PROJECT DETAILS:
USACE Seattle District is seeking small business sources for a construction dredging project entitled FY25 Willapa Harbor Maintenance Dredging, Willapa Harbor, WA at three federal navigation features in Willapa Bay, Washington: (1) the entrance to Tokeland Marina; (2) the entrance channel to Nahcotta; and (3) the Bay Center entrance channel and basin. The work is anticipated to begin in July 2025 and all in-water work must be completed by 15 Feb 2026.
The project will require dredging via mechanical (clamshell) means to remove approximately 180,000 CY of accumulated sediment across the three project features. The minimum required dredging depth varies from -10 ft (Bay Center and Nahcotta) to -15 ft MLLW (Tokeland).
In addition, dredging of approximately 10,000 CY may be required to a minimum depth of -9 ft MLLW in the Palix River thalweg to ensure sufficient water depths for the dredge, scow, and tugboats to transit to/from Bay Center and the disposal sites. This amount has the potential to change due to the dynamic nature of the Palix River at its confluence with Willapa Bay.
Dredged material will be disposed via bottom-dump barge at the Cape Shoalwater and/or South Channel open-water disposal locations within Willapa Bay. The work window varies by project features, but ranges between 16 July through 15 Feb of any given calendar year for each specific project feature. The in-water work windows are as follows:
Access to/from Willapa Bay requires transit of the Willapa Bar, an unmaintained and unprotected entrance from the Pacific Ocean with dynamic shoals, strong tidal currents, and challenging weather conditions. Furthermore, marine transit within Willapa Bay between project features and dredged material disposal sites requires transit through similar unmaintained and often shallow water depths. Potential risk exists for vessel groundings or accidents. Aids-to-Navigation across the Willapa bar have been removed as they are no longer reliable due to dynamic shoaling conditions. In all locations, shoals are present and shift depending on environmental conditions including tides and storms. This performance window includes the worst season for storm and marine conditions. Contractors should expect difficult mobilization, demobilization, and construction conditions.
The magnitude of construction is expected to be $1 Million to $5 Million.

PROJECT DETAILS:
The work is located on the Duwamish Waterway navigation channel located in Seattle Harbor, WA. Dredging would occur within the in-water construction work window of 1 December 2025 through 15 February 2026. The dredging will be accomplished using a clamshell dredge and equipment designed to minimize the potential for impacts to the surrounding environment. Maintenance dredging will be performed in the Upper Settling Basin (Sta. 270+56 to Sta. 275+56), Section A (Sta. 254+00 to Sta. 270+56) and Section B (Sta. 242+00 to Sta. 254+00) downstream of the Upper Settling Basin. Dredged material will be disposed at the Dredge Material Management Program (DMMP) Elliott Bay Open Water Disposal Site. Dredging in Section A and the Upper Settling Basin will be to -15 ft MLLW plus 2 ft allowable paid over depth. Dredging in Section B will be to -15 ft MLLW plus 1 ft allowable paid over depth. Dredging must be completed by 15 Feb 2026.
Per FAR 36.204 the magnitude of construction is expected to be between $1,000,000 and $5,000,000.

Request for Information: Chumstick to Lower Peshastin (LP), A-Z Stewardship Project, Okanogan-Wenatchee National Forest, Washington State
The US Forest Service is beginning the planning process for a new stewardship project under the current title of Chumstick to Lower Peshastin (LP), A-to-Z Stewardship on the Okanogan-Wenatchee National Forest in Washington State. This would require the completion of an environmental analysis and presale activities at industry or interested parties expense (not as service items). The timber would be sold at advertised rates (no bid premium).
More information on this project can be expected in the coming year, including a more detailed project proposal that would provide enough information for our government to government consultation with interested parties. We anticipate having a project proposal sent out in 2022.

The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction. The Small Business Administration standard of $45 million dollars in annual receipts averaged over a business’s latest three (3) complete fiscal years or (except in the Business Loan and Disaster Loan Programs) five (5) complete fiscal years to determine the average annual receipts. If a business hasn’t been in business for five (5) years, multiply its average weekly revenue by 52 to determine its average annual receipts.
This contract will be Full and Open, and the contractor shall be selected by Federal Acquisition Regulation (FAR) Part 15.1 Source Selection procedures. This procurement will be competitive, utilizing the Tradeoff Process approach under the Best Value Continuum (FAR 15.101). This process permits tradeoffs among cost or price and technical factors. Background Overview:
The National Oceanic and Atmospheric Administration (NOAA) has a requirement for a campus addition construction project for the Northwest Fisheries Science Center (NWFSC) at the Manchester Research Station (MRS), 7305 Beach Drive East, Manchester, WA 98353. This project constitutes a ground up, new construction project of approximately 24,000 GSF to be located on the existing MRS campus west of Seattle, Washington, north of the town of Manchester.
The National Marine Fisheries Service (NMFS) Northwest Fisheries Science Center mission supports the conservation and management of living marine resources and their habitats in the Northeast Pacific Ocean. NMFS research assists resource managers in making sound decisions that build sustainable fisheries, recover endangered and threatened species, sustain healthy ecosystems, and expand domestic seafood production through sustainable marine aquaculture. For the Northwest Region, these functions are dispersed across multiple facilities. This project will consolidate all functions requiring access to seawater at the Manchester Research Station (MRS).

The proposed contract will consist of Contract Line Item Number (CLIN) 0001 for the Building Construction (offices and laboratories), Option CLIN 0002 for the Procurement and Installation of Furniture and Option CLIN 0003 for the Recirculating Aquatic System (RAS) Component.
This is a new requirement for construction services for the Manchester Campus Addition. The solicitation and resulting contract will provide the 100% design drawings and specifications for the Manchester Campus Addition Construction Project in Section J.
Site Visit Information:
Offerors will have the opportunity to visit the site before submission of their technical and price proposals. The site visit details, to be held at the Manchester Research Station (MRS) Facility, will be outlined in the solicitation package. Currently the site visit is projected to be held on or about February 21, 2025. If applicable, all required site access information as outlined in Section J. must be submitted in accordance with the solicitation requirements for site visit entry.
Project Period of Performance and Magnitude:
This project shall be performed by an experienced General Construction Contractor that has performed similar work. The estimated performance period is 700 calendar days, including Base + Optional CLINs from issuance of Notice to Proceed. The magnitude of construction for this project is between $25.0M and $35.0M.
