CLARIFICATION ON TRIOSS BRIDGE CONTRACT (16 MARCH 2024):
The purpose of this message is to clarify the Government's Notice of Intent, issued on 27 Feb 2024, to issue a sole source bridge contract to Phoenix Logistics, LLC, (CAGE 0SCJ7), in place of the current Training Instructor Operator Support Services (TRIOSS) Contract/Task Order W900KK18D0029/0001, set to expire 28 April 2024. This update is not provided to solicit additional comment regarding the impending Bridge action.
The period of performance for the current TRIOSS Contract / Task Order W900KK18D0029 / 0001 expires 28 April 2024, with no options available to extend the current period of performance. The MIOSS Contract (W900KK-23-C-0025) Award, which is the follow-on to the current TRIOSS contract, is currently under litigation with GAO, which will likely take a minimum of 3-4 months to resolve.
The services for subject TRIOSS Bridge Contract will remain the same as provided under the current TRIOSS Contract/Task Order W900KK18D0029/0001. No deviation from the current services performed under TRIOSS will occur. The TRIOSS Bridge Contract will be an interim effort, awarded to the current contractor Phoenix Logistics, and will conform to the existing TRIOSS Contract/Task Order (W900KK18D0029/0001) and associated Performance Work Statements (PWSs).
NOTE: The MIOSS Performance Work Statement (PWS), which was included with the initial TRIOSS Bridge Contract SAM.Gov Notice of Intent on 27 Feb 2024, has since been removed and replaced with the current TRIOSS Base and Task Order PWSs. Again, there will be no deviation from the current services performed under the current TRIOSS Contract / Order W900KK18D0029/0001, for the TRIOSS Bridge Contract.
The TRIOSS Bridge Contract is planned for a limited period, not to exceed 12-months. The contract will consist of three (3), four (4) month performance periods, including a 4-month base period, commencing 29 Apr 2024 – 28 Aug 2024. The additional 4-month option periods, including Option 1 (29 Aug 24 – 28 Dec 24), and Option 2, commencing 29 Dec 24 – 28 Apr 25, will only be exercised if Corrective Action is not successful and litigation proceeds longer than anticipated (3-4 months).
CORRECTIVE ACTION
BLUF: Corrective action could result in:
(1) award to the existing contractor,
(2) award to a new contractor, or
(3) re-solicitation of the MIOSS acquisition.
NOTE: The Government does not anticipate re-solicitation of MIOSS but cannot rule it out as a possibility.
Corrective action has already commenced and includes the following:
a. Re-evaluation of the Protestor’s Proposal in accordance with the MIOSS Solicitation (W900KK-23-R-0016) Evaluation Criteria.
b. After re-evaluation of the Protestor’s proposal, a determination of the impact to the source selection decision will be made, when considered against the Solicitation Evaluation Criteria.
c. If the Army ultimately selects a different offeror for award after re-evaluation, the Army will terminate for convenience the original contract award.
d. The Army reserves the right to take additional corrective actions or measures that the Contracting Officer determines appropriate during implementation of Corrective Action.

MIOSS GAO PROTEST
On 11 July 2023, a GAO Protest (B-421803.1) was filed relating to Army Contracting Command - Orlando (ACC-ORL) award of the MIOSS Contract W900KK-23-C-0025, resulting from Solicitation W900KK-23-R-0016 (Amendment 0001). Due to the timely receipt of the Protest, on 12 July 2023, ACC-ORL issued a Stop Work Order on the MIOSSS Contract W900KK-23-C-0025, which is still in place today (16 March 2024). On 20 July 2023 ACC-ORL informed GAO of its intent to take corrective action, and on 25 July 2023, GAO dismissed the initial Protest (B-4211803.1), pending the Government’s corrective action. After the Government’s initial Corrective Action, a new GAO Protest (B-421803.2) was filed on 7 Feb 2024. On 7 March 2024, ACC-ORL informed GAO of its intent to take Corrective Action once again, and as a result, on 12 March 2024 GAO dismissed Protest (B-421803.2), pending the Government’s Corrective Action, which cannot be resolved prior to the expiration of the current TRIOSS Contract / Task Order (W900KK18D0029/0001), set to expire 28 April 2024.

Army Contracting Command-Orlando (ACC-ORL) has identified a need to award a sole source, fixed price contract to
Phoenix Logistics, LLC, (CAGE 0SCJ7), to continue to perform the o provide credentialed Instructors and Instructor/Operator support services for the Medical Simulation Training Centers. The requirements facilitate Combat Medics enhancing their skills and honing their tactics, techniques and procedures, Military Occupation Specialties (MOS) proficiency and skills to complete their wartime mission.
The anticipated contract is needed to ensure the continued support of the TRIOSS while a protest of the follow-on contract is resolve. Services performed under this sole source action will include continuation of the non-personal services covered under the previous Task Order (W900KK18D0029-0001) to provide Medical Instructor Operators across 25 locations as defined in the relevant performance work statement (PWS), Att_1_Performance Work Statement PWS-MIOSS_as of 14 July 2022 (MIOSS is the follow-on contract and the most current PWS). The Government shall not exercise any supervision or control over the personnel performing the services herein. Such contract service provider shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, manage Government equipment, supplies, facilities, materials, supervision, and other items and non-personal services necessary to support the operation of the TRIOSS bridge contract as defined in the PWS.
No other contractor is in the position to assemble a large diverse team to provide credentialed Instructor/Operator support services for the Medical Simulation Training Centers. (a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

This Request for Information (RFI) is in support of additional market research by the Department of the Air Force (DAF), United States Space Force (USSF), and Space Launch Delta 45 (SLD 45) to identify potential sources to lease Space Launch Complex 37 (SLC-37) at Cape Canaveral Space Force Station (CCSFS), Florida. Due to the unique attributes of SLC-37 and the goal of maximizing assured access to space in support of national security objectives, the DAF, USSF and SLD 45 are committed to ensuring the best use of this property.
The USSF seeks to issue a lease under 10 U.S.C. § 2667 to a space launch company to construct launch, recovery, and other associated space transportation infrastructure and to conduct launch and reentry activities at SLC-37. Commercial use of CCSFS real property advances U.S. space capabilities and provides launch and launch support facilities in furtherance of U.S. policy to launch national security and other DoD payloads into space. The DAF will execute a lease after completion of the required environmental planning documentation and issuance of a record of decision.
This action will also further Congress’s grant of authority to the Secretary of Defense, pursuant to 10 U.S.C. § 2276, Commercial space launch cooperation, to:
(1) Maximize the use of the capacity of the space transportation infrastructure of the Department of Defense by the private sector in the United States;
(2) Maximize the effectiveness and efficiency of the space transportation infrastructure of the Department of Defense;
(3) Reduce the cost of services provided by the Department of Defense related to space transportation infrastructure at launch support facilities and space recovery support facilities;
(4) Encourage commercial space activities by enabling investment by covered entities in the space transportation infrastructure of the Department of Defense; and
(5) Foster cooperation between the Department of Defense and covered entities.
SLC-37, one of the largest launch sites at CCSFS, is in the northern portion of the station and is capable of supporting super-heavy class launch vehicles. The DAF seeks to enhance its ability to deliver greater mission capability, expand efficient access to space, and enable cost-effective delivery of cargo to space. The DAF also seeks to expand launch program portfolio diversity and capabilities through the lease and improvement of SLC-37, which was most recently used for United Launch Alliance’s Delta IV Heavy program. SLC-37 will likely need substantial modification to accommodate a new launch program.
The DAF is interested in responses from companies that can demonstrate they meet the following requirements:
Launching a super-heavy class vehicle
The USSF does not currently have a super-heavy launch capability at CCSFS. As SLC-37 has unique attributes that can support super-heavy launch vehicles, maximizing mass to orbit per launch is a priority. For purposes of this RFI, “Super-heavy” is defined as a lift capability of greater than 50,000 kg to low Earth orbit (LEO). To demonstrate ability to meet this requirement, respondents should provide a list of any launch vehicle with a super-heavy lift capability to LEO that you intend to launch from SLC-37 within five years of the date of this RFI.
Sufficient financial maturity
A launch service provider must have the financial maturity to bring the proposed launch vehicle into operations at SLC-37 within five years of the date of this RFI. This includes building the necessary pad infrastructure in accordance with Government safety, environmental, security, and other applicable requirements, and developing the launch vehicle and associated manufacturing and logistics tail. To demonstrate ability to meet this requirement, respondents should provide documentation of current financial resources and funding status and provide inputs on modifying, developing, reusing or demolishing the existing SLC-37 infrastructure to support super-heavy launch and recovery operations at SLC-37 within five years.
Increase launch diversity at CCSFS
The DAF is seeking to increase the number of launch vehicles that operate on CCSFS to provide resilience in the event of a vehicle or infrastructure anomaly, factory work stoppage, supply chain disruption, or other launch impediment. With more requests than available pads, SLD 45 seeks to bring new launch vehicles to CCSFS rather than providing second pads to any launch vehicle currently operating at CCSFS. To demonstrate ability to meet this requirement, respondents should address whether your intended vehicle for SLC-37 currently has a launch site on CCSFS.
Maximize the benefit to the space industry and U.S. economy
Launch services are foundational to the health of the space economy; therefore, commercial operations from SLC-37 should maximize the benefit to the space industry and the U.S. economy. To demonstrate ability to meet this requirement, respondents should describe any unique capabilities of the intended launch vehicle (e.g., point-to-point delivery, payload return, survivability, reuse, crew transport) and the associated benefits for DoD, the space industry, and the U.S. economy.
Highest technical maturity
SLD 45 intends to allocate SLC-37 to a launch provider with a launch vehicle that is technically mature enough to begin operating from SLC-37 within five years to best utilize the site and ensure it does not sit idle. Categories of maturity to be considered will include: National Security Space Launch certification, successful missions, test flights, production and design. To demonstrate ability to meet this requirement, respondents should submit a schedule of projected milestones showing how the intended vehicle will be operational on SLC-37 within five years from the date of this RFI.
Maximize productivity while limiting adverse impacts
Proposed launch operations must strike an appropriate balance between maximizing productivity while also limiting adverse impact to other launch operations to capitalize on return on investment for the Government and protect the public and preserve critical national resources. The DAF will consider the impact of the launch vehicle’s proposed operations on other operations at CCSFS in order to minimize disruption to missions at other launch complexes while operating at the highest rate of productivity possible. The DAF will assess the impact of the launch vehicle’s explosive arcs and CONOPS on other CCSFS launch complexes, processing facilities, and transit routes. For vehicles that use LOX/LNG propellant, the SLD 45 Safety Office will define the explosive arcs for consistency. To demonstrate ability to meet this requirement, respondents should provide: projected launch rate, mass to orbit per launch, quantities of fuels needed, explosive arcs and hazard areas, including explosive siting maps in work or approved, mitigation alternatives for anticipated impacts to neighboring operations and transportation routes, and projected launch rates across all the company’s launch sites on CCSFS.

Public Works Department (PWD) Pensacola intends to solicit competitive quotes in support of Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) located at Naval Air Station (NAS) Pensacola, Florida, using commercial items prepared in accordance with FAR Subpart 12.6 and Simplified Acquisition Procedures (SAP) for commercial items found at FAR Part 13.5, supplemented with additional information included in this Request for Quotes (RFQ). Quotations will be due on or about 18 DEC 2024. NAVFAC SE PWD Pensacola intends to award a commercial services Firm Fixed-Price (FFP) contract on or about 20 DEC 2024.
2. REQUIREMENT
This is a contract to perform tree clearing at the transition areas located at NAS Pensacola Sherman Airfield. This is an active airfield, and is home to the Navy’s Blue Angels Squadron, Three Navy Training Squadrons and Two Air Force Squadrons, who regularly engage in daily flight patterns which are impacted by trees located within the transition areas.
The project scope is intended to provide tree cutting/clearing services to remove all trees and ground brush within the Upland areas and remove selected trees within the Wetland areas. Cleared Upland areas shall be prepared to promote and allow natural vegetation to resume with preparing ground conditions for future periodic mowing. Prior to commencing work for clearing trees and brush, the contractor is responsible to prepare, submit, and obtain the necessary land surveys, permitting and governmental/state approvals per satisfaction of PWD Environmental Department’s review, approval, and official record keeping.
The location for the work to be performed is on and around Sherman Field at NAS Pensacola, FL. Further detailed information is included in the SOW and Exhibits attached to this notice.
3. SYNOPSIS OF REQUIREMENT
The contract is anticipated to have a final period of performance of 365 calendar days from date of award. The North American Industry Classification System (NAICS) code for this acquisition is 561730 – Landscaping Services, with a size standard of $9.5M. The Federal Supply Code (FSC) is S208, Grounds Maintenance. This requirement is 100% set-aside for Small Business only concerns with the applicable NAICS. Applicable concerns must have an active registration in the System for Award Management (www.SAM.gov) and eligible for a Determination of Responsibility from the SBA.
4. REQUIRED SITE VISIT
The site visit is scheduled for 05 DEC 2024 at 1000 local time. This will be the only site visit, and individual requests to re-visit the site at a later date will not be considered.
Quotations submitted by offerors who do not attend, or were not represented, at the site visit will not be considered for award. It is considered impractical to determine, without inspection, the exact nature of the work and site conditions under which the work is to be performed.
5. PROPOSAL REQUIREMENTS
Offerors are required to submit proposals to the Contracting Officer no later than 05:00 PM Central Time on 18 DEC 2024. Proposals must meet the requirements as detailed in Instruction to Offerors in the attached solicitation. Faxed or mailed copies will not be considered. Proposals that do not meet the requirements in the solicitation will not be considered for award. Award will be made to the offeror with the lowest price and Determination of Responsibility by the SBA.

Any aforementioned dates are subject to change. All amendments to the solicitation will be posted with this notice. Offerors are cautioned to check this notice periodically for amendments. A solicitation mailing list will not be compiled and amendments will not be sent out in paper copy.
