The Department of State intends to issue a Request for Proposals (RFP) for packing/crating, receiving, containerization, and storage services for the Department of State, U.S. Despatch Agency-Miami, FL. The primary function of the Department’s consolidated receiving contractor operation in the Miami area is to provide warehouse services and receive items from U.S. sources being shipped to embassies and consulates overseas and consolidate them and prepare items for shipping in sea containers and air shipment to their onward destination. The required services will include but are not limited to: non-personal services for providing receipt, inspection, inventorying, consolidation, export packing, temporary storage, and delivery to pier and related services connected with the receiving and shipping of U.S. Government-owned furniture, furnishings, commissary items, supplies, personally owned and government owned vehicles, and equipment required by the Department of State for its Foreign Service Posts, and receiving/forwarding household effects (HHE) belonging to U.S. Government employees. Unless otherwise specified, all Contractor deliveries are (FAS) Miami or Fort Lauderdale Commercial Port zones. A single award of a firm fixed priced (FFP) Indefinite Delivery/Indefinite Quantity contract for a one-year base period, plus four (4) one-year options is anticipated. For purposes of this contract, the Contractor's place of performance must be within a a 35-mile radius of 7789 NW 48th Street Doral, FL 33178. The contractor firm awarded the resulting contract will be required to be fully ready and capable to recieve and ship U.S. Government items, supplies, and HHE within 30 days of notice of award.

Notice of Contract Action (NOCA) - Air Force Subscale Aerial Targets (AFSAT) – Air Force Subscale Aerial Targets Lots 22-24 Production, Peculiar Spares, and Contractor Logistics Support (CLS). – The Air Force Life Cycle Management Center, Test and Training Division, Aerial Targets Program Office, Contracting Office, Eglin AFB, FL is planning to execute a sole source extension of the current contract to Kratos Unmanned Aerial Systems (KUAS), located at 5381 Raley Blvd, Sacramento, CA 95838-1701 for procurement of BQM-167A subscale aerial targets, peculiar spares, and contractor logistics support for the BQM-167 AFSAT Program, covering Calendar Years (CY) 2028 through 2030. Additional AFSATs, spares and CLS are needed to meet current and projected test and evaluation and training mission requirements. These targets will be used by the 53rd Weapons Evaluation Group (WEG) to test and evaluate air-to-air weapon systems and for evaluation/training exercises on the Gulf Range Complex and other authorized Department of Defense (DoD) test ranges. In addition to the BQM-167A targets, KUAS will provide CLS activities which include being the Contractor-Inventory Control Point (C-ICP), the Source of Supply (SOS), the administrator of Out of Warranty Repairs (OWR) and Depot Source of Repair (DSOR) for all peculiar support equipment (PSE), end items, subassemblies, and component parts for the BQM-167A system. The COTS CBRN protection ensemble shall be lightweight, reduce physiological burden, and provide percutaneous protection from Chemical Warfare Agents (CWAs), Non-Traditional Agents (NTAs), Biological Warfare Agents (BWAs), radiological materials, and toxic industrial chemical (TIC) agents while supporting a broad set of warfighter mission requirements and environmental use conditions. The ensemble shall provide repellency against Petroleum, Oil, and Lubricants (POLs). Q1. Could you please provide the total square footage of the area requiring service?
A1. On the lease, it states 6.774 acres that is in two sections (top of hill and bottom of hill), but you would have to exclude the hard scape (parking lot, walkways, driveways, buildings, runoff pond, greenhouses and sheds) and the land in crops (peppers, etc.). So that would be an estimated 3 acres? I have a map from the lease, but the numbers are indecipherable.
From the A&E plans for the new building under their civil engineering section, it states that the site is 43,000 sq ft (0.98) the building is 5,760 sq ft and the retention pond is 43,173 sq ft. I don't know what they mean by the site as it obviously does not include the retention pond, and it does not include the greenhouse area below.
Here is a photo (attached) below with a scale on it and the red box does include the retention pond as well as the parking lot.

Hurlburt Field, FL has a need for a Multiple Award Construction Contract (MACC) to provide indefinite delivery/indefinite quantity (IDIQ) Heating, Ventilation and Air Conditioning (HVAC) construction efforts to support the 1st Special Operations Contracting Squadron (1 SOCONS) and 1st Special Operations Civil Engineering Squadron (1 SOCES) mission. 4.0 Synopsis
This is a SOURCES SOUGHT NOTICE (SSN) announcement. SSNs are issued to assist the Agency in performing market research to determine industry interest and capability. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Therefore, no proposals are being requested or accepted in response to this SSN.
5.0 Purpose
In accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10, SSP is conducting market research to identify potential sources capable of successfully performing crane and skilled rigging support for handling Active Inert Missiles, Special Test Vehicles, Missile Service Unit and all the support equipment associated with them. The objective of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to obtain portable cranes, rigging services, and program management support functions for lifting heavy military equipment on an “as needed” basis for SWS Ashore. Specific performance requirements will be set forth in individual Task orders (TO) issued during the course of performance of this contract. Contractor is also required to provide crane-engineering analysis to generate a complex or general lift plan for each lift per Naval Facilities Engineering Command P307 of June 2016 (NAVFAC P307) requirements.
The contract type will be Firm Fixed Price per an approved Exhibit Lines Item Numbers, and include Term Contract Line Item Numbers. The anticipated ordering period for the IDIQ contract will be for 5 years, effective 1 February 2025 – 31 January 2030.
6.0 White Paper Capability Statement Credentials
a. SSP is seeking detailed, complete, and thorough White Paper capability statements from interested firms who can demonstrate and document, with evidentiary support, that they 1) possess the minimum qualifications and experience identified in paragraph 7.0 which are critical to the successful execution of the requirements, and 2) demonstrate recent and relevant experience, as the Prime contractor, performing the same or similar efforts of the same or similar scope, size, and complexity to the enclosure (1) Draft Performance Work Statement (PWS) requirements identified in paragraph 8.0. Interested firms must demonstrate their existing capability, or the potential to acquire the capability, to meet the enclosure (1) requirements by the time of contract award, estimated to be 1 February 2025.
6.1 Small Business Concerns
IAW FAR Subpart 19.2 Polices, SSP seeks to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Small Business Concerns who possess the minimum qualifications and experience identified in paragraph 7.0 and who can demonstrate its concerns’ capability (or ability to obtain the capability by the contract award date) to execute the complete requirements identified in the enclosure (1) Draft PWS in paragraph 8.0, as well provide the requisite past performance experience detailed in Section 9.0, are encouraged to respond to this SSN.
If a small business concern intends to partner with another entity, the small business concern must identify which specific enclosure (1) Draft PWS efforts or tasks it intends to perform, as well as the specific efforts or tasks the partner will perform, with the substantiating data required in this SSN supporting the identified partnering roles and responsibilities. NOTE: 100% of the enclosure (1) Draft PWS and SSN requirements must be addressed in any submitted partnering submittal. A partnering submittal cannot merely state “We plan to team with XYZ Corporation” without supporting qualifications and experiential content. A letter of general intent from the named partner must be included with the SSN response.
NOTE: In the event this contract is set aside for small business concerns, the small business concern agrees that it will be in strict compliance and conformance with the percentage payment limitations for services, supplies, or construction (as applicable) to subcontractors that are not similarly situated entities in accordance with FAR 52.219-14 Limitations on Subcontracting and state such in their response.
7.0 Minimum Qualifications / Experience Requirements
Interested firms shall document and submit specific evidenced of the minimum qualifications and experience requirements in the technical areas identified in bullets “a” through “h” below which are critical to the successful execution of the enclosure (1) Draft PWS requirements in paragraph 8.0. This experience shall be documented as specified in paragraph 9.0.
- The crane (exception: a crane being operated in transit).
- The operator.
- The riggers, signal persons, and crane walker.
- Other personnel involved in the operation (supervisor, mechanic, tagline handler, engineer, etc.).
- The rigging gear between the hook and the load.
- The load.
- The crane’s supporting structure (ground, rail, etc.)
- The lift procedure.
Enclosure (2) is provided only as a guide for the crane operating area.
h. Restriction of crane operation are that the crane cannot transverse during suspended
load operations, and must be able to reach both Test Bay 1 and 2 from the same position during operations between the two test bays, and safely lift a load in excess of 170,000 pounds for that entire distance of travel (see Enclosure (2)).
8.0 Description of Requirements

8.1 Quantity of Personnel Required / Place of Performance
The Government estimates that this requirement can be met using eight Full Time Equivalent (FTE) personnel to support AIM operations on-site at the SWS Ashore Test Facility (Bldg 51902) located on Cape Canaveral Space Force Station. The Government estimated that MSU operations can be met using six FTEs on site at SWS Ashore Test Facility (Bldg 51902). However, the contractor can propose a labor category/mix that meet enclosure (1) Draft PWS requirements.
9.0 Evidentiary Qualifications/Experience Documentation Requirements
Interested firms must possess the requisite minimum qualifications and experience identified in paragraph 7.0 and demonstrated relevant and recent experience as it relates to the requirements in paragraph 8.0. White Paper Capability statements must include all of the content and details identified below.
9.1 Minimum Qualifications / Experience Requirements Validation
White Paper Capability statement submissions shall include a discrete section with the heading “Minimum Qualifications / Experience Requirements” and document, with specific information, each of the minimum qualifications identified in paragraph 7.0. Contractor should provide examples of previous same or similar work, or the capability to obtain the qualifications or experience prior to the anticipated contract award date.
9.2 Relevant & Recent Experience / Supporting Narratives
In addition, to demonstrating possession of the requisite Minimum Qualifications / Experience requirements identified in paragraph 7.0 above (or have capability of obtaining by the anticipated contract award), interested firms shall demonstrate relevant and recent experience performing the same or similar efforts or completion tasks (as applicable) to the enclosure (1) Draft PWS requirements in paragraph 8.0. Relevant experience is defined as performing efforts or tasks similar in scope, size, and complexity as the enclosure (1) Draft PWS requirements. Recent experience is defined as work performed within 5 years of the SSN posting date. This evaluation will be based solely on the specific data and supporting content provided by the respondents in their White Paper Capability statement submissions. Incomplete or generalized White Paper Capability statements, without specificity as it relates to the SSN content requirements, omitted content, or content which fails to address all of the requirements of this SSN, will have a direct affect upon the Government’s capability determination. This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government’s intent to award a 5 year base, with potential of two 1 year option periods, Firm-Fixed-Price Idefinite Delivery Indefinite Quantity (IDIQ) Contract, on a noncompetitive basis to Bohemia Interactive Simulation, Inc. (BISim) (CAGE 627N4). This is a notice of intent to award a sole source contract under statutory authority 10 United States Code (U.S.C.) 3204(a)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Army Contracting Command-Orlando (ACC-ORL) has identified a need to award a sole source, fixed price contract to Bohemia Interactive Simulation, Inc. (BISim) (CAGE 627N4), to provide Foreign Military Sales (FMS) Virtual Battlespace Simulation (VBS) for a total of Forty (40) VBS suites (option A or below), Forty (40) Onsite Installation Support, Forty (40) FMS On Site Training (each includes both onsite administrator and scripting level one courses), Forty (40) FMS Onsite Modeling and Rigging Training courses for a potential seven (7) years to North Atlantic Treaty Organization (NATO) and NATO-friendly countries.
The proposed Contractor for this effort, Bohemia Interactive Simulations (BISim), is the original developer of the VBS and holds the current developmental tools, licenses and agreements with model developers (intellectual property and software licensing) for all VBS product lines. VBS is both trademarked and patented by BISim and has not been licensed to any other firm. BISim has the unique capability to provide access and training on VBS software and has provided support for the VBS system for over 15 years to over 50 North Atlantic Treaty Organization (NATO) and NATO-friendly countries. Specifically, VBS simulates all aspects of the modern battlespace to enable trainees to practice generic tactics, techniques, and procedures and develop communication and decision-making skills. Award to any other contractor other than BISim is not possible as they are the only company with the capability of providing the FMS releasable version of VBS and additional software that is the basis of this requirement.
This is not a request for competitive quotes. The Government intends to negotiate solely under statutory authority 10 U.S.C. 3204(a)(1) set forth in Federal Acquisition Regulation
(FAR) 6.302-1(a)(2). Any interested firms must identify their interest and capability to respond to the requirement no later than fifteen (15) days after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. DESCRIPTION OF WORK: This project will consist of maintenance dredging at Canaveral Harbor, FL to remove approximately 1.2 million cubic yards of shoal material at Cut-1A to the West Access Channel (WAC), the Middle Turning Basin (MTB), the South Jetty Sediment Trap (SJST), the Trident Access Channel (TAC), and the Trident Turning Basin (TTB). All material will be disposed of in the designated Ocean Dredged Material Disposal Site (ODMDS). The ODMDS is located 4.0 to 8.0 nautical miles from the designated dredging areas. Project work also includes environmental species monitoring, turbidity monitoring, and stand by time. Project work will be split between Base and one Option as shown on the plans and outlined in the project bid schedule. Only dredges with a current U.S. Coast Guard Certification of Inspection for the intended use of the vessel will be allowed to work seaward of the “boundary line” under the contract.
The Invitation for Bid (IFB) will be issued on or about 12 November 2024 and bids will be due on or about 12 December 2024.

The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ) intends to award a firm fixed price commercial services contract for janitorial services at their facility in Orlando, Florida. Please read the performance work statement that outlines the requirements of the janitorial service needed for the facility. The Contractor shall furnish all management, supervision, qualified custodial employees to provide janitorial services in accordance with the requirements specified herein.
