion HQ. From observation inside each building, the engineering team found that the units occupying these spaces are nearly all Headquarters and Headquarter Company (HHC) units, which would not be supported by the Battalion HQ Cat Code. A new floorplan was therefore developed in the 10000 block renovations, which would provide enough administrative space for three companies or 1 company and 1 HHC.
The new chiller motors in the CEP 10017 cut out automatically at 108 degrees. There is currently no climate control for this building, so it is difficult to keep them operational in the summer.

The Federal Bureau of Prisons, Federal Correctional Institution Big Spring, Texas, intends to issue solicitation 15B50325Q00004, for the requirements of: meat and related items. Award

Delivery
Deliveries will be made to the Institution Warehouse at the Federal Correctional Institution, Big Spring, Warehouse Rd., Building 602, Big Spring, Texas 79720.
The Contractor shall deliver a 45–60-minute keynote speech in a theater setting to a live audience consisting of 900 participants. The requested theme is Building Resilience. The requested messages are: (1) the importance of resilience (2) resilience as a tool to overcome personal limitations and obstacles in the operating environment (3) resilience as an integral component to preventing harmful behaviors (4) how engaged leaders can use resilience to build trust and high morale on their teams (5) resilience as a tool to strengthen teams and communities and optimize performance.
