A.  GOVERNMENT REQUIREMENTS:  This acquisition is pursuant to the provisions set forth by Part 12 of the Federal Acquisition Regulation, “Commercial Items.”  In this acquisition, the contractor shall provide all materials and training as specified in the enclosed Statement of Work for the Lake Michigan Floating Plant (Crane Barge), WHICH consists of the following:

NOTICE OF INTENT TO AWARD SOLE SOURCE

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This is a notice of intent to solicit and award a sole source contract, set forth in Federal Acquisition Regulation 6.302-1(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The U. S. Army Corps of Engineers, St. Paul District intends to solicit and award a sole source contract for the rebuilding of CAT bulldozer Model D7  to John  Fabick Tractor CO, 1 Fabick DR., Fenton, Missouri 63026-2928.  The anticipated completion date will be April 30, 2025. 

To support the U.S. Army Corps of Engineers – St. Paul District mission to maintain navigable waterways, the CAT bulldozer, an essential component of the Dredge Goetz Fleet, must be fully operational prior to May 1, 2025, the start of dredging season.

The D7 is located just south of Keithsburg, IL. The government requires Original Equipment Manufacturer (OEM i.e. Caterpillar) parts which are only available from the manufacturer, Caterpillar Inc., who distributes parts exclusively through its dealer network. Caterpillar parts and certified technicians are exclusively available through Caterpillar’s network of dealer ships. The Caterpillar dealer network has exclusive geographic territories for its dealerships.

Clement J Zablocki VA Medical Center Library Online Journal Access for Milwaukee VA HCS, Base + 3 years 1.1 STATEMENT OF WORK for Online Journal Subscriptions for Milwaukee VA HCS (FY25, Base plus 3 years) 1.1.1 SCOPE OF WORK The Contractor shall be responsible for the management, labor and equipment necessary to provide access to (1) serial publication subscriptions (online), and (2) related subscription requirements to Milwaukee VA Medical Center. Related subscription requirements include paying publishers, handling claims for non-receipt, processing changes in subscriptions status (renewals, new and cancelled subscriptions), facilitating the activation of online access, and submission of required reports and other service problems. Approximately 90% of subscriptions placed by the Customer will be renewal subscriptions. 1.1.2. GENERAL REQUIREMENTS 1.1.2.1 Subscription Orders. The solicitation is divided into three parts. Contractor(s) must qualify under Part 1 in order to provide requirements under Part 2. The two Parts are: Part 1 - Basic Subscription Orders. Part 2 - Required Support Requirements. 1.1.2.1.1 Part 1 - Basic Subscription Orders. Contractor shall provide basic subscription orders that would include all of the tasks necessary to execute and manage orders for new and renewal subscriptions to serial publication subscriptions and point of care database subscriptions. These tasks fall into the following four critical areas, described in detail elsewhere in the solicitation: (a) Ordering subscriptions; (b) Serving as the fiscal agent with publishers, including making timely prepayments, processing refunds, claims, supplemental and bill-later charges; (c) Ensuring timely and complete delivery of ordered subscriptions; and, (d) Providing reports and other administrative support for subscriptions management. 1.1.2.1.2 Part 2 - Required Support Requirements. Contractor shall provide support to cover a range of subscription-related products to the library, in addition to basic subscription orders and renewals described under Part 1. 1.1.3 SPECIFIC REQUIREMENTS 1.1.3.1 Part One - Basic Subscription Orders and Renewals. Contractor shall provide subscription orders for all subscriptions to electronic access available via agents from foreign and domestic publishers, if the ordering customer can supply sufficient publication information. 1.1.3.1.1 The Contractor shall supply materials from a wide range of publishers 1.1.3.1.2 Subscription Periods. (a) Publisher permitting, the Contractor shall be required to place subscriptions at any time during the year, to provide online access to the publication year 2025. (b) The Contractor shall provide administrative and other requirements for each subscription placed until three months after its expiration or for the life of the subscription. 1.1.3.1.3 Direct Orders. (a) Listing of any "direct only" subscriptions, meaning subscriptions which the Contractor cannot supply due to publishers licensing requirements, where privity of contract is required by the Publisher to be directly between the Department of Veterans Affairs and the Publisher. The doctrine of privity in the common law of contracts provides that a contract cannot confer rights or impose obligations arising under it on any person or agent except the parties to it. Without VA Contracting Officer approval and that comply with the Publishers requirements, these orders cannot be placed through this contract action. 1.1.3.1.4 Payment. (a) The Contractor shall pay all regular subscription orders in advance, prior to submission of first invoice. (b) The Contractor shall make additional payments as necessary and be required to adjust for unforeseen contingencies, such as currency fluctuations, additional volumes. (c) The Contractor shall maintain complete records of all bibliographic and financial transactions of each Station for up to three years. The Contractor shall provide to the VA immediate access to these records on demand. If required by the VA, the Contractor shall provide copies of these documents at no cost. The Contractor shall retain the original records on-site. 1.1.3.1.5 Administrative Services. The Contractor shall provide the following administrative services to support subscription ordering services: (a) Claims for disabled access to electronic journal issues. The Contractor shall be the contract liaison for the Milwaukee VA Station in obtaining from the publisher re-established access to the electronic journal year 2025, as needed. Contractor shall respond to Stations' claims within ten (10) calendar days of the claim. The Contractor shall offer electronic claims services at no additional charge. The Contractor shall, upon request of the government, demonstrate or make available for review its electronic claims system prior to contract award. (i) The Contractor shall provide each Station with the necessary training and written documentation to enable each Station to effectively use the electronic claiming system. (ii) The Contractor shall supply the VA and all "ship-to" addressees with full service assistance in claiming missing issues. (iii) The Contractor shall handle claims for any subscription for up to three months after the life of the subscription. (b) Personal Representative. The Contractor shall assign a representative by name to provide personalized in-house assistance for VA Station account. (c) Library Management Reports. At a minimum, Contractor shall provide the following reports at no charge: Claims Lists. The Contractor shall provide to the station a monthly listing of all outstanding claims and any responses received from the publishers. The report shall be cumulative, by title, for all unresolved claims. Subscription Status Information. Notification of any irregularity or change in subscription status 1.1.3.1.6 Licenses Contractor and publishers frequently have license agreements for their electronic publications, systems and software products. Licenses may be for the subscription agent s proprietary products, or publisher s proprietary products. All license agreements will be between the VA library and the Contractor/Publishers. Such individual licenses shall only pertain to the VA library for whom they were negotiated. License agreements will be reviewed, approved, signed and enforced by according to local procedures. Contractor s proposals must contain copies of all Contractor proprietary licenses for all items offered. The Federal Bureau of Prisons (FBOP) herein issues solicitation 15BFA024B00000029 for the award of a firm-fixed-price construction contract for a project entitled Replace Roofs Phase III at the Federal Correctional Institution (FCI) Oxford, located in Oxford, Wisconsin.

FCI Oxford is a federally owned facility located at 350 Elk Ave, Oxford, WI 53952.The project consists of the following:

FCI Oxford proposes to have an outside roofing contractor remove and dispose of the existing rock ballasted EPDM flat roof system and underlying insulation, down to the decking from the southern portion of the Central Complex roof (approximately 10,500 sqft.) and the ten (10) inmate housing unit roofs (approximately 125,000 sqft.). The total area to be completed is approximately 135,500 sqft.

Access to the roofs will be from the exterior, via ladder/lifts. The elevation for the Central Complex roof is approximately 15ft. and the elevation for the ten housing unit roofs ranges from 11 ft. -15ft. The above-mentioned roofs were tested and found to be positive for asbestos, see the attached Specifications for Asbestos Abatement. The contractor is responsible for complying with all local. state, and federal rules, regulations, and  codes. Prior to beginning abatement, the contractor shall submit an abatement plan to the Bureau of Prisons for review.

The contractor will haul the existing rock to an on-site location identified by FCI Oxford. The contractor will remove the membrane and roof insulation. The decking will be cleaned by means of power broom and air blower. All surfaces to be primed or sprayed with SPF will be clean, dry, and free of all oil, grease, dirt and contaminants.

The contractor will apply an approved primer according to manufactures application directions. The contractor will spray apply an approved (Nominal 70 Compressive Strength, HFO blown, closed cell. with an approximate R-value of 6. 6 per inch) insulated polyurethane foam roof system to approximately 10,500 sqft. of the Central Complex roof and to approximately 125,000 sqft. of the ten (10) inmate housing unit roofs. The polyurethane foam thickness will average 6. 5" to 7" and receive a topcoat of 40 mils acrylic elastomeric coating with reinforcement fabric. Each “pass” or layer of the SPF should be at least 0. 5 inches (13 mm) and no more than 1.5 - 2.0 inches (38 - 51 mm) thick. Allow at least 10 minutes between each pass for cure and cooling. The SPF must extend up roof protrusions for a minimum of 8" (or above the slush line, whichever is greater) above the finished roof surface. SPF application shall be limited to that which can be completed to full SPF thickness in the same day. All exposed foam tie-in end laps and side laps must be primed at the end of each workday. If the SPF is not applied over the primed area within 72 hrs the primer must be reapplied and allowed to fully dry before continuing work. A protective coating or covering should be applied over the SPF the same day as the application or within 24 hours. Prior to application of the SPF, the substrate should be between 50° - 130°F (10° - 54°C). SPF will not be applied when moisture, such as, rain, fog, frost, dew, high humidity (>85% R.H.}, or unsatisfactory environmental conditions are present. The finished surface of the SPF must be protected from the adverse effects of sunlight. The industry standards for roof pitch/slope shall be followed for the spray foam application to achieve a minimum of R-40 value throughout the roof. The completed SPF surface shall be smooth to coarse orange peel texture.

During SPF spraying all objects that may require protection from overspray shall be protected, all mobile objects shall be moved to an acceptable, protected area. All air intake vents shall be verified by contractor and staff escort that they are off and are covered. All roof drains and other penetrations will be temporarily closed off and re-opened before the contractor leaves at the end of the day.

The contractor will install a new metal fascia system to receive the added roof height, due to insulation thickness. It is the contractor's responsibility to raise all roof top units to install new insulated pads to meet new height requirements. The contractor will also extend the height of any roof penetration or curb which is too shallow to allow the proper spray foam depth.

All current roof drains will have an approved 4 inch retrofit insert roof drain installed. The drain stem will be a minimum of 12 inches. The body and strainer of retrofit drain will be made of aluminum.

An approved reinforcing fabric (100% polyester stitch-bonded) will be installed throughout the entire roof. Edges of the fabric will be overlapped a minimum of two inches on each side. The reinforcing fabric will be embedded into a wet base coat and worked into the basecoat so that it is completely saturated. It will then be top coated with an additional coating to totally encapsulate the fabric.

The new roof systems will include a 20-year (for an acrylic topcoat of 40mils) full system warranty. If required by the manufacture the contractor will request a warranty inspection performed by a representative from the manufacture prior to the issuance of the roofing system warranty and upon completion of all work. At the conclusion of the project, an on-site training session will provide for proper repair and maintenance procedures of the roof system.

The project shall comply with all appropriate State and Federal Codes and regulations, including the latest editions of the International Building Cod, International Plumbing Code, International Mechanical Code, National Electrical Code (NFPA 70), Life Safety Code (NFPA 101), applicable NFPA standards, and environmental regulations.

The purpose of this announcement is to request updated and new Architect-Engineer (AE) qualification information for the USDA Forest Service Eastern Region, AE Short Selection List.   This is an annual reminder, intended to occur at the beginning of each fiscal year (Fiscal years run October 1 through September 30).

WHAT IS THE SHORT SELECTION LIST USED FOR?
The Forest Service utilizes the Short Selection List to award AE contracts, valued at less than the simplified acquisition threshold, in all states within the Forest Service East Zone Region 9 including the States of, Illinois, Indiana, Maine, Michigan, Minnesota, Missouri, New Hampshire, New York, Ohio, Pennsylvania, Vermont, West Virginia, and Wisconsin. Although the primary user of the list will be the Forest Service, any USDA office located in the Forest Service East Zone Region 9 boundaries may use the list. 

The Shortlist will contain all of the unexpired submissions from previous announcements and all qualified, interested AE firms that respond to this announcement. 

Examples of the types of work that may be awarded using the short selection list include: bridge and large culvert design, road and trail bridge inspections, culvert inspections, low volume road design, design of small warehouses and offices, historic preservation, rehabs to improve energy efficiency and safety concerns, energy audits and studies, design of repairs to small dams and impoundments, design of photovoltaic and other renewable energy systems, LEED consulting, design of HVAC systems, design of electrical systems and lighting, water and waste water system design, performance of sanitary inspections for water systems, safety inspections for bridges and dams, construction inspection, drafting services, surveying (construction and property), geotechnical investigation, and environmental (RCRA, CECRLA, CWA, etc.) investigations, reviews, inventories, audits and coordination of RCRA and other waste disposal. This list is not all-inclusive.

WHAT IS THE SHORT SELECTION PROCESS?
The Short Selection Process utilizes the procedures set forth in Federal Acquisition Regulation (FAR) Subsection 36.602-5.  For AE projects with an estimated total fee less than the simplified acquisition threshold (currently $250,000; see FAR Part 2.101), agencies may use current data files of eligible AE firms to perform technical evaluations and choose the best qualified firm for award. AE data files will be maintained by State and NAICS code. The AE's professional qualifications (FAR 36.602-1(a)(1)) and the firm's geographic proximity and knowledge of the local area (FAR 36.602-1(a)(5)) as identified on the AE's SF330 and supplemental information, will be used for the first preliminary screening of firms when a large list of qualified firms exist. Once the most qualified firms are chosen from the AE Shortlist, discussions will be held with those firms. Additional information may be requested during discussions if necessary to facilitate the final ranking of firms (ie: past performance references, specialized experience, capacity, etc.). Upon conclusion of discussions, the top three firms will be ranked, and a price proposal will be requested from the highest ranked firm. If a fair and reasonable price cannot be negotiated with the highest ranked firm, a request for price proposal will be sent to the second ranked firm, and so on until an award can be made at a fair and reasonable price. 
  
All acquisitions utilizing the Short Selection List shall be set-aside for small business concerns unless requirements cannot be met by a small business and the Contracting Officer obtains a proper waiver.

WHAT DOES MY FIRM NEED TO SUBMIT TO DETERMINE ELIGIBILITY AND RECEIVE CONSIDERATION FOR FUTURE AE PROJECTS? 

Your submittal shall be emailed to SM.FS.aecontrsubmt@usda.gov to the attention of Debrah Willey.  Emailed documents must be compatible with Windows 10 operating system. Your submission package shall be created as a single *.pdf file no larger than 20MB in size and no more than 30 pages.  All submittal documents, including the cover letter, shall be contained within the single PDF document. This pdf file will be submitted as an attachment to your email message. Hardcopy data received in the mail will not be filed or considered.  

The following information shall be submitted as part of the thirty (30) page limit (LISTED IN REQUIRED ORDER): 
1. A cover letter should precede your other data. The letter should outline the work your firm specializes in and include a brief description of your firm's capabilities specifically related to the project examples stated above.

2. A completed Attachment A - AE Submittal Cover Sheet.

3. SAM Entity Overview Print Out: (See attached one page sample). System for Award Management (SAM) registration is required for award of federal contracts. You must have an active registration in SAM to be considered for project work. Contractors may register in SAM free of charge at https://www.sam.gov/ under the header labeled Register Your Entity or Get a Unique Entity ID.

4. SF330, Part 2 (Attachment B): The entire SF330 is posted for your reference (it includes instructions). SF330, Part 2 is the only required portion of the form that needs to be completed and included in your submission.

5. A separate list of the licensed professionals and the States of their licensing for each of the Function Codes identified in block 9 of the SF330, part 2. 

6. Optional - Any other information you wish to provide to highlight your firm's capabilities relating to the project examples stated above.

While we can add firms to this list at any time during the year, submitting your information early ensures your firm will be utilized from  the Shortlist as early as possible.  The Forest Service intends to allocate some time each business day through November 01, 2024 to process submittals.  After 4:30 PM Central Time, November 01, 2024 new submittals will be processed as time permits. Submittals that don't contain the required documentation will be returned for revision.  Organizing your submittal package in the same order enumerated above will facilitate a more efficient review process.

DESCRIPTION: The U.S. Army Corps of Engineers (USACE) - Louisville District intends to issue a Request for Proposal (RFP), Solicitation No. W912QR24R0003 for the Design-Bid-Build construction of two (2) new 48,000 sf 4-story, Collective Training Officers Quarters (CTOQ).  Work includes standing seam metal roof over rigid insulation on steel deck on structural trusses, utility brick veneer over rigid insulation on steel studs with exterior glass mat gypsum sheathing, concrete floor on metal deck and on-grade, elevator, aluminum doors & windows, gypsum board & metal frame partitions, steel door frames & steel doors, acoustical ceilings, HVAC, plumbing, security, and electrical systems. Air barrier testing and HVAC silver is required.  Construct Site Work to include base proposal demolition, relocation of five existing buildings, site clearing, grading, drainage, utilities, paving, and permits, beyond a line five feet outside each building.

TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220.

TYPE OF SET-ASIDE: This acquisition will be a full and open procurement.


SELECTION PROCESS: This is a single phase procurement.  The proposals will be evaluated using a Best Value Trade Off source selection process.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussion should it be deemed in the Government's best interest.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $25,000,000 and $100,000,000, in accordance with DFARS 236.204.

The Federal Bureau of Prisons (FBOP) herein issues solicitation 15BFA024B00000029 for the award of a firm-fixed-price construction contract for a project entitled Replace Roofs Phase III at the Federal Correctional Institution (FCI) Oxford, located in Oxford, Wisconsin.

FCI Oxford is a federally owned facility located at 350 Elk Ave, Oxford, WI 53952.The project consists of the following:

FCI Oxford proposes to have an outside roofing contractor remove and dispose of the existing rock ballasted EPDM flat roof system and underlying insulation, down to the decking from the southern portion of the Central Complex roof (approximately 10,500 sqft.) and the ten (10) inmate housing unit roofs (approximately 125,000 sqft.). The total area to be completed is approximately 135,500 sqft.

Access to the roofs will be from the exterior, via ladder/lifts. The elevation for the Central Complex roof is approximately 15ft. and the elevation for the ten housing unit roofs ranges from 11 ft. -15ft. The above-mentioned roofs were tested and found to be positive for asbestos, see the attached Specifications for Asbestos Abatement. The contractor is responsible for complying with all local. state, and federal rules, regulations, and  codes. Prior to beginning abatement, the contractor shall submit an abatement plan to the Bureau of Prisons for review.

The contractor will haul the existing rock to an on-site location identified by FCI Oxford. The contractor will remove the membrane and roof insulation. The decking will be cleaned by means of power broom and air blower. All surfaces to be primed or sprayed with SPF will be clean, dry, and free of all oil, grease, dirt and contaminants.

The contractor will apply an approved primer according to manufactures application directions. The contractor will spray apply an approved (Nominal 70 Compressive Strength, HFO blown, closed cell. with an approximate R-value of 6. 6 per inch) insulated polyurethane foam roof system to approximately 10,500 sqft. of the Central Complex roof and to approximately 125,000 sqft. of the ten (10) inmate housing unit roofs. The polyurethane foam thickness will average 6. 5" to 7" and receive a topcoat of 40 mils acrylic elastomeric coating with reinforcement fabric. Each “pass” or layer of the SPF should be at least 0. 5 inches (13 mm) and no more than 1.5 - 2.0 inches (38 - 51 mm) thick. Allow at least 10 minutes between each pass for cure and cooling. The SPF must extend up roof protrusions for a minimum of 8" (or above the slush line, whichever is greater) above the finished roof surface. SPF application shall be limited to that which can be completed to full SPF thickness in the same day. All exposed foam tie-in end laps and side laps must be primed at the end of each workday. If the SPF is not applied over the primed area within 72 hrs the primer must be reapplied and allowed to fully dry before continuing work. A protective coating or covering should be applied over the SPF the same day as the application or within 24 hours. Prior to application of the SPF, the substrate should be between 50° - 130°F (10° - 54°C). SPF will not be applied when moisture, such as, rain, fog, frost, dew, high humidity (>85% R.H.}, or unsatisfactory environmental conditions are present. The finished surface of the SPF must be protected from the adverse effects of sunlight. The industry standards for roof pitch/slope shall be followed for the spray foam application to achieve a minimum of R-40 value throughout the roof. The completed SPF surface shall be smooth to coarse orange peel texture.

During SPF spraying all objects that may require protection from overspray shall be protected, all mobile objects shall be moved to an acceptable, protected area. All air intake vents shall be verified by contractor and staff escort that they are off and are covered. All roof drains and other penetrations will be temporarily closed off and re-opened before the contractor leaves at the end of the day.

The contractor will install a new metal fascia system to receive the added roof height, due to insulation thickness. It is the contractor's responsibility to raise all roof top units to install new insulated pads to meet new height requirements. The contractor will also extend the height of any roof penetration or curb which is too shallow to allow the proper spray foam depth.

All current roof drains will have an approved 4 inch retrofit insert roof drain installed. The drain stem will be a minimum of 12 inches. The body and strainer of retrofit drain will be made of aluminum.

An approved reinforcing fabric (100% polyester stitch-bonded) will be installed throughout the entire roof. Edges of the fabric will be overlapped a minimum of two inches on each side. The reinforcing fabric will be embedded into a wet base coat and worked into the basecoat so that it is completely saturated. It will then be top coated with an additional coating to totally encapsulate the fabric.

The new roof systems will include a 20-year (for an acrylic topcoat of 40mils) full system warranty. If required by the manufacture the contractor will request a warranty inspection performed by a representative from the manufacture prior to the issuance of the roofing system warranty and upon completion of all work. At the conclusion of the project, an on-site training session will provide for proper repair and maintenance procedures of the roof system.

The project shall comply with all appropriate State and Federal Codes and regulations, including the latest editions of the International Building Cod, International Plumbing Code, International Mechanical Code, National Electrical Code (NFPA 70), Life Safety Code (NFPA 101), applicable NFPA standards, and environmental regulations.

PROJECT CONSISTS OF: The USFWS, Green Bay National Wildlife Refuge, managed by the Horicon National Wildlife Refuge Leopold Wetland Management District Complex in Mayville, Wisconsin, seeks to repair the existing historic boathouse foundation piers located on Plum Island in Door County, Wisconsin. The boathouse (and it's foundations) are contributing structures to the Plum Island Life-Saving and Light Station Historic District listed in the National Register of Historic Places (NRHP). All proposed construction work for NRHP listed properties located on Plum Island must meet the Secretary of the Interior's Standards for the Treatment of Historic Properties.

The work includes, but is not limited to, supplying and installing any new hardware, equipment, materials, or products denoted in the specifications and drawings as well as performing all the required demolition, disposal, testing, documentation, and inspections as denoted in the specifications and drawings.

SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. Site visit details will be provided when the full solicitation package is available.
