This is a MARKET SURVEY/SOURCES SOUGHT notice to determine the capabilities of small business firms for a small business set-aside. If your firm is a Small Business, certified HUBZone, 8(a), Woman-Owned Small Business or Service-Disabled Veteran Owned Business and you are interested in this project please respond appropriately.

This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach. This Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. No solicitation or technical scope of services is available at this time. The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions. Small businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice.

GOVERNMENT REQUIREMENTS:

Under the planned contract, the contractor will be required to remove 5 existing tainter gates from the Appleton Lower Dam, properly dispose of four of the gates, load one of the gates onto a truck for transportation by others to a corps partnered research facility, perform concrete restoration as necessary, furnish and install new tainter gates. There are a total of 5 tainter gates to be replaced. 

The Appleton Lower Dam is located in Appleton, Wisconsin on the Fox River. The existing gates were to have been refurbished, but were found to be in advanced disrepair and the Government requires replacement instead of refurbishment. Structural drawings have been prepared to adequately describe the steel fabrication. The contractor will be responsible to ensure that the concrete gate piers are touched up following gate removal and properly sized to receive the new gates.

All interested Small Business, certified HUBZone, 8(a), Woman-Owned Small Business or Service-Disabled Veteran Owned Business contractors should respond to this SOURCES SOUGHT notice via email no later than September 20, 2022 at 3:30 p.m. Central Time. The following requests are designed to apprise the U.S. Army Corps of Engineers, Chicago District, of any prospective small business hydraulic steel structure fabrication and installation, minor concrete repair and structural steel demolition, removal and disposal capabilities. As a note, one of the existing tainter gates will remain government property after removal and will be loaded on to a truck for transport. The other four gates will be the responsibility of the contractor. The work will be performed on the river, please ensure your response acknowledges construction experience in or on water Please provide your response to the following. The submission is limited to 8 total pages of information.

REQUESTED INFORMATION:

Projects similar in scope to this project include: 

  • Identification and verification of the company's small business status.
  • Contractor's Unique Entity Identifier and Cage Code.
  • Description of Past Performance: Interested firms may submit up to two (2) examples of similar projects that the firm has completed successfully within the last five (5) years. Projects that are 75% complete can be submitted to fulfill this requirement.
  • For each example project, include original contract amount, pending and actual modification cost. Projects similar in scope to this project include: Marine based construction of Locks, Dams, Breakwaters, Bridges or other miscellaneous marine structures, to include concrete repair, structural steel weldment installation and adjustment, and hydraulic power system interface.

  • The tainter gates have a radius of approximately 13 feet and are approximately 19.5 feet wide and approximately 14 feet tall. Each gate weighs approximately 17,000 lbs.

This is a combined Synopsis/Solicitation Notice for commercial items issued pursuant to FAR Subpart 12. Under this notice, the U.S. Army Corps of Engineers, Chicago District (USACE) is issuing a Request for Quotations (RFQ) for: HEAVY-DUTY SAS QUARRY FORKS FOR CATERPILLAR 972M MEDIUM WHEEL LOADER.

GOVERNMENT REQUIREMENT: This acquisition is pursuant to the provisions set forth by Part 12 of the Federal Acquisition Regulation, “Commercial Items.” In this acquisition, the contractor shall supply a set of Heavy-Duty SAS Quarry Forks for Dimensioning Stone to U.S. Army Corps of Engineers – Kewaunee Resident Office in accordance with the enclosed statement of work. 

Pricing shall include parts, materials, deliveries, and any incidentals to perform the entire work described in the statement of work.

National Ave. Milwaukee, WI 53295-1000, is seeking to purchase Online Journal Access Subscription Services. The Government intends to award a firm fixed-price purchase order to the quoter offering the lowest prices technically acceptable quote. The offeror shall provide the brand name product referenced in the solicitation. All interested contractors shall provide quotations for the following: Clement J Zablocki VA Medical Center Library Online Journal Access for Milwaukee VA HCS, Base + 3 years 1.1 Statement of Work for Online Journal Subscriptions for Milwaukee VA HCS (FY25, Base plus 3 years) 1.1.1 Scope of Work The Contractor shall be responsible for the management, labor, and equipment necessary to provide access to (1) serial publication subscriptions (online), and (2) related subscription requirements to Milwaukee VA Medical Center. Related subscription requirements include paying publishers, handling claims for non-receipt, processing changes in subscriptions status (renewals, new and cancelled subscriptions), facilitating the activation of online access, and submission of required reports and other service problems. Approximately 90% of subscriptions placed by the Customer will be renewal subscriptions. 1.1.2. General requirements 1.1.2.1 Subscription Orders. The solicitation is divided into three parts. Contractor(s) must qualify under Part 1 to provide requirements under Part 2. The two Parts are: Part 1 - Basic Subscription Orders. Part 2 - Required Support Requirements. 1.1.2.1.1 Part 1 - Basic Subscription Orders. Contractor shall provide basic subscription orders that would include all the tasks necessary to execute and manage orders for new and renewal subscriptions to serial publication subscriptions and point of care database subscriptions. These tasks fall into the following four critical areas, described in detail elsewhere in the solicitation: (a) Ordering subscriptions. (b) Serving as the fiscal agent with publishers, including making timely prepayments, processing refunds, claims, supplemental and bill-later charges. (c) Ensuring timely and complete delivery of ordered subscriptions; and, (d) Providing reports and other administrative support for subscriptions management. 1.1.2.1.2 Part 2 - Required Support Requirements. Contractor shall provide support to cover a range of subscription-related products to the library, in addition to basic subscription orders and renewals described under Part 1. 1.1.3 Specific Requirements 1.1.3.1 Part One - Basic Subscription Orders and Renewals. Contractor shall provide subscription orders for all subscriptions to electronic access available via agents from foreign and domestic publishers if the ordering customer can supply sufficient publication information. 1.1.3.1.1 The Contractor shall supply materials from a wide range of publishers. 1.1.3.1.2 Subscription Periods. (a) Publisher permitting, the Contractor shall be required to place subscriptions at any time during the year, to provide online access to the publication year 2025. (b) The Contractor shall provide administrative and other requirements for each subscription placed until three months after its expiration or for the life of the subscription. 1.1.3.1.3 Direct Orders. (a) Listing of any "direct only" subscriptions, meaning subscriptions which the Contractor cannot supply due to publishers licensing requirements, where privity of contract is required by the Publisher to be directly between the Department of Veterans Affairs and the Publisher. The doctrine of privity in the common law of contracts provides that a contract cannot confer rights or impose obligations arising under it on any person or agent except the parties to it. Without VA Contracting Officer approval and that comply with the Publishers requirements, these orders cannot be placed through this contract action. 1.1.3.1.4 Payment. (a) The Contractor shall pay all regular subscription orders in advance, prior to submission of first invoice. (b) The Contractor shall make additional payments as necessary and be required to adjust for unforeseen contingencies, such as currency fluctuations, additional volumes. (c) The Contractor shall maintain complete records of all bibliographic and financial transactions of each Station for up to three years. The Contractor shall provide to the VA immediate access to these records on demand. If required by the VA, the Contractor shall provide copies of these documents at no cost. The Contractor shall retain the original records on-sit 1.1.3.1.5 Administrative Services. The Contractor shall provide the following administrative services to support subscription ordering services: (a) Claims for disabled access to electronic journal issues. The Contractor shall be the contract liaison for the Milwaukee VA Station in obtaining from the publisher re-established access to the electronic journal year 2025, as needed. Contractor shall respond to Stations' claims within ten (10) calendar days of the claim. The Contractor shall offer electronic claims services at no additional charge. The Contractor shall, upon request of the government, demonstrate or make available for review its electronic claims system prior to contract award. (i) The Contractor shall provide each Station with the necessary training and written documentation to enable each Station to effectively use the electronic claiming system. (ii) The Contractor shall supply the VA and all "ship-to" addressees with full-service assistance in claiming missing issues. (iii) The Contractor shall handle claims for any subscription for up to three months after the life of the subscription. (b) Personal Representative. The Contractor shall assign a representative by name to provide personalized in-house assistance for VA Station account. (c) Library Management Reports. PROJECT INFORMATION: The successful awardee shall provide construction services for repairing two dams on the Fox River in Appleton, WI: Appleton Upper Dam and Appleton Lower Dam. The Appleton Upper Dam and the Appleton Lower Dam are concrete gravity dams keyed into bedrock. Each dam has a spillway section and a sluiceway section
with eight tainter gates, each 20 feet wide. The maximum head differential occurs at Appleton Upper Dam and is 14.5 feet. Work involves removal and replacement of all sluiceway Tainter gates and trunnion assemblies and anchorage, removal, and replacement of steel spillway walkways, full demolition, and replacement of all spillway concrete piers and partial demolition and replacement of all sluiceway concrete piers at both dams. Repair of bedrock scours downstream of the Appleton Upper dam will also be repaired. USACE and USDA-ARS entered into an agreement for CENWO to serve as design and construction agent to build a new Dairy Forage Research Center (DFRC) at the USDA-ARS site at Prairie du Sac, WI. The DFRC supports the USDA-ARS’s mission to accommodate up to 452 lactating cows (maximum), 144 calves, 1300 acres of crops production, 900 acres of pasture and perennials, 12 permanent researchers and staff, up to 12 operations and maintenance personnel, and up to 10 student researchers.

The US Dairy Forage Research Center is located on an approximately 75-acre site on the recently acquired Badger Army Ammunition Plant (BAAP) in Prairie Du Sac, Wisconsin. The Center includes 18 buildings and support structures interconnected by manure collection, transport, and digester system; the approximate combined gross square footage of construction is 642,000 Gross Square Foot (GSF). Construction of approximately 254,003 Building Gross Square Foot (BGSF) of new production, research, operations, and maintenance facilities and supporting infrastructure. Most of the center's construction will be comprised of pre-framed, pre- engineered metal buildings supported on concrete spread footings with the exception of the Lab and Administration Building which will have a laminated wood building structure supported on spread footings with preformed metal panel exterior enclosure.

The overall facility will accommodate up to 452 lactating cows (maximum), 144 calves, 1300 acres of crops production, 900 acres of pasture and perennials, 12 permanent researchers and staff, up to 12 operations and maintenance personnel, and up to 10 student researchers.

Survey work shall consist of performing all surveys, measurements, computations, drawings, and descriptions according to attached Land Survey Specifications for NRCS Easement Programs.

This acquisition is for A-E services and is procured in accordance with the Selection of Architects and Engineers statute as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6. A-E firms meeting the requirements described in this announcement are invited to submit the documentation required of this notice. The TH-1H requires updated software to sustain the fleet. BCC 2.0 will incorporate seventeen Software Change Requests (SCRs) which affects the Operational Flight Programs (OFP) for the Multi-Function Display (MFD) software. TH-1H software sustainment provides updated software which corrects deficiencies and provides enhancements to the affected software. Contract value was established utilizing input from the OEM's ROM and business cost analysis to include test, overhead, installation, and technical order updates. The effort will utilize CAM funding that has been apportioned for 2nd quarter of FY24. The contract will utilize Firm Fixed Price, Not Separately Priced, and Cost Reimbursable CLINs. A FFP arrangement applies to specific CLINs and is the best pricing arrangement for those CLINS. A Cost Reimbursement arrangement applies to the Travel CLIN. The use of CRNF pricing arrangement was selected to allow only allowable and allocable travel and per diem reimbursement costs to the contractor IAW the Joint Travel Regulation (JTR). The contemplated contract will include Cost-Plus-Fixed-Fee (CPFF) line items for specific post-warranty hardware, software, and integration efforts.

The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source and No other Supplies or Services will Satisfy Agency Requirements. DRS Naval Power Systems, Inc. is the only responsible source capable of satisfying the Navy’s requirements for post-production warranty and related ancillary support as they are the Original Equipment Manufacturer (OEM) and sole integrator of the AMDR PCM.

By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of firms that are engaged in providing the services described hereunder for the Honey Creek Aquatic Ecosystem Restoration, Milwaukee, Milwaukee County, Wisconsin. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense.

At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. GOVERNMENT REQUIREMENTS: Under the proposed Contract, the contractor will be required to provide the following construction services:

The Honey Creek Aquatic Ecosystem Restoration project is an ecosystem restoration project focused around the removal of a concrete channel and construction of a natural stream course (i.e., concrete channel removal and geomorphic contouring), installation of in-water habitat features (i.e., channel restoration), and invasive species eradication & native plant establishment.

Estimated Performance Period: 730 calendar days under NAICS 237990 Other Heavy and Civil Engineering Construction

Estimated Cost: Between $10,000,000.00 and $25,000,000.00

All interested Small Businesses, certified HUBZONE, 8(a), Woman-Owned Small Business or Service-Disabled Veteran Owned Business contractors should respond to this market survey/sources sought via email no later than Friday, December 15, 2023 at 3:30 p.m. Central Time.

REQUESTED INFORMATION:

1. Identification and verification of the company’s small business status.

2. Contractor’s Unique Entity Identifier (UEI)) and CAGE Code(s).

3. Documentation from the firm’s bonding company showing current single and aggregate performance and payment bond limits.

4. Descriptions of Experience –Interested construction firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference.  References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope. 

a. Projects similar in scope/size to this project include:

Concrete demolition and removal, earthwork grading, sizing and shaping of aquatic environments, removal and planting of vegetation.

b. Based on the information above, for each project submitted, include:

  1. Current percentage of construction complete and the date when it was or will be completed.
  2. Scope of the project. 
  3. Size of the project.
  4. The dollar value of the construction contract and whether it was design-bid build or design-build.
  5. The percentage of work that was self-performed as project and/or construction management services or physical construction type work.
  6. Identify the number of subcontractors by construction trade utilized for each project.

5. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm’s own employees for general construction-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished.
